SPECIAL HEFTING, TUESDAY, HAY 28, 1957
Public Hearing, The hearing was declared open at 7:00 P.H., the following
Alley Improvement council members being present: George J. Shavor, Acting
Hayor; Harold C. Nilsen, Trustee; Willis Warkentien, Trustee;.
Clyd® J. Stewart, Clerk. Also present: Frank N. Graham,
Attorney. Absent: William R. Utecht, Mayor; William E. Olsen,
Treasurer.
The audience included 15 residents.
Purpose of Acting A~ayor Shavor announced that the purpose of the hearing
Hearing was to consider an improvement of the alley between Hamline
Avenue and Albert Street, one block south of Larpenteur, as
described in the published Notice of the Hearing. He asked
if anyone wished to speak in opposition to the proposed
improvement. No opposition was heard.
Village Engineer's Mr. V. L. L~ungren, of our Village Engineer's staff, was
report asked to report on the matter based on a further survey
and maps he had prepared. Hr. L~ungren reported he had
.made a complete survey of the alley and that the draxing
he had prepared showed elevations on all garages and at
intersections of the alley at Albert and Hemline. The alley
grade, he said, is quite flat with a slight grade to the
east and some small pockets. Based on a check made by three
of their engineers, L~ungren said the maximum grade that
could be put in was a ,3 grade, or 3/10 of afoot drop in
100 feet. This, he said, was below the minimum grade needed
for good drainage. After getting the water to Hemline, the
next problem, he said,~would be to build a ditch and that
the ditch along Hemline would have to be deepened. For proper
drainage, L~ungren said the alley grade would have to be 6 in.
above the street and this would require the raising of 1!t garages
on the alley.
Proposal to run After a full discussion of proposals for improving drainage
water into in the alley, it was decided to investigate the possibility
Larpenteur drain of draining the water from the lowest part of the alley north
into the Larpenteur Avenue drain. The engineer was asked
to check into the matter and bring in a revised report and
estimate.
Hearing recessed to Stewart moved that the hearing be recessed until 7:00 P.M.,
7 P.M.,June 13-,195? June 13, 195?, at which time the Village Engineer will report
back to the council with revised plans and recommendations on
the pro3ect. Seconded by Warkentien and motion carried un-
_ animously.
State Fair Hr. Jack Raleigh, Ryan Hotel, St Paul, appeared before the
Boxing Exhibition council in connection with his desire to stage a boxing
request exhibition at the State Fair during the first week of the
State Fair this year. The Village Attorney was asked to
check thB law and report back on the matter on June 13th.

Police Squad It was reported that Officer. Kenneth Schmidt had an
Car Accident accident today with the police squad car on Larpenteur
Avenue near the entrance to the University Golf Course,
resulting in damage to the squad car but no personal
injuries. Information on the matter was referred to the _
Village attorney.
Alley Inspection Engineer Ljungren's report of May 28, 1957, was read
Report by Village relative to a complete inspection of all alleys in the
Engineer Village, including (1) the seven improved alleys which
were surfaced by the Village (2) the alley from Hamline
to Albert between California and Idaho (3) the alley
from Pascal to Albert between Idaho and Iowa (Lt) other
alleys; namely, between California and Idaho from Pascal
to Arona; the alley between Idaho and Hoyt from Pascal to
Albert; also the alley back of ffiomberg's store from Iowa
to Hoyt, and the alley west to Albert.
Alley not approved On recommendation of the Vill age Engineer that the alley
for Village main- from Hamline to Albert between California and Idaho does
tenance not meet requirements .for Village maintenance, it was
agreed to ask the Mayor to so inform Mr. Edward Bowlin.
Alley approved The Village Engineer recommended that the Village take
for maintenance over for maintenance the alley from Pascal to Albert between
Idaho and Iowa, stating the alley has a built-up seal coat
mat 3/fit-inch thick, with drainage in both directions and
no place where water pocketed. It was agreed to follow
the Engineer's recommendation.
Resolution - On motion by Stewart, seconded by Nilsen, the following
(Work Order) resolution was adopted by a unanimous vote:
RESOLVED, that the Board of County Commissioners be
requested to authorize the County Engineer to patch,
sv~eep and seal coat the folloxing alleys:
Alleys to be Block 2, Block 3, Block 5 and Block 6, Northome Addition;
patched, swept and ffiock 7 and Block 11, Northome Second Addition;
ffiock 13, Northome 3rd Addition; and ffiock 9, Kellers
Falcon Hei~tsAddition; and
Install alley RESOLVED FURTHER, that 15 MPH speed limit signs be installed
speed limit at the entrances to all alleys within the Village of~Fa~con
signs Heights in accordance with the Manual of Uniform Traffic
Control devices and in accordance with permission granted
by letter dated May 21, 1957 from the Commissioner of Highways;
also that "Children Playing" signs be moved from the center
of alleys to alley entrances; and
Village Engr. BE IT FURTHER RESOLVED, that all of the foregoing be done
will direct under the direction of the Village Engineer.
Alley back of Rees Engineer L~ungren reported that the alley behind the Rees
business property business property north of Larpenteur xas in bad condition.

to the Clerk recommending what is needed to put the alley
back in shape with estimated costs therefor: The Clerk

Rees business alley repairs could not be handled by Mr. Rees as in previous

Sanitary Sexer Mr. K.E. Deppe, 1907 N. Snelling., inquired regarding the
zest of Snelling proposal for construction of sanitary sewer on the zest
side of Snelling Avenue south from Roselaxn to about
Maple Kno11, Mr. Deppe indicating there xas some opposition
in the area to the proposal, Mr. Deppe xas informed that
Mr. Deubner has the petition which xas to be submitted to
residents of the area, but that the petition has not been
received by the council as yet.
Concrete Curbing, In connection xith requests for concrete curbing in front
1523 and 1535 West of property at 1523 W. Hoyt and 1535 ~• Hoyt, our Village
Hoyt Engineer's letter of May 28, 1957, xas read, recommending
that the council establish a broad overall policy xith
reference to curbing on itha~ basis that (1) xhen curbing
is constructed it becomes a permanent installation even
more than the surfacing of streets; (2) once curbing is
constructed, it determines the grade for the street, the
boulevard and sidewalk; (3) also curbing becomes an integral
part of the Village drainage system, providing permanent
gutter lines for storm water run-off. Finally, the letter
stated, curbing be handled by petition the same as any
other improvement and that no petition b e accepted for less
Resolution (curbing) than one block of curb at a time. On motion by Nilsen,
seconded by Warkentien, it xas voted unanimously that the
txo requests for curbing be held and that the applicants
be advised of the engineer's recommendation, and that the
council feels the whole block should be done at one time
in accordance xi th the engineer's recommendation,
Mayor to attend The Clerk reported that Mayor Utecht xished to attend the
League Convention, League of Minnesota Municipalities lt3rd Annual .Convention,
Duluth, June 12-13 to be held June 12, 13 and 1~., 1957, at Duluth, Minnesota.
and 14 Stewart moved that the request be authorized. Seconded by
Shavor and motion carried unanimously.
Celebrations on Letter of May 7, 1957 from the Commissioner of Highways
highways prohibited relative to laws prohibiting use of trunk highways for
local cele~arations xas summarized.
Letter re Shell Oil Trustee Warkentien's letter of May 28, 1957, addressed
Station premises to the Shell Oil Company, 778 Otto Avenue, St Paul,
r®lative to keeping of agreements for improving the
appearance of the service station premises at Larpen tour
and Albert, xas read and received council approval.
McLane licensed to Application from Ernest C. McLane to operate a gasoline
operate Shell gasoline service station at 1l~07 Larpenteur Avenue West, for
service station the period May 23, 1957 thru June 30, 1957, together
with his check for X10.00 covering pro rated license
fee, xas presented to the council. .Stewart moved approval
of the application and that a copy of Trustee Warkentien's
letter of May 28 to the Shell Oil Company relating to this
license, be mailed to Mr. McLane. Seconded by Warkentien
and motion carried unanimously.

Mosquito control Letter was read from Mr. Monick relative to metropolitan
proposal of area groups acting on the matter of mosquito abatement
Metropolitan and requesting that Mayor Joseph E. Dillon of St Paul,
area groups Chairman of the Board of Ramsey County Commissioners be
advised as to Falcon Heights reaction to the proposal.
Shavor moved that the Cle rk be instructed to write Mr.
Dillon that the Village is definitely interested in the
pro3ect, provided the cost is not too great. Seconded by
Warkentien and motion carried unanimously.
Sewer system Letter of May 2lt, 1957 from Commissioner of Public Works
maintenance Frank D. Marzitelli, of St Paul, was read, relative to
the maintenance of the Falcon Heights surer system,
acknowledging receipt of our letter of May 22 in this
connection, and stating that the matter had been referred
to Mr. Arthur W. Tews, Chief Engineer, and to the office
of Mr. Marshall Hurley, Corporation Counsel, for study
and report.
Bills: On motion by Warkentien, seconded by Stewart, the following
bills were ordered. paid:
