REGULAR MEETING, THURSDAY, JANUARY 2lt, 195?
Ms~ting called to order at 7:30 P.M.,~the folloxing council members being present:
William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, trustee;
Willis Warkentien, Trustee; Clyde J. Stexart, Clerk., Also present: William E.
Olsen, Treasurer, and Frank N. Graham, Attorney.
Minutes of regular meeting, January 9, 1957, xfre heard. and approved as read.
Donald W. Schoen After discussion, Utecht moved that Donald W. Schoen be employed
employed as as paid fireman at the rate of $275.00 per month, effective
paid fireman beginning January 7, 195?. Seconded by Warkentien and motion
carried unanimously.
Grudem building In connection xith Building Contractor Irvin Grudem's scheduled
matter appearance at our January 2!~ meeting, Attorney Graham reported
on receiving a call from Mr. Grudem's attorney, stating that
they xere near settlement of the matter and that Mr. Grudem
xould like to be excused from attending the meeting. The
council concurred in the request.
Reqn. #100 for framed, cork bulletin board for posting place at the
Falcon Heights Pharmacy, xas considered. Utecht moved
approval, seconded by Shavor, and so .ordered.
Reqn. #101 for 165 statement forms for the Treasurer, xas approved
on motion by Shavor, seconded by Utecht.
Reqn. #102 Fire department tank truck equipment, including gate valves,
galvanized pipe caps, adapter, and aluminum molding, eras
considered. Nilsen moved approval of the requisition at
minimum .prices quoted on the listed items. Seconded by
Warkentien and motion carried unanimously.
Reqn. 103 for three single-bed type felt mattresses for cots in
the Fire Department dormitory, xas approved on motion by
Nilsen, seconded by Utecht.
Filling Station Application of Leonard iN. Troup to operate a gasoline
License No. SO filling station (Falcon Heights Cities Service) at 1670
North Snelling Avenue, for the period January 2l~, 1957
th ru June 30, 1957 together xith check for X17.00 covering
pro rated license fee, xas received. Steuart moved approval
of the application subject to required fire inspectionof
the premises. Utecht seconded and motion carried unanimously.
Clerk's Bond American Surety Company of NeR York bond for the Village
Clerk in the amount of ~500.0o for a txo-year period, beginning
January 1, 1957, at a total premium charge of X9.25, xas
received. Approval voted unanimously on motion by Utecht,
seconded by Warkentien.
Water agreement The proposed agreement xith the Farmers Union Grain Terminal
xith GTA. Association to December 27, 1957, for continuing xater extension
from GTA property to the Village Hall, xas approved on motion by
.Utecht, seconded by Stewart.

Allotment- Letter of January 15, 1957, was read advising that the
County Road & Board of County Commissioners had this year authorized
Bridge fund. an apportionment of X2,527.55 in the County's Road and
Bridge Fund to Falcon Heights.
League legislative Letter of January 18, 1957 from the League of Minnesota
conference & 3 Municipalities, calling a special legisl ative conference
resolutions of the League for 2 P.M., Friday, Feb. 8, 1957, at the
Lowry Hotel, St Paul, for the purpose of considering three
legislative resolutions: (1) Traffic Safety (2) Pension
Study and (3) P.E.R.A. - O.A.S.I. Combination, was read.
After discussion, Trustee Warkentien agreed to represent.
the Village at the February 8 conference.
Sanitary Sewer Letter of January 23, 1957, from Mr. A.M. Steffes, of our
matters Sanitary Sewer Engineers, was read, relating to matters
pertaining to the sanitary sewer program to be considered
by the councils such as sewer rental rates, sewer maintenance,
passage of ordinances for licensing sewer contractors and
for installation of house connections, material to be used, etc.

Payment The matter of payment to Toltz, King, Duvall, Anderson ?~ Associates
discussed was discussed. Bdr. Steffes stated it was agreeable with the
engineering firm to wait until the first money was available
under the bond issue before making payment.
Contract. read The Bdayor then read the proposed contract paragraph by
& ordered paragraph, and matters pertaining to it were fully discussed
executed for with Mr. Steffes and with the Village Attorney. Qn motion
Village by Shavor, seconded by Nilsen, the following resolution was
adopted by a unanimous vote:
Resolution RESOLVED, that the Mayor and Clerk be, and they hereby are,
authorized to execute on behalf of the Village
the form of contract.. submitted by Toltz, King, Duvall, Anderson
Associates, dated December 26, 1956.
Sewer matters In connection with matters which were discussed and which must
for council be determined by the council in connection with the sanitary
sewer system, it was agreed that Mr. Steffes would furnish each
member of the council with copy of a letter summarizing such
items.
Zoning map After discussion, Stewart moved that Trustee Shavor be authorized
to have a tracing made of the street map for the purpose of
bringing our Village zoning map up to date. Seconded by Warkentien
and motion carried unanimously.
Fire Inspections Fire Chief Grumke's letter of January 23, 1957, was read with respec
to scheduled fire inspections. He stated that each of the three
paid firemen spend an average of 56 hours per week on watch,
that inspections are made at least twice a year as required by
ordinance, that the Village is divided into four sections for
the purpose, and that each fireman alternates between sections,
inspecting two at a time. The Chief also stated the firemen
should be compensated for the additional time required for
inspections.

Alley account Trustee Nilsen reported that Stan Seaborn had made further
collections towards clearing up the balance of X42.31 dwe~^~he
Village for work done on the alley between Iowa and Idaho
from Albert to North Pascal. Seaborn, he said, indicated
the account would be cleared up soon.
Governor's conference The Mayor reported on attending a conference of suburban
and Advisory Committee representatives, mostly mayors, held at the request of
Governor Freeman on January 15. He said that a committee was
set up to advise the Governor on suburban problems, and that
villages could write to the Governor's Advisory Committee
regarding any special problems. The Mayor said indications
were that action Gould be taken on public utility rate
differentials in the suburbs, on traffic matters, setting up
of business research grid development programs and for easing
of the school tax burden in suburban areas.
Metropolitan In connection with the Metropolitan Planning Commission bill;
Planning Commission the following resolution was, on motion by Shavor, seconded
Bill by Warkentien, adopted by a unanimous vote:
Resolution WHEREAS, there is a great need for general city
type planning on a metropolitan area basis in the TRi.n
Cities' area; and
WHEREAS, there is need for coordination of planning
among the many municipalities in the area, especially
as relating to roads, sewers and other inter-related
services; and

Metropolitan WHEREAS, such coordinated planning can be done effectively

THEREFORE, BE IT RESOLVED, that the Village Council, Village
of Fal con Heights, hereby supports the proposed Metropolitan
Planning Commission bill and urges its passage by the 195?
legislature.

Representative John Tracy Anderson, League of Minnesota
Municipalities, and to Mr. Eugene Nexhall, Minneapolis Tribune).
Lock for In connection xith the xarming house at the skating rink,
warming house 1393 Garden; Nilsen moved that a lock be provided for the
xarming house. Seconded by Shavor and. motion carried
unanimously. .
Dogs Further complaints regarding dogs annpying children at the
Falcon Heights School, were discussed. It xas agreed that
our Village police should check on the ownership of the
dogs and inform the owners of their responsibility under
the ordinance. Trustee Warkentien xill advise Police
Commissioner Arndt-accordingly.
Ordinance No. !t2 After dissuasion, Utecht moved adoption of Ordinance No. lt2,
(Curfew) AN ORDINANCE REGULATING THE PRESENCE OF MINORS UNDER THE
AGE OF 16 YEARS ON THE STREETS OR IN PUBLIC PLACES AT CERTAIN
HOURS, DEFIDTING THE DUTIES 0~'PARENTS AND OTHERS IN THE CARE
OF MINORS AND PROVIDING FOR•PENALTIES FOR VIOLATIONS THEREOF.
Seconded by Shavor and the following vote taken and recorded:
Adopted Ayes: Utecht, Shavor, Nilsen, Warkentien, Stewart
Nays: None
The Mayor then declared Ordinance No. 2t2 adopted by a
unanimous vote and ordered publication of same in The
Rose Tribune of January 31, 1957.
Gas tax Trustee Shavor reported on the meeting of village and
legislation township officers from suburban Ramsey County, xhich was
proposed called by Mayor Ashbach, of Arden Hills, and held. January
15, 1957, in the Roseville Village Hall, for the purpose
of discussing the allocation of highway users' funds under
the recently passed Amendment No. 2,rto~=municipalities
under 5,000 population. He said it xas voted unanimously
that special legislation be sponsored for Ramsey County
that xould (1) retain the present legislation providing
for the distribution of X60,000 to municipalities in Ramsey
County; (2) permit distribution of 3/29 of the count~~s'share
under the near amendment to municipalities under 5,000
in cash instead of in work by the county; (3) Authorize
the County to maintain present county roads in villages
under 5,000 and to maintain the traveled center strip in
villages over 5,000. Trustee Shavor also reported that
a committee was appointed to prepare a formula for
distribution of the new funds and discuss the plan with
the Board of County Commissioners for presentation at the
next meeting February 27, 1957.

Trustee's Trustee Warkentien reported on the school for newly elected
School mayors and councilmen which was held at the University of
Minnesota Continuation Center, January 12, 195?, stating it
eras very interesting and worthwhile.
Municipal _ The status of proposed legislation for a municipal liquor
liquor store store was discussed.

Water connections- In connection with low water pressure in the Maple Knoll area;
Maple Knoll Shavor moved that if arrangements have not already been made
with the Water Department to refuse water connections to any
additional homes being built in the Maple Knoll area, that the
Clerk be requested to write ~h~~$bard of .Water Commissioners
accordingly. Seconded by Utecht and motion carried unanimously.
Return premium, Check in the amount of $22.39, covering peturn":premium due
cancelled insurance, the Village for cancelled General Insurance Company of America
Keller Corp. Policy No. 55c5343o5, was received from the Keller Corporation
and turned over to Treasurer Olsen for deposit in the Village's
account.
Electrical ~op;~.~:af letter was read from State Electrical Inspector Stan
inspection - Sayre to the Cardinal Construction Company, of St Paul,
Maple Knoll ordering the Company to remove loose rock-wool insul anon
from electric snitch, outlet and ceiling lite boxes at 1615
Maple Knoll and from other houses constructed by them in this
area.
Copy of minutes The matter of furnishing the Mayor and members of the council
for each council other than the Clerk with duplicate copies of the minutes
member of each meeting, was discussed. The Village attorney agreed
to have the necessary duplicate copies made and mailed from
his office when the minutes are completed and delivered to
him by the Clerk.
