Shavor, Trustee; Harold C. Nilsen, Trustee; Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Also present: William E. Olsen, Treasurer, and Frank N. Graham, Attorney. Minutes~of reconvened meeting of May 2, 1957, on page 823, mere corrected to read "Siren for fire truck No. 2." Also with reference to removing trash from drainage area, page 823, corrected to read, "allowance of X2.25 per hour .in~clu~din~ his truck." Warkentien then moved that the minutes of April 25, 195?, prig 1 30, 1957 and May 2, 1957 ~ approved as corrected, and that reading of said. minutes be dispensed with. Seconded by Nilsen and motion carried unanimously. Req'n. #117 covering office supplies .for the Clerk, waa approved on motion by Utecht, seconded by Warkentien. Req'n. #118 for Fire Department, listing cleaning supplies, 1 set turn signals for Engine #2, etc,, was approved on motion by Nilsen, seconded by Stewart. League's Letter of May 3, 1957, was read regarding the League of Minnesota Annual Municipalities l~3rd Annual Convention, to be held June 12, 13 Convention and 11t, at Duluth. Liability_ Attorney Graham's letter of May 10, 1957, relative to Royal insurance in Indemnity Company insurance policy RLM 22-16-31, insuring the connection with S C t Village against bodily injury and froL~arty damage in the i M t f b ° 8 ewer ons r. cons ruct ay on o the sewer to , 15 , in amounts of .$100,000 contract to X300,000 as required by the contract with the Peter Lametti Construction Company, Inc. The letter stated that the policy appeared to be in proper form and should be kept with other _ Village insurance policies. Mail box The Clerk.read a petition signed by Otto G. Bonestroo and a matter number of other representatives and employees of business establishments in the Northome Shopping Center, asking ''_ the council to request the Post Office to move the mail box at Larpenteur and Arona back to its former location in front of the barber shop near 1550 west Larpenteur Avenue. The Mayor reported that the business men as a group stated they definitely do not want the mail box moved from its present location if this results in inconvenience to the people of the Village. The Clerk was asked to write to Mr. Bonestroo, requesting that the petitioners be so informed, and that copy of the letter be aent to Mr. R.J. Luey, President, Falcon Heights Commercial Club. Metropolitan Letter Ras read relative to a meeting of Mayors of suburban Planning municipalities in Hennepin, Ramsey, Anoka, Dakota and e;ashington Commission - counties, to be held Monday afternoon, May 13, in the Natural. Mayors' meeting History Museum, University Canopus, for a discussion of Metropolitan May 13 Planning Commmission matters. Mayor Utecht indicated he would attend. ~2 Alley Attorney Graham's letter of April 29, 1957, Ras read, reporting Improvement on the three original petitions for the improvement of the alley between Larpenteur and California Avenues from Alberto Hemline by grading and blacktopping, which petitions were received at the council's April 25, 1957 meeting. The Attorney reported he had checked and found the petitions to be sufficient under Chapter 429 of the Minnesota Statutes. Letter of May 9, 1957, from Vernon L. Ljungren, of Milner W. Carley & Associates, our Village Engineers, was read, stating (1) That the proposed improvement is feasible and (2) That the preliminary estimate of costs for this improvement is X2,390.00. Mr. John Ringus, 1367 California Avenue Nest, and Dr. Russell E. Risbrudt, 1381 California Avenue West, who were present, asked Air. Ljungren regarding matters pertaining to proper drainage of the alley. After discussion, the following resolution was adopted by a unanimous vote, on motion by Nilsen, seconded by Warkentien Resolution WHEREAS, pursuant to Resolution of the Council adopted Receiving Report April 30, 1957, a report has been prepared by Vernon L. Ljungrcn and Calling of Milner W. Carley and Associates, Inc., with reference to the Hearing on improvement of the alley between Larpenteur and California Avenue, Improvement running from the West .line of Hemline Avenue to the East line of Albert Street, in the Village of Falcon Heights, and this report has been received by the Council; NOY~ THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCII, OF THE VILLAGE OF FALCON HEIGHTS, MINNESOTA: 1. The Council will consider the improvement of such alley by grading and blacktopping in accordance with the report, and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Sections 429.011 to 429.111 of the Minnesota Statutes, at an estimated total cost of the improvement of Two Thousand Three Hundred Ninety Dollars 02,390.00). 2. A public hearing shall be held on such proposed improvemenrt on Tuesday, May 28, 1957, in the Council Chambers. of the Village Hall, 1644 West Larpenteur Avenue, Falcon Heights, Minnesota, at 7:00 o'clock P.M., and the Clerk shall give published notice of such hearing and improvement as required by law. Deubner re- W. H. Deubener, 1859 No. Snelling Avenue, appeared before the quests install- council and stated that he and other property owners on the west ation of rani- side of Snelling Avenue, •between the Maple Knoll addition and tart' sewer Roselawn Avenue, now favored installation of sanitary sewer in that area. Mr. Deubner was informed that this must be handled as a separate improvement project, and at his request was furnished with forms to be signed by said property owners in petitioning for the installation of a sanitary sewer as provided for by B~innesota statutes. Percentage of the cost to be assessed against the abutting property and the percentage to be paid by general props rty taxes, also the expense of crossing Snelling Avenue, were discussed with Mr. Deubner. 1 i ~z~ Police salaries Police Commissioner Donald Arndt appeared before the council increased and recommended that salaries of our part-time police officers be increased from $1.75 per hour to X62.00 an hour, stating that X2.00 an hour is what experiencelpolice officers in St Paul receive when they go outside the City on special detail work. After discussion, Warkentien moved that the rate of pay for each of our part-time police officers be increased 25 cents per hour, effective May 1, 1957• Seconded by Stewart and motion carried unanimously. Sanitary Nick Christensen reported that in the Falcon Woods Addition Sewer ~ that house connections were being put in in advance of the Matters. sewer being laid in the street, Cleaning of the sewers after installation in Village streets was also discussed, Attorney Graham will check to see if this service can be had from the Proposed sewer City of Saint Paul. Utecht moved that the matter of drafting ordinances of a sewer connection ordinance, a sewer control ordinance, an ordinance providing for the licensing of plumbers, and any other pertinent ordinances, be referred to Councilman Shavor, the Village Engineer, Building Inspector Christensen and Mr. E.J. Pennig, for report back to the council on May 23, 1957 if " possible. Seconded by Nilsen and motion carried unanimously. Village Costs of Village engineering services were discussed with Engineer's Vern L~ungren, with the understanding that the Village Engineer fees should bill the Village for any amount in excess of his regular monthly fee. Street Vern L3ungren and Councilman Nilsen reported on p8~}uired Patching - patching of streets in the differenC Village areas, and pointed out that street maintenance work is being held to a minimum pending installation of the sewers. United Letter was read from Mrs. B.J. Tomaszewski, President, United Cerebral Cerebral Fa1sy of Greater St Paul, asking that the pillage Palsy honor a request to conduct a house to house canvass to raise funds for United Cerebral Palsy on May 1~. Utecht moved approval of the request, seconded by Shavor and motion carried unanimously. Weed Notice On motion by Utecht, seconded by Nilsen, the Mayor and Clerk were authorized to sign a statment addressed to Carl F. Bucher, Ramsey County Weed arxi Seed Inspector, to the effect that the Village of Fal con Heights agrees to pay its share of the weed notice publications for 1957. Alley parking Letter of May 8, 1957, from Fire Chief Grumke was read, & numbering of requesting that conditions in the commercial area at rear entrances Larpenteur and Snelling Avenues be corrected; namely, in commercial prohibit parking at any time in the alleys back of area buildings, except delivery trucks; and require that all rear entrances have street numbers posted over the doors with reflective numbers not less than 3n high. Steuart moved that the matter be referred to Police Commissioner Arndt for checking and report. Seconded by Utecht and motion carried unanimously. ~z~ Fire Chief Letter was read from Earl Grumke, under date of Maly 8, 195?, offers tendering his resignation as Fire Chief. After discussion, resignation Stewart moved that the matter be referred to Nilsen for investigation and report. Seconded by Nilsen and motion carried unanimously. Resident The Clerk reported receiving a phone request from Victor Engineer's Lanletti for setting up afield office, about 8x20, back of office the Village Hall and Fire Station for the Resident Engineer who will have general supervision of work on our sanitary sewer pro3ect. Utecht moved that the request be authorized, sub3ect to the Fire Chief's approval. Seconded by Steuart ` and motion carried unanimously. Broken concrete The Mayor reported that broken concrete has been dumped on on Iowa Ave. lot the vacant lot on Iowa bordering the drainage area, that near drainage children are throwing the concrete around, and that residents area request that the owner of the lot cover or remove it. Utecht moved that the Clerk phone the owner regarding the matter. Seconded by Nilsen and so ordered. Reimburse The Clerk reported on meeting with Mr. George Anderson of the Gen. Fund for Public Examiner's office, May 6, on working out accounting sewer payts. procedure so as to charge sewer expense items to funds which will include the bond issue money. A list was presented showing payments from the General Fund from Aug. 24, 1955 thru April 16, 1957, in connection with Sanitary Sewer Improvement No. I, Part I, amounting to X5,559.55, and asked for authority to • reimburse the General Fund for this amount.
