.REGULAR. MEETING, .WEDNESDAY,. DECEMBER. 12, 1956

Meeting called to order at 7:30 P.M. ,The following council members
being present: William R. Utecht, Mayor; David P. Cartwright, Trustee;
Harold C. Nilsen, Trustee; George J. Shavor, Trustee. Also present:
William E. Olsen, Treasurer and Willis Warkentien, newly elected Trustee.
Absent: Clyde J. 'Stewart, Clerk and Frank Graham, Attorney.
Minutes of the Public Hearing Wednesday, December 5th, Special meeting
Wednesday, December 5th and Canvassing Board meeting Wednesday, December
5th were read and approved.

- The following citizens appeared before the council:
Snelling Don Nelson, 1627 Hollywood Court expressed concern
Drive regarding the "Right Turn Only" traffic sign at the
Traffic SW intersection of Larpenteur and Snelling Drive. He
stated it was difficult for residents of Hollywood
Court to exit from Snelling Drive going North and West.
Mr. Hood, 1597 Hollywood Court also appeared on the
same question. He would like to eliminate through
traffic on Snelling Drive, but felt the present sign
did. not help at all.
Trustee Nilsen explained the. traffic problem at this
intersection since the addition to the shopping center
was completed. Shavor moved that the question of the
removal-of,the stop sign at the West service lane South
of Larpenteur be referred to Don Arndt-for review.
Seconded by Cartwright, motion passed unanimously.
Nuisance Mrs. Frank Irving, 175 Tatum complained that a sewage
Matter truck is dumping affluent from cess pools behind her home
after dark. Trustee Nilsen will check to see if this is
sewage or sludge from the Land-O-Lakes Fertilizer Plant.
Sewer Ray Garcia, 1806 N.,Prior (Falcon Woods) spoke regarding
a con Woods the sewer project in the Falcon Woods addition and wanted
to know if the project there could be postponed until
$uch time as the need. was more urgent. He had contacted
21 people, 18 of whom agreed to postponement of the sewer
project. Fie asked for permission to submit a petition at
the next meeting.
John McGregor, 1795 N. Fairview asked if it would be
possible to run.. the sewer line on Fairview, but forego
connection til the -sewer was needed; the residents to pay
for the construction, but being excused from the connection
Fairview charge and annual service charges until connected. He
explained that all were reluctant to circulate a petition
because of subsequent blame if cess pool trouble developed.
Mayor Utecht explained that in an extreme emergency con-
nection to the sewer might be postponed for up to five
years. Mr. McGregor felt this might be acceptable. Cart-
, Wright moved that Trustee Nilsen be authorized to arrange
a meeting between the residents on Fairview Avenue and the

North Lewis Gilbert, 1911 North Snelling announced that 8
Snelling residents opposed the sewer stub-on the West side
of Snelling, North of Garden and one was in favor..
Mr. Deppe, 1907 N. Snelling, asked if the petition
submitted by the 8 residents on N. Snelling would be
favorably considered.
Dan Blide, 1998 Autumn supported Mr. Garcia on the
Falcon Woods sewer question.
The 'request for a building permit to modify the adver-
tising sign at Snelling and Larpenteur was discussed.
Advertising Shavor then moved that, in view of the fact that the
Sign owner of the premises had advised him that the lease
for the signs would not be renewed, the application
for the permit be denied and the fee returned to the
applicant. Seconded by Nilsen and carried unanimously.

Tree Utecht moved that John Schultz be authorized to continue
trimming tree trimming for the next two weeks or up to a maxi-
mum of $475.00.
Requisition Up~Qqn motion by Shavor, seconded by Nilsen, re~~;uisition
#95,96 & 97 #95 from the fire:department.-was-approved subject to
the fire department showing estimates of cost on
this and all future requisitions. Motion passed
unanimously.
Upon motion by Cartwright, requisition #95 from
the Treasurer for 200 three cent stamps and
requisition #97 from the fire department for
flood lights and standards were approved, Motion
seconded by Shavor and passed unanimously.

- ~ A letter from fire chief Grumke was read relative
to improvement of the tank truck and for purchase
- - of equipment to make it fully operative . Upon

repair, motor overhaul and brake repair were
authorized, but purchase of the equipment items be
postponed until the clerk could check with the Office
of Civilian Defense to see if matching funds were
available for the purchase of the fire equipment.
Motion approved unanimously. On the same subject,
Trustee Shavor will check on a refund of the 195?
license fee for the tank truck.
Insurance Upon motion by Cartwright, seconded by Utecht, the
Treasurer was instructed to return the certified checks
to the successful insurance bidders.

License Utecht moved that the application for a Christmas tree
lot at the corner of Hamline and Larpenteur be approved.
Seconded by Cartwright and motion carried.
Helms Letter from William Helms was read relative to the
Sewer question of assessment of his property for the sewer
Assessment project. Upon motion by Cartwright seconded by Utecht, it

Fair Letter from the village attorney was read regarding

board advising them that the council would object to
the use of the fair grounds for any purpose which would
create a nuisance for the residents of the village; such
as auto racing, trap shooting etc. The motion included
a request that copies of this letter be sent to Senator
Andersen and Representative John Tracy'ONO~econded by

Highway A letter from L. P. Zimmerman of the State
Letter Highway Department was read, relative to a meeting
regarding State Highways in the Twin City area.
The letter was filed, as no council member was .J
able to attend.
Trustees A letter was read from the University regarding
School a school for new mayors and trustees.. Cart-
wright moved that Willis Warkentien be authorized
to attend this school at the village's expense.
Seconded by Utecht and carried unanimously.
Warming Utecht moved to authorize employ~~ent of a super-
House visor for the warming house at t. village rink on

for the same scheduled hours as last year. Seconded
by Nilsen and carried unanimously.
Street Shavor moved that the county be requested to install
