REGLZAR MEETING, THUP.SDAY, MARCH 28, 1957
Meeting called to order at 7:30 P.M., the following council members being present -
William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;
Willis Warkentien, Trustee; Clyde J. Stewart, C1 erk. Also present: William E. Olsen
,
Treasurer, and B.P. Friel, Attorney. Absent: Frank N. Graham, Attorney
After discussion,
" Warkentien moved that the minutes of March 19, 1957, page ?97, paragraph
titled
2-family dwelling, 18611 Arona," regarding the statement beginning, "The Mayor
said that residenc es in our Village," be corrected to read, "The Mayor said that residences
in Residence Distr ict 'A' in our Village," and th at the minutes of March 21, 1957 be
corrected on page 801 by striking out the words "Part 1" in the second line of the
paragraph titled beginning "Sanitary Sewer System impute," also that ~tAding of said
minutes be omitted and that said minutes be approved as corrected. Seconded by Utecht
and so ordered.
Police car Mr. Vern Heyne,jof Roseville's Police Commission,
appeared before
maintenance ,
the council in connection with a proposal from Midway Ford, 1850
proposal .University Avenue,St Paul, for doing all maintenance repairs on
Roseville's police cars and possibly on the car ordered by Falcon
Heights. After the reading of a letter from the Midway Ford
Company to Mr. Heyne relative to this matter, Utecht moved that
the Clerk contact the Pdidway Ford in regard to this matter and
determine what procedure is necessary to arrange an agreement.
Seconded by Shavor and motion carried unanimously.
Requests permit Ray Nowicki, 705 Summit Avenue, St Paul, appeared before the
to move house on council and asked for permission to move a two-story house, 30x25,
Pascal & Larp. with stucco and brick exterior, onto a 50-foot lot at the south-
lot west corner of Larpenteur and Pascal Avenues. ?Jtr. Nowicki~~submitted
pictures of the house, stating that its present location is a t
2347 N. Snelling Avenue, where it was built about 25 years ago.
Said he understood the taxes would be lower if the house could
face on Pascal rather than on Larpenteur Avenue. Mr. Nowicki was
informed that the permit could not be issued since the said lot
did not meet the area requirements of the ordinance.
Plumbing George L. Oster, 1$111 Highway 95, White Bear Lake, inquired further
Inspector regarding the need for a plubbing inspector. He was informed that
matter the matter might come up for consideration some time in May.

Dogs Letter was read from Douglas A. Fell, 1771 Simpson, regarding
our dog registration ordinan ce with some amusing comments on
the dog situation with respect to his }~ropex~r ~'he~,~~Cl~~rk was
asked to acknowledge Mr. Fell's letter,
Civil Defense Letter of March 25, 1957, from H~ A. Schon, Director, Oivil Defense
meeting ,
relative to a meeting of Division I, UNICQM, at the Setchel-Carlson
' Company, the evening of Wednesday, April 10, was read. Mayor Utecht
and Trustees Nilsen and Warkentien agreed to attend.

Department was approved. on motion by Utecht, seconded by
Warkentien.

Shell Service Warkentien reported on complaints received regarding cluster
Station complaints lights at the Shell Service station turned so as to shine onto
the streets. Said he talked with !fir. Adams, the Shell Oil
Company's district manager in St Paul, who seemed to know nothing
about this. After discussion, Warkentien was asked to check into
the matter further, including previous complaints, and report
back to the council.
Condition of Junked appearance of the 1 of immediately north of the Shell
lots station, also of the lot three or four houses south of Garden
on Hamline Avenue, was discussed.. Shavor will check into and
report back on these matters.
Patching Nilsen reported that the Vill age streets should be patched
Streets as directed by the Village Engineer. Stewart moved that the
ordered necessary work order be placed with the County. Seconded by
Utecht and motion carried unanimously.
Tree The trimming of trees on Larpenteur Aver ue Ras discussed.
trimming It was agreed that the work on Larpenteur should be completed,
and then because of the sap coming up into the trees that the
project be postponed for a while.
Alley maintenance V.L. Ljungren, of our Village Engineers, was asked to check
matter the alley opening on Albert and Pascal between Iowa and Idaho
Avenues, to see if the alley meets the specifications required
for maintenance by the Village.

Plans and Mr. Steffes submitted plans and specifications for constructionof
Specifications, the Sanitary Sewer System Improvement No. I, Part I, reviearipg
Sanitary Sevrer especially the estimated construction costs. The matter of
widening Tatum Street from 2!~ feet to 32 feet was agreed on,
and Mr. Steffes said the plans would be changed accordingly.
Borings on After discussion, Warkentien moved that the Village Engineer
Arona between be authorized to make the necessary borings on Arona Avenue
Larpenteur & between Larpenteur Atirenue and Crawford Street to determine the
Crawford type of stabilization required for permanent road repair.
Seconded by Nilsen and motion carried unanimously.

Sanitary Sewer System The following resolution approving plans and
Improvement No. I, specifications and ordering advertisement for bids
Part I - Plans & specs. was, on motion by VParkentien, seconded by Stewart,
approved. Adv. for _ °passed by a unanimous vote:
Bids Ordered.
WHEREAS, pursuant to a resolution passed by the Village Council
on January 2lt, 1957, Toltz, King, Duvall, Anderson & Associates,
Resolution - Inc., have prepared plans and specifications for the installation
of a Sanitary Seger System in the Village of Falcon Heights,
to wit:
Sanitary Sewer System Improvement No. I,
Part I;
and have presented such plans and specifications and addenda
thereto to the Council for approval;
NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
FALCON HEIGHTS, YINI~ESOTA:
Approval of 1. Such plans and specifications and addenda, a copy of which
plans & specs. are attached hereto and made a part hereof, are hereby approved.
2. The Village Clerk shall prepare and cause to be inserted
in The Rose Tribune and in the Construction Bulletin, an
Advertisement for Bids upon the making of such improvement
under such approved plans and specifications. The Advertisement
shall be published in The Rose Tribune on April kith and April
11th, 1957, and shall be published on each of the same dates in
the Construction Bulletin.
Advertisement 3. The Advertisement shall specify the work to be done, shall
of Bids state that bids will be opened and considered by the Council at
ordered 8:00 P.M., on April 30, 1957, in the Council Chambers of the
Village Hall and that no bids will be considered unless sealed
and filed with the Clerk and accompanied by a cash deposit,
certified check or bidder's bond payable to Falcon Heights for
5~ of the amount of such bid.
2~ prem. tax Stuart reported being informed by an insurance company
on Fire Insurance representative that some fire insurance companies preferring
to establish their ovn rate tables, do not register with the
Fire Underwriters Bureau and are therefore not subject to
having any of their policies screened and stamped with the
proper firetoNm number by the Bureau. This, Stewart said,
was confirmed by the State Insurance Commissioner's office.
After discussion,~it was agreed that the matter should be
referred to the League of Minnesota Municipalities.
State Fire School In connection with the State Fire School to be held the
fees authorized week of April 22-2b, 1957, a letter fmm the League of
Minnesota Municipalities advised that the fee for the entire
course per individual is 815.00. 0n recommendation of the
Fire Chief, Nilsen moved, seconded by Stewart, that the
payment of fees for attendance of said school be authorized
for Fireman Donald W.Schoen, Asst. Chief Gordon Nelson and
Chief Earl Grumke. Motion carried unanimously.

Parks ~ Playgrounds The matter of securing an up-to-date inventory of
inventory & report Parks & Playgrounds equipment and a report covering
activities of the Parks and Playgrounds department for 1956,
was discussed. It was agreed to postpone acting on
the matter until the council's next meeting.
