REGULAR MEETING, THURSDAY, JUNE 13, 1957
Public Hearing, The hearing was resumed at 7:13 P.M., the following council members
Alley Improvement, being present: George J. Shavor, Acting Mayor; Harold C. Nilsen,
resumed Trustee; Willis Warkentien, Trustee; Clyde J. Stewart, Clerk.
Also present: Frank N. Graham, Attorney; William E. Olsen,
Treasurer. Absent: William R. Utecht, Mayor.
Donald 0. Carley, of L~Iilner W. Carley & Associates, was present.
The audience included six residents.
Engineer's Letter of Milner W. Carley & Associates, by Donald 0, Carley,
Report dated June 13, 1957, reported (1) that after making a complete
engineering study of the alley (Alley in Block 1, Northome Add.)
they cannot recommend it as a feasible pro3ect and find no
feasible way of draining the alley since the grades required
are below what is considered good design practice; (2) that
the alley be patched and seal coated as a temporary measure
until adequate storm sewer facilties caz be provided, estimating
the cost of the patching and seal coating at X350. After discussion
with Mr. Ringus and other owners of property along the alley who
were present, it was proposed to blade the alley toward the east
end at Hemline. Mr. Steffen, who was present, stated he would have
the resident engineer arrange for deepening of the ditch along
Hemline when l6ackfilling on the street is done, so as to drain the
small pocket of water in the alley west of the I~amline entrance,
cleaning out culverts in the area or replacing same where necessary.
Hearing On motion by Stewart, seconded by Nilsen, the hearing was ordered
recessed recessed until 7:00 P.M., June 27, 1957.
Geo. i3auman, owner of apartments on Snelling Drive, complained about traffic
16l~2 N.Snelling and drainage water behind the apartments coming from the shopping
center area and the alley. Mr. .Bauman was informed that the
alley is privately owned and that he should take the matter up
with Don Julen who represents or~ners of the business property.
Ed Westin traffic Mr. Westin, 1885 N. Snelling, informed the council regarding a
fine matter traffic violation involving a left turn from the service lane
onto Snelling Avenue, for which he was fined. The matter was
referred to Police Commissioner Don Arndt.
Sanitary Sewer A petition signed by W. H. Deubener and others requesting-the
west of Snelling, installation of sanitary sewer on the west side of Snelling
petition Avenue between Roselawn Avenue and Maple Knoll, was presented
to the council. Mr. Louis Gilbert, 1911 N. Snelling Avenue,
and Mr. K.E. Keppe, 1907 N. Snelling, were present and indicated
opposition to the petition. They reported that H.W. Hurley
and Irene Hurley, of 1875 No. Snelling Avenue, had sold th®ir
property and that the Hurley signatures should be removed from
the petition. Warkentien moved that the petition be referred
to the attorney for checking and report. Seconded by Shavor
and motion carried unanimously.
VFI~f Post x`1.94? application for permit to sell water melons on .the National
watermelon Tea lot, Snelling and Larpenteur, between the hours of 5 P.M.
permit and 9 P.I. , June llt, 1957, was considered. Being informed
that the National Tea Store management was in agreement with
the request, Warkentien moved that the application for permit
b~ approved. Seconded by Shavor and motion carried unanimously.

Regn. X120 covering lamp and stationery supplies for Clerk's
Clerk office, was approved on motion by Warkentien, seconded
by Shavor.
Reqn. 121 Fire Department requisition for shirt shield badges
and cap badges, approved on motion by Stewart, seconded
by Shavor.
Fire Chief's Letter of June 10 from A. Carl Kaechele, President, Falcon
resignation• Heights Fire Department Relief Association, was read, stating
not accepted. that at a special meeting on May 14, 1957, the members of
the Association voted unanimously not to accept the resignation
of Earl Grumke either as Chief of the Department or as a Volunteer
fireman. The letter further stated that in lieu of this, it
was passed that a leave of absence not to exceed three months,
b® given to Grumke, the leave to-be terminated at any time ha
desired to return to active duty prior to the three-month
period. It was further stated that Mr. Grumke reported back
for regular duty on 9€ay 18, 1957, and has been on duty as
Fire Chief since that time.
Congregational Letter of June 7, 195?, by R.L. Johnson, Chairman, F~con
Church Committee Heights Congre~atione~Churbh Building Committee, was read
building request relative to plans for a new Sunday school wing to the build-
ing at Holton and Garden Streets, and request that the council
grant permission for building within 12 feet of the north
property line.. Plans and setbacks provided for therein ware
discussed with Mr. Johnson and bsr. S,L. Anonsen, of Thorshov
Cerny, Inc., Architects. In connection with off-street
parking, Mr. Johnson said the Committee had plans for purchasing
nearby lots for parking aryd for exploring the possibility of
using the parking lot at the Falcon Heights School. The council '~
agreed that the permit request was in order and that the proposed
setbacks arc in accord with the ordinance. Stewart moved that
issuance of the permit by the Buildi~ag Inspector be authorized.
Seconded by Shavor and motion carried unanimously.
Urges children E.C. Barney, Resident Engineer, asked that parents be urged
be kept from to keep children away from sewer excavating equipment because
excavating equip- of possible injuries from trucks, cave-ins and rocks.

Fry Street Letter of June 11, 1957, from Mr. Steffes was read relative
grade to the print showing the grade established for Fry Street
from Larpenteur Avenue north as agreed upon with Mr. Ljungren
Proposed Storm Letter of June 13, 1957, from Mr. Steffes was read. regarding
Sewer - Arona the engineers'study of drainage conditions on Arona from
from California California Avenue to Iowa Avenue, and proposed storm sewer
to Iowa system estimated to cost $8,335.40. After discussion of the
proposal with Mr. Steffes, it was stated that the cost as shown
on the detailed estimate would not be covered by the present sewer
pro3ect and would have to be handled as a separate storm sewer
project azi~h aotice given as to costs involved, the local nature
No change in of the benefits and the small area affected. Shavor moved that
sewer pro3ect no change be made in the sewer pro ect at this time and that the
voted. streets be restored to their presen~ condition. Seconded by
Warkentien and motion carried unanimously.

Payment for Warkentien read a letter relative to time put in by Police
extra time, Commissioner Donald E. Arndt during May in addition to his
Police Comr., regular duties, the extra time estimated at 12 hours being
authorized used in connection with the purchasi:ag and installation of
nevr equipment on the police car as detailed in the letter.
After discussion, Shavor moved that payment for the extra
time be authorized at X2.00 an hour. Seconded by Warkentien
and so ordered.
Alley bank of Stewart reported he had informed Don Julen about the Village
Rees Business Engineer's recommendation that the alley behind the Douglas
property Rees business property be repaired by patching and seal
coating at an estimated cost of $300 to X350, He said
Julep in turn called Mr. flees who declined to share in payment
of the repair costs, suggesting that improvement of the alley
be put on an assessment basis.
Boxir~?Exhibition, The Village Attorney's letter of June !~, 1957, was read,
State Fair relative to the request of Jack Raleigh, of St Paul, for
Grounds consent of the council to the staging of a boxing exhibition
at the State Fair Grounds during the first week of the State
Fair; The letter i.n effect expressed the opinion that the
State Athletic Commission could issue one licexise for Falcon
Heights but only after the council has consented to the
issuing of the license. It was agreed to so inform Mr. Raleigh.

It was reported that the Fire Department was agreeable to
making request or: the business men for streets numbers at
rear entrances to stores when fire inspections are made, but
felt the matter of prohibiti:ag parking in commercial alleys,
excepting delivery trucks, should be~handled by the police
department. Agreed to refer the matter to Police Commissioner
Arndt.
Liability coverage Letter of June 7, 1957, from the Mutual Service Casualty Insurance
for Vol. Firemen Company, of St Paul, was read statir:g: " the Volunteer Firemen
are protected by their own automobile insurance policy, and that
the interests of the Village are protected under the non-owned
auto portion of your liability policy on an excess insurance
basis."
Sewer costs The Clerk inquired as to what part of Ssaftary Sewer System _.
allocated Improvem®nt No.~l costs should be allocated to the ConstructionTl
account and what part should be allocated to Street Resurfacing.
The council instructed the Clerk that the basis for distribution
dfstuch_:~.oQSts should be 90 per cent for construction and 10 per
cent for street resurfacing,

Western Union The Attorney reported on a Western Union telegram dated June
from The Bond 13, 1957 received from The Bond Buyer, of New York, urging
Buyer the Village to publish notice in The Bond Buyer re our
96900,000 Sanitary Sewer System~Improvement Bonds. .After
determining that bids for municipal bonds in this area
come from Chicago or local bidders, it was decided not to
use The Bond Buye~publication.
$610,000 deposit In connection with replacing the X10,000.00 certified check
with State of deposited with the State Highway Department in connection
;~innesota - Sever with scorer work on the Snelling Avenue crossing, it was
suggested that arrangements be made with the Falcon Heights
State Bank for issuance of a six-month Certificate of Den_osit
in the amount of X10,000 bearing interest at the rate of 3
per cent. After discussion, Shaver moved that the Treasurer
be authorized to arrange for issuance of said Certificate of
Deposit, the arrangement to be approved by the Village Attorney.
Seconded by Nilsen and motion carried unanimously.
