REGULAR MEETING, THURSDAY, FEBRUARY 28 , 1957
Meeting called to order at 7:110 P. M., the following council members being present:
William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;
Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Also present: William E.
Olsen, Treasurer, and Frank N. Graham, Attorney.
In response to the Mayor's inquiry, no one indicated they wished to hear the
minutes of February 11t, 1957 meeting read. Utecht then moved that reading of
the February 14, 1957 minutes be dispensed with.and that said minutes be approved
as written. Seconded by Shavor and motion carried unanimously.
Police car Police Commissioner Donald Arndt reported on his tabulation of
purchase the seven bids received at the council's February 1l~, 1957 meeting
on a new two-door sedan for police work, pointing out that
Clayton Anderson Motors, of North Branch, Minnesota, was the
low bidder, their bid being ffi1,6l~9,00 for a 1957 Ford Custom
Tudor Sedan. Option:. If 2115 h.p. V-8, 312 cu. in. motor equipped
with dual exhaust is desired, add X35. For Custom 300 Series,
add. $89.00.
Resolution After discussion, Utecht moved that the Village purchase a 1957
Ford Custom series Tudor Sedan from Clayton Andersoh Motors, of
North Branch, for the amount of $1,6L49.00, and to authorize our
Police Commissioner, Donald Arndt, to designate the color the
car should be, with authority to spend up to X89.00 for accessories
and up to X35.00 for a 2115 h.p, motor, if he deems it necessary;
and that the Clerk be directed to return to the unsuccessful
bidders their certified checks. Seconded by Nilsen and motion carried
unanimously.
Sewer matters, Messrs. Ernest Weigty 1687 Larpenteur Avenue West; William F. Lindig,
Fry St.-Larpen- 1681 Larpenteur Avenue West; Charles Gulden, 1739 Fry Street; and
tear A.J. Steirrworth, 1735 Fry, appeared before the council and inquired
regarding proposed construction of the sewer with respect to their
properties. They were informed that construction of the sewer would
be on the north side of Larpenteur Avenue west from Fry Street a
distance of 225 feet. The resurfacing of Fry Street from Larpenteur
to b~aple Knoll was also discussed and the fact stated that the
existing surfacing is not on the center line of Fry Street, but that
the 30 ft. resurfacing strip and the sanitary sewer will be located
on the center line. Messrs. Lindig and Weigt indicated they did
not want the sanitary sewer.
Fry Street Mr. A.J. Steinworth reported that under present lighting conditions
lighting that it is very difficult at night to see where Fry Street is in
making the turn off barpenteur Avenue. Also said there was a large
hole on Fry Street near Larpenteur that should be repaired.
Trustee Nilsen said these matter had been brot to the attention
of the County, but that he would check with the County again.
Tree trimming Mr. Parker Anderson, 1513. Hoyt Avenue, reported he had been asked
report to inspect our tree trimming pro3ect. He stated that the trimming
should have been done 10 years ago, and that the present trimming
had been limited to minimum requirements, Mr. Anderson suggested
that the council consider replacing the present boulevard trees,
mostly elms, with deep-rooted trees requiring less maintenance
and being less sub3ect to canker and other tree troubles. Said that

Tree trimming either Hackberry or Ash trees would be desirable. Mr. Anderson
report (cont'd) suggested setting up regulations, stating how and where the
boulevard trees should be planted.
George L. George L. Oster, 18111 Highway 96, White Bear Lake, appeared
Oster's before the council to inquire as to the Village's need for
qualifications a plumbing inspector. He informed the council as to his
for plumbing qualifications and filed a letter with the clerk on thee-

Server Matters iscuss on o r. Steffes' letter of February 28, 1957,
regarding sanitary sewer matters, including agreement with the
County on relocating of the sewer on Larpenteur Avenue, resurfac-
ing of streets and drainage problems, was held with Mr. A.A4.
Steffes and Mr. Vernon Ljungren.
Proposed storm The advisability of extending the County's proposed storm sewer
sewer extension thru to Tatum Street was discussed. Mr. Ljungren will contact
the County Engineer's office and report back on this matter.
Drainage- Ways and means for eliminating the drainage problem at Arona
Arona at Calif. .and California Avenues and at Idaho and Arona, were discussed.
Mr.-Ljungren was asked to prepare coat estimates, including
the cost of putting in a storm sewer in the area and for
bituminous surfacing.

Garske ~aasonry It was stated that the proposed Iowa Avenue sewer will pass about
wall matter 10 feet north of a masonry wall belonging to the J.S. Garske
property. Placing a fill from the sewer location to the wall
was discussed as a protection to the sewer and Mr. Garske's wall.
Mr. Graham will discuss the suggestion with Mr. Garske.
Sewer contract The council agreed with the attorney's recommendation for use
penal ty clause of a penalty clause in case the contractor fails to complete
the work within the time specified in the sewer contract.
Payment for Attorney Graham reported on the matter of payment for cutting of
cutting gas gas connections. when sewer is put in the street, also on the
connections position the Village of Roseville has taken on this matter.
Question on The question of restoring the portion of the sewer on the west
restoring area side of Snelling Avenue from Garden Avenue to Roselawn Avenue
to sewer project to the sewer improvement project, was discussed.
Proposes sewer A proposed ordinance was discussed which would provide that no
connection for new homes may be built in the Village without connection to
new homes the sanitary sewer. Trustees Warkentien and Nilsen will
inform Mr. Ernest Weigt and Mr. William Lindig regarding the
matter. Attorney Graham will contact Mr. Hawkins in this
connection as to the Hawkins property on Larpenteur, Trustee
Shavor to discuss the matter with Mr. Conrad Klatt.

Mayor Because of illness at home, Mayor Utecht asked to be excused from
excused the meeting at 11:50 P.M., and asked Acting Mayor Shavor to take
over conduct bf the meeting.
Fire Dept. covering various tank truck items, were approved on motion by
ReQns. Nos. Warkentien, seconded by Shavor.

Outside The matter of the owner of the property at 186l~ Arona installing
stairway, a fire escape instead of an outside stairway was reported on by
186l~ Arona Shavor who will inform the owner that the fire escape will be
permitted.

1957, beginning at 7:30 P.M.
