SPECIAL ?,FEETING, TUESDAY, ~4ARCH 19, 1957
Meeting called to order at 7:30 P.M., the following council members being present:
Y4illiam R. Utecht, Mayor; George J, Shavor, Trustee; Harold C. Nilsen, Trustee;
Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Absent: William E. Olsen,
Treasurer, andFrank N.Graham, Attorney.
Reading of minutes of the previous meeting was dispensed with.

Assessors' Letter was read from Joseph M, Robertson, Commissioner of Taxation,
Meeting dated March 12, 1957, relative to t1Ze annual County seat instruction-
. al meeting for local County Board members, at the Court House,
April 2, 1957. Utecht moved that the letter be referred to Village
Assessor George Townsend. Seconded by Stewart and so ordered.
Property Copy of the Mayor's letter, dated March 18, 1957, to r~r. Stepnitz
Stepnitz relative to the impervious wall to be built on the back of the
represents property along Arona south of the Associated Investors' business
block, was read, The Mayor reported that in view of nothing
being done, he had asked our attorney to proceed with the alleged
zoning ordinance violation. Said he had also asked the police
to check on parking of cars in the area,
Fire School, Letter from the League of Minnesota Municipalities regarding
Apr, 22-26 the Minnesota State Fire School to be held this year the week of
April 22-26, at the St Paul Campus and State Fairgrounds, wa.s
presented. On moQtion by Utecht, seconded by Warkentien, the
Clerk eras direct9°1to refer the letter to our Fire Chief for
recommendation as to members of the Department who are scheduled
to attend the School this year.

In connection with transfer of ownership of 19112 GMC tank
truck to the Village,. the Clerk asked for authority to pay the
transfer filing fee of $1,00 and the 195?-59 tax 6f 41,00, as
per letter of March 13, 157 from the Department of State,
Motor Vehicle Division. Utecht moved that the p~yment-of $2,00
be authorized. Seconded by Nilsen and motion carried unanimously.
Letter was read from Mr. R.J. Luey, President, Falcon Heights
Commercial Club, regarding the recent changing of directional
signs on Snelling Avenue service lanes at Larpenteur Avenue, and
the concern of our merchants in the area as to the severity of
fines levidd against their customers in this connection. On
motion of Warkentien, seconded by Stewart, the letter was
referred to Police Commissioner Donald Arndt with request that
he attend the Commercial Club's next meeting and explain the
matter.
Zoning Ordinance Copy of letter dated March 18, 1957, from Village Attorney B.F.
violation -Hansen Friel was read, relative to alleged violation of our zoning
health inspection .ordinance by the owners of property represented by Mr. Stepnitz,
request also regarding a second matter, relating to Mr. Harvey Han sen's
request that the Village make a health inspectionof the Hansen
property. 7~ttorney Friel expressed the opinion that the latter
is a private matter between Mr. Hansen and the Associated
_ Investors, Inc.

Culvert Ralph Pirnie, 2122 Sargent Avenue,St Paul, and Robert Dowdell,
steaming sales representatives, Minnesota Valve Manufacturing Company,
equipment informed the council regarding equipment they offer for
steaming culverts, the units ranging in price from ~9l~0.00 to a
$2,800.00 each.

Fire Underwriters Marine Insurance Company, after checking with respect to
stamping polices fire insurance policies written by his Company, reports that as

The Mayor reported on a complaint received from Mrs. William
186t~ Arona Johnson, 185l~ N.. Arona about a two family dwelling at 186l~ N.
Aron. The Mayor said that residences din our Village are
supposed to be single family dwellings and that the applicable
ordinance should be enforced. After discussion of this and
similar instances, Trustee Shavor was asked to prepare a newspaper
article on the matter.
Keep-Off signs Fire Chief Grumke reported on the large amount of water in the
for Panding area ponding area at Idaho and Snelling, with suggestion that the
area be posted with "Keep OfF" signs from a public safety stand-
point. Trustee Nilsen agreed to check with the County on having
said signs put up.
5oi1 Borings, Letter dated March 18, 1957, from Mr. Steffen, of our Sanitary
report on Sewer Engineers, enclosing copy of the Twin City Testing and
Engineering Laboratory tabulated results of the soil borings,
was read. The Laboratory reported putting down twelve soil
test borings along the proposed sanitary sewer line during the
period from February 22 to February 2b, 1957.
Fire Department
Requisition No.lll covering two quarters of aluminum paint, postage stamps, etc.,
was approved on motion by Nilsen, seconded by Utecht.
Zoning Ordinance After a discussion of our zoning ordinance, Shavor was asked to
review reviewr the ordinance for the purpose of making recommendations
for improvement of zoning classifications.
Proposed Fire Dept. The council received recommendations of the Committee, consisting
Salaries, Special of Harold Nilsen, William r;. Olsen and Willis Warkentien, regarding
Compensation, etc. proposed monthly salaries for the three paid firemen, with $20.00
for other than Fire Department services performed while on duty,
to be added to each paid fireman's monthly base pay.
Recommendation: The recommended schedule, covering base pay per month, compensation
for other than Fire Department services, and vacation time, being
as follows:

b. passed Standard American Red Cross First Aid.

FIREMAN - IV (Less than one year's service)
Requirements:
Must show aptitude, and willingly take part in such
training as directed by the Chief.
Base pay per month 9310.00

# Full time firemen shall be eligible to receive an additional
X20.00 per month for other than Fire Department services
performed while on duty.
General Provisions 1. Firemen must attain rating in next highest category on or
before next succeeding employment anniversary date, and failure
to attain such rating shall constitute cause for termination of
employment, and in such event the Village Council shall in their
sole discretion determine whether or not the employment shall be
terminated.

General Provisions 2. Failure to maintain requirements within a category once
--(continued the particular category has been attained, shall constitute.
sufficient cause for reduction of pay to rate in next lower
category and pay shall be increased to the former rate only
when• the requirements for the former category are attained.
In such cases, reductions and increases shall be made according
to the foregoing policy and in the discretion and at the
instance of the Village Council.
3. Pay increases are to be effective on employment anniversary
date provided the requirements indicated in each categm~y are
completed on or before that time.
It. Any time worked to fill in for a fireman on vacation or
sick leave or other similar circumstance shall be paid for
at the base pay rate only of the fireman for whom the time is
being worked, or at the base pa~r~rate only of the fireman
working, whichever is lower.

Resolution - Nilsen moved that the said recommendations of the. Commit tee
be approved, the monthly base pay schedule to be effective
as of March 1, 1957, and the monthly special service compen-
sation of $20.00 to be effective as of .April 1, 1957.
Seconded by Utecht and motion carried unanimously.
Old mattresses The Clerk reported that an inspection of two old mattresses
disposed of. no longer used for cots in the Fire Department dormitory,
showed them to be in such condition as to be unserviceable
for any Village purpose. Utecht moved that the Fire Chief
be authorized to dispose of these two mattresses as he sees
fit. Seconded by Nilsen and so ordered.
