SPECIAL MEETING, THURSDAY, NIAARCH 7, 1957
Meeting called to order at 7:35 P.M., with the following council. members present:
William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;
Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Also present: Frank N.
Graham and Herna~r3 Friel, Village Attorneys. Absent: William E. Olsen, Treasurer
No one wishing to have the minutes read, Utecht moved that reading of the minutes
of February 28, 1957 be dispensed with and that said minutes be approved as written.
Seconded by Shavor and so ordered.
Sewer not Attorney Graham reported. that Charles J. Hawkins does not want
wanted by the sealer put in in front of his property at about 2b21 Larpenteur
Charles J. Avenue West. Said Mr. Hawkins stated he had no intention of
Hawkins selling any of this property which is being used for nursery
purposes. Attorney Graham will advise Mr. Hawkins that ho homes
or buildings can be built on the property without sewer connections
which must be paid for by the person developing the property.
Police and On the matter of the proposed exchange of fire protection for
Fire protection police protection from Roseville, Trustee Nilsen reported that
exchange a meeting had been held with our police commissioner and par t
proposed time police officers regarding the matter, also that a further
discussionof the matter was being held this evening between
our police commissioner and Roseville's chief of police. Nilsen
indicated that recommendations would be presented at the council's
March 11t, 1957 meeting.
Septic tank, Mr. A. M. Steffes, of our sanitary sewer engineers, reported he
Village Hall had been informed by A. V. Winterer that the septic tank is
located on the east side of the building, approximately 50 ft.
back from the front part of the building. Steffes said that a
letter from the architect, Mr. Buetow, under date of July 30,
1949, authorized Mr. Winterer to install the septic tank at that
location rather than in the rear of the building as shown on .the
original plan, and that the stack is located on the east wall
behind some cabinets in the room between the boiler room and the
fire engine room.
Village Hall Our sanitary sewer engineer's proposal is that the Village Hall
sewer connection sewer connection be made with the Hollywood Court sewer father
than bringing the sewer east from Fry Street along Larpenteur.
Since this would involve the Village Hall sewer crossing FUGTA
property, Attorney Graham was asked to see if the necessary
easement could be obtained.
Police Car Ordering of the police car from Clayton Anderson Motors was
discussed with Police Commissioner Donald Arndt. The under-
standing was that delivery of the car by May 1, 1957, should
be requested.
Arona-Calif In connection with the Village Engineer's recommendation of March
drainage 7, 1957, for correcting drainage condition at Arona and California,
Mr. Steffes stated that the proposal for the sewer contract and
the specifications provide for reshaping of Arona avenue at
California and Idaho avenues to correct the drainage condition,
including an item of rolled curb for about 300 feet as suggested
by ?,fir. Ljungren of Carley Engineering (Village Engineers).

Tatum Street The reconstruction of Tatum street as recommended by Mr. Ljungren,
reconstruction of Carley Engineering, in his report of March 7, 1957, was
agreeable to the council. This provides for resurfacing the street
to its present width and postponing further improvement until
storm water drainage for the area can be arranged.
Payt. for gas The council concurred with the following paragraphs of Mr, Steffes'
connections - letter of March 7, 1957 -

completion is put in the street. Paragraph 6, starting and completion dates

Larpenteur It was reported that the proposed extension of the Larpenteur
sewer 225 ft. Avenue sewer for about 225 feet west of Fry Street had been
west of Fry discussed further with Mr. William Lindig and Mr. Ernest Weigt,
and that they would now like to have the sewer in this area.
Mr. William ~,indig, who was present, indicated this was agreeable
after his discussion with the council as to the extent his
property would be assessed for the improvement.
Garske wall As to paragraph 11, of Mr. Steffes' letter, regarding the proposed
and fill fill over the sewer on Iowa Avenue where it crosses the pond area,
the fill to be from the top of the sewer to the masonry wall on
the Garske property; Attorney Graham reported that ll4r. Garske
approves of the suggestion. Agreed by the council that a provision
on this should appear in the specifications.
Plans & Mr. Steffes informed the council as to how the sewer proposal is
specifications set up, indicating that every effort would be made to have plans
and specifications ready for consideration by the council at
our March 1l~, 1957 meeting.
West side of In view of possible delay to the sewer improvement project, the
Snelling Ave., council decided not to-take action to restore the west side of
Garden to Snelling Avenue from Garden Avenue to Roselawn Avenue to the
Roselawn sewer project. Attorney Graham said that requirements for
putting sewer in the area when desired can be covered in a
proposed ordinance.
Klatt's Trustee Shavor said he had informed Mr. Conrad Klatt that no homes
Addition could be built in Klatt's Addition without connection to the sewer,
and that a proposed ordinance will provide for connecting up to the
sewer when Sheldon street can be put in between Ruggles and Roselawn
avenues. It was agreed that our attorney should advise Mr. Klatt
regarding this matter by letter.

Reqn. #106 ok'd. On recommendation of Trustee Nilsen, Utecht moved that purchase
hard suction of two additional items listed on Fire Department requisition No.
hose - portable 106; namely, two 10 ft. sections of hard suction hose and one

by Warkentien and motion carried unanimously.
Ramsey County Letter of March 1, 1957, from Mr. Burton C. Spear, Director,
machine account- Machine Accounting Department, Ramsey County, was read relative

etc. Agreed that the letter should be brought up for council
action on or about July 1, 1957.

Standard Letter was read from Mr. Allan C. Fritsche, of Allans Standard
Service Sta. Service, 1691 N. Snelling, dated February 25, 1957, asking for
to operate an extension of the hours of operation of said filling station

Warkentien moved-that Mr. Fritsche be authorized temporarily to
operate Allan's Standard Service 2!t hours a day until further

unanimously.
J.P. Bond, The Clerk presented copy of the Fidelity and Casualty Company of
(Lloyd Riley) New York, Public Official's bond, filed by Justice of the Peace
Lloyd V. Riley. Our attorney found the bond to be in proper
'form except for a signature acknowledgment which he will ask
the Agency to take care of.
Suggested Printed matter referred to in Attorney Graham's letter of
ordinances re March 1 and issued by the League of Minnesota Municipalities,
Tree regulations containing suggested and actual ordinances relating to
regulation and control of trees within municipal street limits,
was turned over to Trustee Nilsen for study ar:d report.

Minutes to The Clerk reported on receiving a request for copy of the minutes
League of of each council meeting from Mrs. Leo Ohman, of the Falcon Heights
Women Voters League of Women Voters. Warkentien moved that the Clerk be authorized
to comply with Mrs. Ohman's request. Seconded by Nilsen and so
ordered.
Old batteries The Clerk presented a report received from the Fire Chief regarding
and metal old batteries, metal scrap, etc., from the tank truck, which was
scrap from sold to H.S. Kaplan Company for $28.50 with check for this amount
tank truck made payable to the Village. Approval of same was voted on motion
sold by Utecht, seconded by Shavor.
Property west The Mayor brought up the matter of following up on requirements to
of Arona & be met by the owners of the property west of Arona and south of the
south of business district, especially tree planting and seeding. Shavor
Biz district was asked to contact Mr. Stepnitz regarding the matter.
Thru traffic, The Mayor reported there was too much thru traffic-on the Hollywood
Snelling drive Court side of Snelling drive. After some discussion, Utecht
moved that the matter be referred to Police Commissioner Arndt
for investigation and report. Seconded by Stewart and so ordered.
Fireman
Schultz' Trustee Nilsen was asked to check and report back on tke matter
brother-in-law of Fireman Schultz' brother-in-law, Chester Sorenson, staying at
staying at the fire station.
Fire Station
Inventory - Inventory of police equipment as of February 28, 1957, furnished
Police by Police Commissioner Donald I'rndt, was noted by the council..
Equipment
Proposed Recommendations on proposed salaries for the three paid firemen,
salaries were received in written form from the Committee, consisting of
for Firemen Trustees Nilsen and Warkentien and Treasurer Olsen. A copy of
the proposal was furnished to each member of the council for
study.
Alley account- The Clerk reported on contacting G.S. Seaborn regarding the
Seaborn balance due the Village for work performed last summer on the
alley opening on Albert and Pascal between Iowa and Idaho
Avenues.
Children's The Mayor reported that the Children's Shop, 1538 Larpenteur Avenue
Shop West, stayed open Sunday following a recent Saturday sale at
the store.. The attorney advised that the council can act on such
matters at any time it sees fit.
