REGULAR MEETING, THURSDAY, FEBRUARY 1lt, 1957
Meeting called to order at 7:3~ P.1~., the following council members being present:
William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;
Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Also present: William E.
Olsen, Treasurer, and Frank N. Graham, Attorney.

After inquiring as to whether anyone present wished to hear the minutes/read, Utecht
moved that reading of the minutes be dispensed with and that same be approved as
written. Seconded by Shavor and so ordered.
Adv. sign, Application for permit from the Schubert Sign Company, of
1658 Snelling Minneapolis, to install a metal advertising sign, 28 ft. wide
by !t ft. high, at 1658 Snelling Avenue (Johnnies, Inc.) was
presented by Building Inspector Christensen. After discussion,
Utecht moved that the building inspector be authorized to issue
the permit. Seconded by Shavor and motion carried unanimously.
Outside stair- Building Inspector Christensen reported on a complaint regarding

under the ordinance and whether building of the outside stairway
is in violation of the building code, was discussed. Utecht
moved that the matter be referred to Trustee Shavor to investi-
gate and report back at our February 28 meeting. Stewart
seconded and motion carried unanimously.
Reqn. #1011 Requisition No. 10lt, covering 1,000 verified account forms
Clerk's and other supplies needed in the Clerk's office, ryas
considered.. Approved on motion by Utecht, seconded by Shavor.
Reqn. #105 covering fo~.m 22" adapters, close nipples, battery, etc. for
Fire Dept. tank truck, was ordered approved on motion by Utecht, seconded
by Stewart.
Reqn. #106 covering 2 red lights, front mounting on tank truck; 2 10 ft.
Fire Dept. sections hard suction hose; 1 siren for tank truck and 1 Gorman
Rupp portable pump. After discussion, Stewart moved that
purchase of the two red lights be approved, and that other
items on this requisition be referred to Trustee Nilsen for
checking arxi report. Seconded by Utecht amd motion carried
unanimously.
Reqn. #107 for 500 imprinted envelopes for the treasurer. was approved on
motion by Stew~t#, seconded by Utecht:
Surprise test Letter of February 12, 1957, from Fire Chief Grumke regarding
drill with tank a surprise test drill, in which the Village's 1,500-gallon tank
truck truck was used for the first time, was read.
Tank truck - brake The Fire Chief's letter of February 8 was read explaining
cylinders, red life, why two rear brake cylinders on the tank truck had to be re-
siren, portable placed, also items needed for proper operation of-the tank

Firemen's salaries Letter of February 8 from Fire Chief Grumke was read, relating
reviewed. to the paid firemen's salaries and hours of service compared
with fire departments in St Louis Park, .Richfield, Columbia
Heights and Edina, with suggestion that the wage scale matter
in our fire department be re~fiewed. After some discussion, Utecht

Firemen's moved that the letter be referred to Trustee Nilsen with the
salaries (cont'd) request that he, Trustee Warkentien and Treasurer Olsen bring
in their report and recommendations on the matter at our February
28, 1957 meeting. Seconded by Stewart and motion carried
unanimously.
1956 inventory, Inventory for 1956 of Village property in the Village Hall and
V.H. & F.S. Fire Station was received, together with letter of certification
from Fire Chief Grumke under date of February 8, 1957. The Chief
was asked to check and determine whether five missing chairs were
wooden or metal chairs.
Police and Fire Mayor Utecht's letter was read with reference to the proposed
protection exchange of police protection for fire protection for western
.exchange proposed areas in Roseville by our fire department, also proposal for
mutual aid fire protection between the two villages. After some
discussion, Stewart moved. that Trustees Warkentien and Nilsen,
and Police Commissioner Don Arndt and Fire Chief Grumke be appointed
as a committee to meet with Mr, Vern Heine, of Roseville, for
discussion of the matter and report at our next meeting,
Weed Inspector The matter of appointing a Village weed inspector for the year
1956 was considered. Stewart moved that the Appointment of
Paul Coppini as said weed inspector be authorized. Seconded by
Shavor, motion carried unanimously, and Paul Coppini declared
duly appointed to~office.
Building permits, Building Inspector Christensen submitted a report of building
1956 permits issued in 1956, numbering 90, including commercial
and residential, with a total value of $1,353,287.00.

Governor's Letter of February !~, .1957 was read, relative to the second
Advisory Com. meeting of the Governor's Advisory Committee on Suburban
meeting, 2-15 Problems, at 1Os30 A.M., February 15, 195?, in the State Office
Building Auditorium. Agreed that Trustee 'Narkentien would
attend if possible.
Engineering Vernon L. L~ungren, of Milner W. Carley & Associates, appeared
agreement with before the council and submitted a proposed agreement in writing
Milner W. Carley based on the fact that our Village is undertaking more work and
& Associates might require more time and service from our Village Engineer.
A fee of ~1y0.00 per month was proposed as payment in full for
the following services: (a) an engineer in attendance at all
council meetings on request (b) all required correspondence and
contacts of an engineering nature (c) all administrative engineering
necessary in cooperating with the Village street commissioner (d)
periodic inspections, reports and recommendations relative to street,
sewer and related villa ge maintenance (e) cooperation with the
Village Manning Commission at their request. Additional services,
not included in the retainer fee: (a) 3-man survey party at $13 per
hour; 2-man survey party, $11.00 per hour; draftsmen, X5.00 per hour.
(b~ furnish plans, specifications and complete engineering service
for arty and all projects placed under contract by the Village,
charges to be based upon minimum standards for engineering fees

approved by the Minnesota Society of Professional Engineers.
Engineering After discussion, Stewart moved that the Village enter into
agreement, the said agreement with Milner W. Carley ~C Associates, effective
Carley & beginning February 15, 1957, and sub3ect to termination at any
Associates, time by the council. Seconded by Utecht and motion carried
(cont'd) unanimously. Mr. Steffes who was present indicated he would
check with Mr. L~ungren as to streets which have established
grades and those which have been surfaced over the years having
troublesome spots to be corrected.
Sanitary Attorney Graham reported on easAments on both the north and
sewer south. side of Larpenteur avenue which will be necessary to secure
matters for sanitary sewer construction. The matter of resurfacing
Fry street was discussed with Mr. Steffes. On recommendation
of Mr. Steffes it was agreed to take 10 or 15 soil borings in
different areas of the Village.
Bids - Police In response to the Village's advertisement, sealed bid proposals

together with check for 10 per cent of the tendered bid, was
received from each of the following firms:

Jay Kline Chevrolet, Inc.; certified check, $202.85

Stewart moved that the seven bid proposals be referred to Police
Commissioner Donald Arndt for tabulation and report at the council's
February 28, 1957 meeting. Seconded by Utecht and motion carried
unanimously.
Mr. A.M. Steffes, of our sanitary sewer engineers, reported he
Air Conditioning had been informed by the Engineering Department, City of St Paul,
water not per- that air conditioning water would not be permitted in our

following resolution was adopted by a unanimous vote on motion
by Utecht, seconded by Steuart:
Resolution RESOLVID, that in accord with the contract no air
conditioning water, either commercial or residential, shall
be discharged into the proposed sanitary sewer system for the
Village of Falcon Heights; and
BE IT FURTHER RESOLVED, that the Village Clerk be directed
to furnish a copy of this resolution to Mr. Arthur W. Tews, Chief
Engineer, Department of Public Works, City of Saint Pact, Minnesota.
Robert Rudd, The Clerk was also diracted to write Mr. Rudd who had made inquiry
1915 .Prior Ave. regarding the use of our proposed sanitary sewer for home air
conditioning units at the council's December 26, 1956 meeting,
advising him that the contract with the City of St Paul does
not permit such use.

Purchases, In connection with purchases by any Village department, the
Requisitions, requirement for filing a requisition by the department or committee
Verified accts. head with the Clerk for council approval of the proposed purchase
was discussed, also the requirement for submitting claims against
the Village with proper verification, preferably on a verified
account form. The need for each department or committee head to
furnish~#,~,e Clerk's office annually with an up-to-date inventory
of Village property on hand, was also discussed.
Return prem., Check in the amount of $7l~.98 from the Mutual Service Casualty
cancelled ~naurance Company, representing the return premium on policy No.
policy WC-5-952757 we-5-952757, was received and turned over to our Treasurer for
deposit in the Village's account.
Water connections In connection with requiring applicants for dwelling permits
to secure authorization for water connection from our building
inspector, a letter from the Water Department, City of St Paul,
dated February !t, 1957, indicating that before rater connection
is made, the City requires that-the official house number bg
the Village in addition to the certification by the party who
originally paid for the main. Trustee Shavor will contact our
building inspector and determine what type of form he is using
and what the procedure is between him and the City Water Department
when a water connection is authorized.

Tank truck Letter under date of January 24, 1957, was read from the
insurance Mutual Service Life Insurance Compar~y, stating that the
coverage 1942 GMC truck (-tank truck) may be covered for fire, theft
and wind damage at an annual cost of 34¢ per hundred dollars
stated value annually. The letter also confirmed that the
tank truck is automatically covered under the Village's
comprehensive automobile liability policy for any liability
claims.
Metropolitan Letters acknowlec~ng receipt of the resolution passed by the
Planning council at its January 24, 1957, meeting supporting the
Commission proposed Metropolitan Planning Commission bill, were read.
bill These were from Governor Freeman, Senator Elmer L. Andersen,
and Representative John Tracy Anderson. An item in The
Minneapolis Star, of January 30, 1957, regarding the council's
action on the bill, was also read.

Permit for Attorney Graham reported on a permit issued by the State Highway
Associated Department to the Village for a 10-inch sewer connection,
Investorrs permitting the Associated Investors' Shopping Center to connect
sewer connection .with the sanitary sewer.
Alley account- The Clerk was directed to write G. S. Seaborn that payment of
Seaborn the balance awing for work performed last summer on the alley
opening on Albert and Pascal between Iowa and Idaho avenues,
is overdue.
Village financial
statement
approved.
The Clerk presented printer's proofs of the annual village
financial statement for the year ended 1956. After discussion
of the statement, ilYarkentien moved that the council approve
the statement as prepared and that the Cle rk be authorized to
publish the statement in the February 21, 1957 issue of The
Rose Tribune. Seconded by Utecht and so ordered.
