SPECIAL MEETING, WEDNESDAY, DECEMBER 5, 1956
Meeting called to order at 10 P.M., all council members being present as follows:
William R. Utecht, Mayor; George J. Shavor, Trustee; David P. Cartwright, Trustee;
Harold C. Nilsen, Trustee; Clyde J. Stewart, Clerk. Also present - William E. Olsen,
Treasurer, and Frank N. Graham, Attorney. (Willis Warkentien, Village Trustee elect,
also present, was asked to sit with the council).
The minutes of November 28, 1956 meeting were heard and approved as read.
State Fair Attorney Graham's letter of December 3, 1956, reporting on the
matter purpose of the hearing to be held by the Board of County
Commissioners, December 10, 1956, on the question of redeadi~gg
State Fair Board property so that Fair Board activities can
be carried on without question. Attorney Graham agreed to
represent the Village at the hearing and report further to the
council.
St Paul ordinance The matter of accepting the St Paul ordinance permitting the
permitting Fal. Village to connect with the City's sewers, was discussed.
Hts. to connect Cartwright moved adoption of ORDINANCE N0. !~1(which was read)
to City's sewer AN ORDINANCE ACCEPTIATG THE PROVISIONS, TERMS AND CONDITIONS
OF ORDINANCE N0. 10829 OF THE CITY OF SAINT PAUL, MINNESOTA,
APPROVED SEPTEMBER 1lt, 1956, BEING AN ORDINANCE GRANTING
PERMISSION Ta THE VILLAGE OF FALCON HEIGHTS TO CONNECT WITH
THE SE@FERS OF THE CITY OF SAINT PAUL AND PROVIDING PROVISIONS,
TERMS AND CONDITIONS GOVERNING SUCH PERMISSION. Seconded by
Utecht and the following vote taken and recorded:
Ayess Utecht, Shavor, Cartwright, Nilsen, Stewart
Nays: None.
The Mayor then declared Ordinance No. Iil. adopted by a unanimous
vote and ordered publication of same in the Rose Tribune oP
December 13, 1956, requesting the Village attorney to file
certified copies of the said ordi.aance with the City Clerk and
City Comptroller of the City of Saint Paul.
Public Safety- Public Safety Supervisor Don Arndt reported to the council that
Don Arndt Officer Earl Smith would return for service this week. He said
that Le Roy Humphrey, from the sheriffis force, who had worked
in Officer Smith's place during the letter's disability, was ~eYyy
cooperative and had done a $ood fob. Arndt recommended that
Humphrey be retained on our police force, stating that by having
him with us, we would have every-day coverage except Sunday; that
there would be no overlapping and that Humphrey would drive his
own car. After discussion, Utecht moved that LeRoy Humphrey be
hired as Village policeman on a part time basis. Seconded by
Cartwright and motion carried unanimously.
Pedestrian The liayor asked if a larger pedestrian cross walk sign can be had

Arndt reported that Mr. Darrell, of the State Highway Department,
says such signs are restricted to a certain size and color.
Desirability of having a flashing sign above the pedestrian
crosswalk sign was then discussed. Arndt will check on this
matter and report back.
Lighting, VH Nilsen reported that parking of cars of residents who came over

Sign remodel- Building Inspector Christensen reported that it is proposed to

at the southeast corner of Larpenteur and Snelling. It xas

Tree trimming Trustee Nilsen reported on tree trimming operations on
boulevards e~ong California Avenue betxeen Arona and Pascal.
He said triusting on one side had been completed at a cost of
$80 or about '6.50 a tree. The xork, he said, xas done xithout
power equipm~-t xhich made cos is run higher than expected.
Nilsen said the xork xas stopped until Mr. Schulz; the tree
trimmer, could secure paver equipment. Nilsen then moved
that the experimental trimming of boulevard trees be extended
for another reek. Seconded by Utecht and motion carried
unanimously.
P.E.R.A. not Letter of December 3, 1956, from Mr. O.M. Ousdigian, Secretary,
to be deducted Public Employees Retirement Association, xas read relative
for Elxood to discontinuing PERA deductions for Elxood Larson, Village
Larson Gas Inspector, because of the fact that Mr. Larson already is
palying the maximum deduction 016.00) each month because of
his City of St Paul employment.

Variance petition Letter of December 5, 195b, from the Planning Commission xas
re building, 1790 read, recommending that the petition signed by the Beim
West Larpenteur Investment Company arxi the Grudem Brothers Company for variance
in the s ideyard provision of the ordinance be rejected. After
discussion, Stexart moved that the petition be returned to the
Planning Commission's Secretary, Mr. Otis, xith a request on
our Village attorney to contact Mr. Otis and explain the
application of Ordinance No. 16 to this situation.
Hotel proposal- Report dated Hecember 5, 1956, from the Planning Commission,
Geo. Bauman & Co. xas read relative to the proposal of George Bauman and Company,
of St Paul, to convert their properties at 163lt and 16l~2 N.
Snelling and 1561 West Idaho from su~l.tiple dwelling classification
to a roadside motel, recommending that the surrounding property
owners, who agreed to the multiple dwelling rezoning on the
basis of plans and anticipated use of the buildings, be notified
or that a public hearing on the matter should be held. The
Planning Commission asked as to the total number of motel units
the Company proposes to operate and questioned that presen t
parking facilities xould accommodate more than the present
number of dwelling units. Utecht moved that a copy of the
Planning Commission's letter on this matter be referred to
George Bauman and Company. Seconded by Stewart and motion carried
unanimously.
Gas rates The Clerk presented a new rate schedule which he said xas filed
xith the Village by the Power Company recently, providing for
a reduction of about 5~ per cent in the Company's revenues for
general service in Falcon Heights, effective December 1, 1956.
This lead to discussion of the council's action of November 28,
1956, to request the Power Company to grant natural gas users
in Falcon Heights the same rate as charged users in the City of
St Paul. .Utecht moved that the new rate schedule be referred
to our attorney in connection xith xriting a letter to the Power
Company, thanking them for the 'pericent reduction and asking
that gas rates in Falcon Heights be reduced to the same rates
charged in the City of St Paul. Seconded by Cartwright and
motion carried unanimously.
Warming house Notification from the Power Company xas presented that a
electric service request had been tiled for electric service for the xarming
house at the skating rink, 1393 Garden. Cartwright moved
that the Clerk be authorized to complete the notice, authorizing
the service. Seconded by Utecht and motion carried unanimously.
Adjournment: On motion, the meeting adjourned at 11:25 P.M.
