HomeMy WebLinkAboutCCMin_57Apr25~~V REGULAR MEETING, THURSDAY, APRIL 25, 1957 Meeting called to order at 7:30 P.M., the following council members being present: William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee; Willis Warkentien, Trustee; Clyde J. Steuart, Clerk. Also present: Frank N. Graham, Attorney. Absent: William E. Olsen, Treasurer. On motion by Utecht, seconded.by Nilsen, reading of the minutes of April 11 and April 16, 1957, ~~~: dispensed with and same approved as submitted. Siren for The matter of removing the siren from police officer tank truck Dachtera's car and installing same on the Fire Department's tank truck wa~discussed. Alley Improve- A petition for improvement of the alley between Larpenteur meat petition and California Avenues from Albert Street to Hamline Avenue by grading and blacktopping, signed by Mr. and Mrs. John G. Ringus, 1367 California Avenue West,. and 33 others, was Resolution - presented to the council. After discussion of the matter with Mr. Ringus and other residents of the area who were present, Steuart moved that the petition be referred to the attorney for checking, and if the attorney finds the petition to be adequate, that the petition be referred to the Village Bnginee~ with the request that he check the alley to see if the proposed improvementis feasible and hou it should be done, and the estimated cost, with the suggestion that he contact the Northern States Pourer Company to see if they will bear any portion of the cost, and also to see if Northern States Power Compar.~y will put stubs in to the edge of the alley for those properties which do not have gas connections at the present time to avoid having the alley torn up later. Seconded by Nilsen and motion carried unanimously. Alley Dr. Russell E. Risbrudt, 1381 California Avenue West, spoke speeding regarding speeding in the alley behind his home and asked if speeds in the alley could be limited to five miles per hour. Informed that speeding in the alley occurred after school hours, Police Commissioner Arndt stated he would have our police check into the matter. The attorney was asked to check the statute as to revising of speed limits on Village streets and alleys. New police squad Mr. D. D, Holden, of Clayton Anderson Motors, North Branch, car received Minnesota, appeared before the council and reported on delivery of the 1957 Ford Custom Tuakor Sedan to our police: department this evening. The warranty on the car, he said, was for 90 days or 11,000 miles, but indicated this had applied up to 9,000 miles where there was a mechanical defect. Said that Clayton Anderson Motors was concerned in seeing that the car was entirely satisfactory and that they would appreciate it if the car could be brought back to their place of business for the 1,000-mile service. Mr. Holden also informed the council that a !t0-ampere generator had been furnished with the car at Resolution - no extra charge. After discussion, Utecht moved that the Clerk be authorized to sign the ta~c emempt certificate so that license plates could b e secured without delay, and that the 1,000-mile service check-up be done by Clayton Anderson Motors, of North Branch. Seconded by Warkentien and motion carried unanimously. 81'7 Garage building Milton P. Craighead, 13b5 W. Iowa Avenue, presented application permit for permit to build a garage and one-half, 1bx12, at 1365 W. Iowa, together xith plans for same. On motion by Utecht, seconded by Stewart, the building inspector xas authorized to issue the permit. Car ordered After discussion of the matter with Police Commissioner Arndt, equipped for Warkentien moved that the Police Commissioner be authorized policing to have installed on our police car, a spot light, txo red lights, a stop light and the siren from one of the fire engines xhen available, also to secure motor vehicle license and extra keys. Stewart seconded and motion carried unanimously. Garaging and The matter of xhere the police car is to be kept xhen not in care of police service xas discussed, also proposal for building a garage car for the car on the Village Hall grounds, and the assigning of one police officer to be responsible for the car xith respect to greasing and maintenance. Trustees Warkentien ,and Nilsen and Police Commissioner Arndt xere asked to study the matter and bring in a recommendation. Police car in Utecht moved that custody and control of the new police car custody and be placed in Police Commissioner Donald Arndt, with authority control of Police to designate xhen and by xhom the car shall be driven and with .Commissioner Arndt authority to drax up proposed regulations for adoption by the council with respect to the use and control of the car. Seconded by Nilsen and motion carried unanimously. Insurance coverage Utecht moved that the Clerk be authorized to check with the for police car Insurance Company as to the acquisition of the police car and make certain that proper insurance coverage is obtained i~ i~il~Fbefore the car is driven. Seconded by Stewart and motion carried unanimously. Matching funds Letter cf April 22, 1957, xas read from Milton Bohn, Ch~.ef for police car Patrol Officer, Sheriffs Office, relative to obtaining radio unit matching funds from the Federal Civil Defense Administration based on the cost of our police car radio unit. Utecht moved that the letter be referred to Civil Defense Director Warkentien for contacting State Civil Defense headquarters for application forms, etc. Seconded by Stewart and motion carried unanimously. ' Midway Ford Co. Letter from Midway Ford, 1850 University Avenue, St Paul, letter re doing relative to their proposal to do all maintenance repairs on repai rs on police our police car, was referred to Police Commissioner Arndt car for recommendation. The matter of sewer contractors using the Fire Department's Use of OCD hose OCD hose and the rater service was discussed with Fire Chief and rater service Grumke. It xas stated regarding rater service that the by Sewer Contractors contractors must make their own arrangements for hydrant permits thru the Water Department, City of St Paul. Stewart moved that the Fire Chief be authorized to designate a certain amount of hose to be made available to .the successful con- tractor at no charge upon xritten receipt and upon agreement by the contractor to return the hose in good condition and to p~ $1.00 per foot for any hose damaged. Seconded by Shavor and motion carried unanimously. ~~ 18 County Board adopted on April 22, 1957, as per authority from the State res~alution re legislature, xas read and ordered filed. Civil Defense Two letters, dated March 26 and April 17, 1957, from Director, letters Civil Defense, State of Minnesota, were read relative to (1) Cpetation Alert 1957 and (2) State Air Defense Warding Test; also letter from Kermit Hedman about Civil Defense dance, May 1, at New Brighton. Northome Shopping Copy of letter of April 2lt, 1957, from Don Julen, of Northome Center property Shopping Center, Inc., to Caretaker, Center Manor,~Inc. 153lt N. Snelling, and nearby 1llest Idaho Avenue residenta, was read, asking that no debris be dumped on property which xas being improved in accord with the Shopping Can tar's agreement with the council. Maple Knoll Attorney Graham reported on meeting with the Board of Water water connections Commissioners, St Paul, on Tuesday, April 23, 1957, attended also by Yager Utecht and Messrs. Korstad and Spring, relative to additional water connections in Maple Knoll requested by the Cardinal Construction Company. He said the Board agreed to hold up the matter for a week, giving the residents an opportunity to get together with the contractor. The indication, he said, xas that the Board at that time would issue the permits. Rubbish and Letter xas read from Mr. Barton Zadegian, of Long Beach, Calif., Garbage collection relative to his interest in establishing a rubbish and inquiry garbage collection service in Falcon Heights, and his request for copies of our ordinances, in this connection. The Clerk xas asked to acknowledge Mr. Zadegian's le tter and to inform him xe have no Village ordinances on this matter. Trading Co., #1135 can spout, Fire Dept., $1.65 Mail box Relative to calls received by the Mayor as to why the mail matter box was moved from the corner of Arona and Larpenteur and the inconvenience it caused them in this connection; the Cle rk reported that the post office had moved the mail box back to its former location after business people who were consulted indicated there was no objection. Fire Dept. were ordered approved on motion by Shavor, seconded by Reqns. #115 ~IGarkentien. and #116 Unregistered The matter of dog a~ners who have not registered and tagged dogs their dogs as yet as required by ordinance, was discussed.
