Geo. H. Townsend, Letter of June 28, 1957 was read from Mr. Geo. H. Townsend,
Village Assessor, advising of his plans to move to Harrison, Arkansas
resigns and offering-his resignation as Village Assessor.
Utecht moved that Mr. Townsend's resignation be accepted
with anyappropriate letter of thanks for his services as
Village Assessor. Seconded by Shavor and motion carried
unanimously.
Meeting re street County Auditor's het~er of July 3, 1957, was•read as
lights', County roads to a meeting of the County Board Road and Bridge Committee`
' called for Monday, July 15, 1957, for the purpose of
determining policy on questions as to location, frequency
of establishment and maintenance of street lights on
County roads. Mr. Vern L3ungren, of our Village Engineer's
staff, will attend.
Alley behind Rees' The Clerk reported that he had phoned Mr. Douglas Rees,
business properties owner of the Rees' business properties north of Larpenteur,
relative to the need for repairing the alley in Keller's
Reaarangement, ffiock 10, based on additional information
secured from Engineer L3ungren. Letter of July 5 from
Mr. Rees was then read, enclosing check in the amount of
$150., which Mr. Rees stated was their cort.ribution to
pay one-half the estimated X300. cost of iahe proposed
repairs to said alley. Stewart moved that a letter of

Alley work Utecht then moved that work order be placed with the
order County for the repair of the alley in Keller's
Rearrangement, B1ook 10, as directed by the Village
Engineer. Seconded by Stewart and motion carried
unanimously.
Water main - The Clerk read copy of his letter dated July 6, 1957
Crawford St. to the Board of Water Commissioners, City of St Paul,
confirming the fact that the Water Department had been
requested to raise the water main in Crawford Street
and to bill the Village for cost of the work estimated
at $200. Utecht moved a~,proval of said letter, seconded
by Nilsen and motion carried unanimously.
Hoyt. Avenue On motion by Nilsen, seconded by Stewart, the following
Curbing (Spaeth) resolution was adopted by a unanimous vote:
Resolution - BE IT RESOLVED, that the petition requesting the
improvement of Hoyt Avenue between the easterly line
of Arona Avenue and the westerly line of Pascal Avenue
by the installation of curbing on the north side of
• Hoyt Avenue, filed with the Council on June 27, 1957,
is hereby declared to be signed by the required percentage
of owners of property affected thereby. This declaration
is made in conformity to Minn. Stats. Sec. 429.035•
RESOLVED FURTHER, that the petition is hereby referred
to Vernon L. Ljungren, of our Village E,~gineers, and he
is instructed to report to the council with all convenient
speed advising the council in a preliminary way as to
whether the proposed improvement is feasible and as to
whether it should best be made as proposed or in connection
with some other improvement and the estimated cost of the
improvement as recommended
Hoyt Avenue On motion by Stewart, seconded by Utecht, the following
Curbing (Gammel) resolution was passed by a unanimous vote:
Resolution BE IT RESOLVED, that the petition requesting the improve-
ment of the'north~side of Hoyt Avenue between the Easterly
line of Lot 10, Block 9, Northome 2nd Addition and the
westerly line of Arona Street=:by the installation of
curbing, filed with the Council on June 27, 1957, is
hereby d~'eclared to be signed by the required percentage
of owners of property affected thereby. This declaration
is made in conformity to Minn. Scats. Sec. 429.035.
RESOLVED FURTHER; that the petition is hereby referred
to Vernon L. Ljungren, of our Village Engineers, and he

Fire Department requisition No. 123 was read, requesting
6 five-gallon cans of Foam ® X22.50 each; 600 ft. of 2~"
hose; 3 files for filing threads on hose couplings; 1
28 ft. aluminum extension ladder; and 2 helmets, rain or
rubber coats, bod~ts. Also read in this connection, was
letter of July 11 from Fire Chief Grumke, stating that
three 5-gallon cans of Foam were used effectively on
a recent Lauderdale fire call, and that at the same fire
they had 3ust enough hose to reach 1200 feet from the
fire to the hydrant. It was also stated that the ladders
on Engine #1 are 10 years old and unsafe for use.
After discussion, Shavor moved approval of the requisition,
excepting the 600 feet of hose, and with the understanding
that prices would be submitted for approval on the 28 ft.

the proposal for adjustment of charges in our standby
contract with Lauderdale was asked to consider in connection
with their study the total charges incurred by Falcon
Heights in making the Lauderdale fire run of July 6.

properties, and that orders had been placed for cutting

which would be taken care of the following week.
Ordinance No. 1~3 After discussion, Shavor moved adoption of Ordinance Pdo.1t3,
AN ORDINANCE PROVIDING FOR THE ABOLITION OF THE OFFICE OF
VILLAGE CONSTABLE AND FOR THE PERFORMANCE OF POWERS AND
DUTIES OF THE CONSTABLE BY CERTAIN VILLAGE POLICE OFFICERS.
Seconded by Nilsen and the following vote taken and

Fence variance- Building Inspector C~iristensen reported that the
Charles F.Schrantz fence Mr. Schrantz proposes to construct at 11162 Crawford

Master Gas On motion by Utecht, seconded by Warkentien, approval

License Snelling, to operate an ice milk stand for the year
ending June 30, 1958, was approved on motion by
Utecht, seconded by Warkentien.
Minors employed Warkentien reported for Police Commissioner Arndt that
at Flaherty minors ranging in age from 1~. to 18 years of age were
Lanes being employed in Flaherty Bowling Lanes in spite of
previous warning that this violated State Law. On
motion by Utecht, seconded by Stewart, Trustee Warkentien
was authorized to advise Police Commissioner Arndt to
proceed to file a complaint under Ordinance No. 5.
Vol. Firemen protest Copy of letter dated July 10, 1957 to the Editor,
Sunday Pioneer Press Pioneer Press, St Paul, from the Falcon Heights
article re Fire Dept. Fire Department Volunteers, protesting articles
' payroll padding. by Columnist Bill Martin relative to relative to
a north suburban Fire Department padding the payroll,
was noted by the Council.
Defective portion Trustee Warkentien reported that the defective portion
of Siren sent in. of the Model Q2A Siren received June 13, 1957, had
been sent in to the Federal Sign and Signal Corporation,
Chicago, for replacement.
Police squad car Warkentien reported that Police Commissioner Arndt and
to operate without our Village police officers were in agreementthat better
lettering and tax law enforcement could be had, especially with respect
exempt plates to traffic violations, if the police squad car operates
without markings and tax exempt plates. After discussion,
Warkentien moved that Police Commissioner Arndt be
authorized to leave the markings off the doors of the
squad car and to replace the tax exempt plates with
regular license plates. Seconded by Shavor and motion
carried unanimously.
Righi, turn only After discussion, Warkentien moved, seconded by Shavor,
eastbound on Larpenteur that the right hand lane eastbound on Larpelteur Avenue,
at Snelling at the intersection with Snelling, be marked "Right
Turn Only" by painting on the highway. Motion carried
unanimously and Trustee Nilsen asked to so advise the
County-,~!'raffic Engineer.
Bills: On motion by Shavor, seconded by Warkentien, the following

Cess pool, The Clerk reported that our sanitary sewer engineer
Village Hall phoned that it was his recommendation that the
& Fire Sta. contractor be authorized to use a digging machine
to locate the cesspool at the Village Hall and
Fire Station arri that it was desired to do the
work on July 12. Utebht moved approval of the
engineer's recommendation, seconded by Shavor
and motion carried unanimously.
