SPECIAL MEETING, TUESDAY, MAY 11t, 1957
Meeting called to order at 8:00 F.M., the following council members being present:
William R. Utecht, Mayor; George J. Shavory, Trustee; Harold C. Nilsen, Trustee;
Gillis ~arkentien, Trustee; Clyde J. Stewart, Clerk. Also present: Frank N.
Graham, Attorney. Absent: William E. Olsen, Treasurer.

The Mayor stated that this was a special meeting for the purpose of receiving and
opening bids on Sanitary Sewer System, Improvement No. I, Part II (Street Resurfacing)
but that we did not have Daylight Saving Time when the bids were advertised for, so
that the bids will be opened the same as sewer bids were at our April 30, 1957
meeting,:: at 9:00 F.M.
Broken concrete The Clerk reported he had talked with Mr. L. Schreiber, of
on Iowa lot St Paul, owner of the lot on Iowa Avenue near the drainage
near drainage hole, regarding matters pettaining to the concrete that
area. had been dumped on the lot. Mr. Schreiber;. he said, knelw
nothing about the concrete on the lot, but promised to
check and try to find out who was responsible for placing
it there.
Alley The Mayor reported that Edward Bowlin, 136l~ California Ave.
matter - West, claimed that the alley behind his property (opening
on Albert and Hamline between Idaho and California Avenues)
Edward Bowlin was an improved alley but was all broken up. The Mayor
said he checked the alley and found it in bad shape, but
that it is not one of the seven alleys improved in 1953.
Said he would ask Engineer Vern L~ungren to check the
alley and submit a report.
Machine Accounting, Letter of May 13, 1957 from Mr. Burton C. Spear, Director,
Ramsey County Machine Accounting Department, County of Ramsey, was read
relative to the approved schedule of service charges for
Machine Accounting Department services to municipalities
in Ramsey County. The Clerk was asked to see if Mr. Spear
could arrange to attend one of our meetings to discuss
this matter with the council.
Village of Letter of May 6, 1957, was read from the Village Clerk,
Maplewood meeting Village of Maplewood, relative to a meeting to be held
in the Maplewood Village Hall, at 8 P.M., May 15, 1957,
to discuss the establishment of an exchange system for
ordinances, codes and other information of value to
communities. Mayor Utecht and Trustee Shavor said they
would plan to attend.
Mail Box matter The Clerk reported that the Bost Office Superintendent of
deliveries had phoned him after checking on the mail box
at Arona and Larpenteur. Said the post office employes
making the pick-up found it difficult and hazardous. to
make the mail pick-up when the box was near 1550 West
Larpenteur, and that the post office preferred leaving
the box where it was or moving it to the north side of
I.arpenteur. The Superintendent agreed to replace the
storage box at Idaho and Pascal with a mail box the same
size as at Arona and Larpenteur, for the use of residents
in the area. Mayor Utecht said he would pass the
information on to Mr.RJ Luey, President, Falcon Heights
Commercial Club.

Inventory of The Mayor submitted an inventory of Parks & Playground
Parks & Playground equipment, dated May 10, 1957, from B. J. Rechtien$
equipment Chairman, Parks & Playground Committee, showing said
equipment to be at four locations; 15lt2 Nest Idaho,
Mr. Kaechele; 11173 lest Idaho, Boh Reber; the Fire Hall,
16l~l~ W. Larpenteur; and Falcon Heights Playground.
Tape Recorder, After discussion of the matter, Utecht moved that the
amplifier, etc. V.M. Tape Recorder, Heath Kit., Amplifier, 2 P.A. Speakers,
at 1173 Idaho 1 Microphone, and 50 ft. Twin lead cord, be covered under
our insurance policy at 11173 Test Idaho. Seconded by Shavor
and so ordered. The Clerk was asked to check with the
insurance company to see if the equipment should be listed.
Police squad Police Commissioner Arndt reported on taking the police
car service policy, squad car to Clayton Anderson Motors, North Branch, for
also siren the 1,000 mile check up, and that the service policy provides
for taking the car to any authorized dealer. Arndt said
he would contact the Fire Chief to see if a 12-volt siren
would be suitable for fire engine No. 2 so that the No. 2
fire engine's siren can be installed on the squad car.
Speed limit On the recommendation of Police Commissioner Arndt for
on alleys limiting of the speed limit in alleys, Utecht moved that
the Minnesota Highway Department be requested to establish
a 15-mile per hour top speed limit on all alleys located
within the Village of Falcon Heights, and that the Clerk
be authorized to write the Commissioner of High~rays, advis-
ing him of the passage of this resolution. Seconded by
Nilsen and motion carried unanimously.
Firemen to call Nilsen reported that at the fire in the commercial area
Sheriff in occurring before 10 A.M., May 10, there was no police
em®rgencies officer on hand to take care of the traffic. Arndt
explained this was because no call was put out by the
Fire Department for an officer from the sheriff's force,
Arndt also explained that our part time policing is
arranged so as to cover the heaviest traffic period and
need for it. Nilsen was asked to arrange with the Fire
Department to call the sheriff's car in similar emer~,encies
Abolishment Police Commissioner Arndt said that after considering the

the Village Attorney be requested to draw up a proposed
ordinance for abolishing the office of Constable as provided

Seconded by Warkentien and motion carried unanimously.
Bills: On motion by Utecht, seconded by Shavor, the follo~+ring

Bids referred Utecht moved that the bids be referred to our Sanitary

Craig Company After discussion, Shavor moved that the low bid of the Jay
bid to Attorney W, Craig Company be referred to the attorney for checking
its legality, with request that he report back on the matter
to the council meeting on May 23, 1957. Seconded by
Warkentien and motion carried unanimously.
Construction The Clerk read a letter dated May 1l~, 1957, from our
of sanitary Sanitary Sewer Engineers relative to a schedule of
sewer schedule operation on the construction of a sanitary surer pro3ect
in the Village as worked out betwe®n the engineers and
the Peter Lametti Construction Company. Mr. Steffen
said that each member of the council would be furnished

St Paul Park, as a deposit in accordance with the terms of
the permit for sewer work on Snelling Avenue. Since it was
stated that posting of the deposit may be required for about
a year, the Clerk reported he had discussed the proposal

Required The Mayor informed Mr, Steffes that in checking plans at
grade the previous meeting, the council could not find that
corrections provision had been made for street grade correction at

listed in this connection. Engineer Lundgren stated
that he had made up a list of such trouble spots, which
was turned over to our Sanitary Sewer Engineers. Mr.
Steffes agreed to furnish each council member with a copy
of the list, and Messrs. Steffes and L~ungren will report
further on the matter.
"Seaborn D~g~" Dips at intersections in the Aiorthome area, such as at
California and krona, were discussed with Messrs Steffes
and L3un ren to see if sharpness of the dips could not
be reduc and drainage maintained.
Special Meeting, Stuart moved that a special meeting of the council be
May 22, 1957, held at the Village Ha11 on Wednesday, May 22, 1957,
7:00 P.M. beginning at 7:00 P.M., and that the regular meeting
of the council scheduled for Thursday, May 23, 1957,
be cancelled. Seconded by Shavor and motion carried
unanimously.
