REGULl~R MEETING, WEDNESDAY, NOVENBER 28, 1956
Meeting called to order at 7:35 P.M. by Acting Mayor Shavor, the follaRing members
of the council being present:. George J. Shavor, Acting Mayor; David P. Cartwright,
Trustee; Harold C. Nilsen., Trustee; and Clyde J. Stewart, Clerk. Mayor William R.
Utecht arrived at the meeting at 8:20 P.M. and conducted the meeting from then
until 10 P.M. Also present: William E. Olsen, Treasurer, and Frank N. Graham,
Attorney.
Variance Mr. Irvin Grudem, of Grudem Brothers Co., St Paul, and his
petition attorney, Conrad Sheets, of St Paul, appeared before the council
re bldg., and submitted a petition requesting a variance in the sideyard
1790 West provisions of the ordinance to permit building at 1790 West

Kellers Adrian Keller, rho xere-also present at the meeting, objected
ob3ect to the building of the wall on the line and to the two-foot
setback previously permitted by the council. In this connection,
letters were read, one from Mrs. Keller to the Village Council,
dated November 19, 1956, and one from her attorney, D. D. Wozniak,
dated November 27, 1956, enclosing copy of their letter to
Grudem Brothers Company, asking that the present ormers remove
all encroachments closer than 5 feet from the boundary line of
Mrs. Kelley's property.
Petition referred After discussion, Cartwright moved that the petition of Beim
to Planning Znvestmem Company and Grudem Brothers Company be referred to
Commission to the Planning Commission For a public hearing as required by
Ordinance No. 16, also other correspondence and material in
this connection so the Planning Commission may have the full
picture; and further, that Mr. Grudem be required to submit
a survey signed by a registered surveyor giving the building
layout and showing the building, wall and footings in relation
to the property line; and further, when the public hearing is .
set, that the Planning Commission send a special notice of the
hearing to Mrs. Christina R. Keller and to Mr. Grudem. Seconded
by Nilsen and motion carried unanimously.
'Gas Inspector's After discussion of gas equipment installation fees with Village
fees Gas Inspector Elwood D. Larson, .including average and lay e
installations, Utecht moved that where the permit fee is 10.00
or less, the inspector should receive $1.00 less than the permit
fee; and on all installations where the permit fee is more than
X10.00, that he receive 80 per cent of the permit feast. Seconded
by Stewart and motion carried unanimously.
Po*er Co. Cartwright moved that the attorney be asked to prepare a letter
requested to for the Mayor's signature, requesting Northern States Power Company
give Village to grant natural gas users in the Village of Falcon Heights the
gas users same same rate as charged users in the City of St Paul. Seconded by
rate as St Paul Stewart add motion carried unanimously.

Insurance
bids
In connection with bids received November 1lt, 1956, from
seven agencies on Village insurance coverag® as follows:

1. Comprehensive General Liability Insurance
2. Comprehensive Automobile Liability Insurance
3. Workmen's Compensation Insurance
1~. Fire, Extended Coverage, Vandalism and Malicious
Mischief Insurance.
Trustee Cartwright summarized the bids and reported the
law bidders as follows:
Coverages 1 and 2 -Mutual Service Casualty Insurance Company
represented by Mr. Irwin Harness
Coverage 3 - Bosshardt-Nelson and the Wolfgram Agency both
representing the Iowa National Mutual Insurance Co.
Coverage !~ -Keller Corporation representing Casualty
Underwriters.
Following a discussion, Cartwright moved that the Comprehensive
Coverage 1 and 2 General Liability Insurance and Comprehensive Automobile
awarded. Liability Insurance be given to the Mutual Service Casualty
Company represented by Mr. Irwin Harness, and that limits of
liability be set at X100,000, X500,000-and X25,000., and that
we ask for a policy with-three-year advance premium on
comprehensive general liability. Stewart seconded and motion
carried unanimously.
Coverage 3 Utecht~moved, seconded by Cartwright, that coverage No. 3,
awarded Workmen's Compensation Insurance be awarded to Bosshardt-
Nelson Agency, representing the Iowa National Mutual Insurance
Company. Motion carried unanimously. (As per flipping of
coin agreed to bq Bosshardt-Nelson and Wolfgram Agency
representatives)
Coverage !t Nilsen moved, seconded by Stewart that Coverage !~, Fire, Extended
awarded Coverage, Vandalism and Malicious Mischief Insurance be awarded
to The Keller-Corporation represent~.itg::~he Casualty Underwriters,
Inc. Motion carried unanimously.
Uasuccessfl:l Cartwright moved that the successful bidders be notified by
bidders checks the Clerk with request that a wtitten binder on each coverage
ordered returned be furnished by December 1, 1956, and that certified cheeks
of the unsuccessful bidders be returned. Seconded by Shavor
and motion carried unanimously.
X5,500 sanitary Letter of November 21, 1956 from To1tz,King,Duvall,Anderson
sewer engineering and Associates, Inc., advising as to substantially completing
fees authorized preliminary work in connection with the proposed aanitarg
- sewer system, with the request that the council authorize
increasing of preliminary fees to a total of X5,500.
Cartwright moved that we authorize said fees to a total of
X5,500. Seconded by Utecht and motion carried unanimously.

Sanitary Sewer Bill from Toltz, King, Duvall, Anderson and Associates,
Engineering Incorporated, dated November 16, 1956, showing balance
bill of ~3,225.ltl,t for sanitary sewer engineering services
for October 1956, wan considered. Nilsen moved that
payment of said bill be approved. Seconded by Utecht
and motion carried unanimously.
Bills: On motion by Utecht, seconded by Shavor, the. following

Xmas tree Application to sell Christmas trees at 1709 Snelling Avenue
license North, together with check for $7.0.00 covering license fee,
was received from Leftoy W. Carlson, 1lt19 Wynne Avenue,
St Paul 13, Minn. Cartwright moved that the application be
approved subject to report from the Village attorney that
taxes on the property are paid up. Seconded by Stewart
-and motion carried unanimously.
MGI License #87 Nilsen moved approval of the issuance of Master Gas
Installer's license. No. 87 to the Rod Button Heating
Service, of St Paul, as of November 20, 1956. Cartwright
seconded and motion carried unanimously.
Lauderdale fire Letter of November 1lt, 1956, signed by the Village Clerk
and other of Lauderdale, was read relative to the wishes of the
emergency runs Village of Lauderdale in connection with our Fire Departmen t
responding to fire calls and other than fire calls in their
Village. Shavor moved that the letter be acknowledged
atxl that the Village of Lauderdale be advised that we have
directed the Fire Chief to issue the necessary orders so
that Lauderdale's wishes in the matter will be carried out.
Seconded by Cartwright and motion carried unanimously.
(Clerk asked to forward copy of the le tter to the Fire
Chief).
Police car Report from the Public Safety committee, recommending
recommended type of pquad car for policing operations in the Village,
was read. Stewart moved that the report be referred to
the Village attorney for preparing of specifications.
Seconded by Cartwright and motion carried unanimously.
Hearing re use Copy of letter dated November 27,.1956, from the County
State Fair property Auditor, was read relative to the Board of Ramsey County
Commissioners holding a hearing at 2:00 PM, Dec. 10, 1956,
on the proposal to remove certain deed restrictions on the
use of the State Fair property. The Village attorney will

Curfew Ordinance In connection wi th the proposed curfew ordinance, Trustee
proposed Cartwright was asked to discuss the matter xith Public
Safety Supe~r~visor Don Arndt and fir. B.J. Rechtiene, Chairman,
Parks & Playgrounds Committee.
Nilsen report Trustee Nilsen reported on bid received from Seestedts of
l~435. for group C tile, including Johnb[ansfield vinyl cove
tale base in main meeting room and toilet rooms, also bid of
culverts X360 for group B colors. Reported culvert at Arona &
snow plowing Larpenteur fixed, and damaged culvert at 17li1 Arona cut
tree trimaring down to prevent further damage to auto tires. Reported
heating. bill that County will take care of snow plowing signs in
front of Blombergs when plowing is done. Also checked
with County on opening of ditch in front of Grudem building
on Larpen tear. Spent two hours with Parker Anderson and
tree trimmer John Schultz looking aver tree trimming pro3ect
on California between Arona and Pascal to determine how to
proceed with the fob. Also reported that Leslie Johnson
of Heating Company had fix®d leaks in pips- so- balance of
bill for heating system remodeling could be paid.
Street lights Nilsen also reported on checking in connection with
proposed street lights at Ruggles arxi Snelling Drive
and in the Falcon Woods Addition. The Clerk will
contact the State Highway Department regarding lights
in the Snelling area.
