This bid was then publicly opened, examined and found to be as follows: The bid was submitted by First National Bank, Saint Paul, Minnesota, and American National Bank, Saint Paul, Minnesota, as co-managers of a group including the following: Juran & Moody, Inc,, St Paul, Minnesota Kalman & Company, Minneapolis, Minnesota John Nuveen & Company, Chicago, Illinois Allison Williams Company, Minneapolis, Minnesota J. M. Dain & Company, Minneapolis, Minnesota Piper, Jaffray & Hopwood, Minneapolis, Minnesota E. J. Prescott & Company, Minneapolis, Minnesota Caldwell Phillips Company, St Paul, Minnesota Mannheimer-Egan, Inc., St Paul, Minnesota Shaughnessy & Company, St Paul, Minnesota Harold E. Wood & Company, St Paul, Minnesota The bid provided for an interest rate of 4.00 per annum for bonds maturing January 1, 1959 to January 1, 1965, inclusive; lt.50~ for bonds maturing January 1, 1966 to January 1, 1970, inclusive, and 1~.75~ per annuam for bonds maturing January 1, 1971 to January 1, 1978, inclusive, plus 1.25 per annum by extra coupons on 810 bonds maturing from January 1, 1961 to January 1, 1978, inclusive, for the period from January 1, 1958 to January 1, 1961, consisting of extra coupons of X6.25 each, due 7-1-58, 1-1-59, ?-1-59, 1-1-60, 7-1-60 and 1-1-61. There was no premium offered and the bid provided that principal and interest be paid at American National Bank, St Paul, Minnesota. Cashier's check of American National Bank in the amount of X18,000 was submitted with the bid. After consideration of the foregoing bid, Mayor Utecht introduced the following Resolution and moved its adoption: RESOLUTION A Resolution awarding the sale of X900,000 Sanitary Sewer System Improve- ment No. 1 Bonds. WHEREAS, on the 27th day of May, 1957, the Village Clerk was directed to advertise for bids for the purchase of X900,000 Sanitary Sewer System Improvement No. 1 bonds of the Village of Falcon Heights to be issued for local improvement purposes; and WHEREAS, said advertisement was duly published and the following bid yeas received anoci bpeged and appears to be in proper form: - X51 R~'SOI,UTION (Cont!d, ) The bid was submitted by First National.Bank, Saint Paul, Minnesota and American National Bank, Saint Paul, Minnesota, as co-managers of a group including the following: Juran & Moody, Inc., St Paul, It2innesota Kalman & Company, Minneapolis, Minnesota John Nuveen & Company, Chicago, Illinois Allison-Williams Company, Minneapolis, Minnesota J. Cashier's check of American National Bank in the amount of $18,000 was submitted. with the bid; and WHEREAS, it appears that the bid of the group represented by First National Bank, St Paul, Minnesota and American National Bank, St Paul, Minnesota, as co-managers, represents the lowest net interest rate and. is, therefore, best; NOW THEREFORE, BE IT RESOLVED by the Village Council of Falcon Heights, Minnesota: 1. The bid of First National Bank, St Paul, Minnesota and American National Bank, St Paul, Minnesota, as co-managers, for the purchase of X900,000 Sanitary Sewer System Improvement No. 1 bends authorized to be issued by Resolution of the Council on May 27, 195?, is hereby accepted and the Mayor and the Village Clerk are hereby authorized forthwith to endorse such acceptance on a copy of such bid and to return the same to said bidder. The good faith check furnished by the purchaser shall be retained pending delivery of the bonds and payment of the full purchase price thereof and the Clerk shall forthwith return the good faith checks of others. The motion for the adoption of the foregoing Resolution was duly seconded by Trustee Warkentien, and upon vote being taken thereon, the .following members voted in favor thereof: William R. Utecht, George J. Shavor, Harold C. Nilsen, Willis Warkentien and Clyde J. Stewart, and the following. voted against the same: None whereupon said Resolution was duly passed and adopted. Trustee Nilsen then introduced the following Resolution and moved its adoption: ~~5ti RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING PREPA- RATION OF PROPOSED ASSESSbSENT WHEREAS, Contracts have been entered into for the construction of Sanitary Sewer System Improvement No. 1 at a contract price of X692,858.65 and additional expenses of ~207,1ta1..35, covering the St Paul connection charge, engineering, inspection, legal costs and contingencies, have been or will be incurred in connection with the improvement, making a total cost for Sanitary Sewer System Improvement No. 1 of X900,000, and of this cost, the Village will pay X280,000 as its share of the cost and X620,000 will be specially assessed against the property benefited thereby. NOW THEREFORE, BE IT RESOLVED by the Village Council of the Village of Falcon Heights, Minnesota: 1. The cost of Sani ary Sewer System Improvement No. 1 to be specially assess~is hereby declared to be X620,000. 2. The Village Clerk, with the assistance of Mr. L3ungren, Village Engineer, and the Village Attorney shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land within the district affected, without regard to cash valuation as provided by law. 3. The Village Clerk shall, upon the completion of such proposed assessment, notify the Village Council thereof. The motion for the adoption of the foregoing Resolution was duly seconded by Mayor Utecht, and upon vote being taken thereon, the following voted in favor thereof: William R. Utecht, George J. Shavor, Harold C. Nilsen, Willis . Warkentien, and Clyde J. Stewart' and the following voted against the same: None whereupon said Resolution was duly passed and adopted. Police Car After some discussion of the police car accidBnt, the Village Accident Attorney was directed to write to Barbara J. Cloutier and Cortland L. Cloutier, making demand upon them for the cost of repairing the police car in the total amour:t of ~l.t7.1~.70. Sewer Contractor on Northome Shopping Center land R~4~ ~~. 4; ~ r :~. Ay !" }y / .~. ~M~` Ti.: ~~~.~. . ~:fY ~Y' rr,i~ Letter was read from the Northome Shopping Center, Inc., by D.O, Julen, regarding the sewer contractor driving machines over the property owned by the Northome Shopping Center, Inc. located west of Arona between Idaho and Larpenteur Avenues. After discussion, Shavor moved that the Clerk be instructed to write Per. Julen that the complaint had been referred to the contractor, and that under the Village's contract with him, the contractor is required to work on public property or make special arrangements if he must go on private property and be responsible therefor. Seconded by Stewart and motion carried unanimously. ~~3 $10,000.00 Certif- Treasurer Olsen reported that pursuant to the authorization icate of ?Deposit of the council, he had purchased Certificate of Deposit replaces deposit from the Falcon Heights State Bank in the amount of X10,000., with State Highwapr standing in the names of the Village of Falcon Heights and State of Minnesota, Department of Highways. He said the Certificate was purchased on June 2l~, 195? and that he delivered it to Robert P. Stebbing, Finance Officer, Highway Department, State of Minnesota, on June 25, 1957, and re- ceived from Mr. Stebbing the certified check of the Village of Falcon Heights in the amount of $10,000. payable to the Commissioner of Highways, which had been deposited about May 13, 1957 for the permit to put the sewer under Snelling Avenue. Treasurer Olsen reported that he would deposit the certified check to the Village's account. 20,000 yards of dirt Trustee Nilsen reported that 20,000 yards of dirt will be to be removed and removed from streets in the area north of Larpenteur and replaced. east of Snelling and disposed of, and that this will be replaced by 20,000 yards of stabilized material to be secured by the contractor and moved into the Village. dir.
