SPECIAL MEETING, THURSDAY, JULY 18, 1957
Meeting called to order at 7:10 P.M., the following council members being presenti
William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;
Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Also present: William E. Olsen,
Treasurer, and Frank N. Graham, Attorney, No minutes were submitted.
About 10 persons were in the audience. Arnold M. Steffes, of our Sanitary Sewer
Engineers, arrived at the meeting at 7:25 P.M.
Hearing - The Mayor announced that^hearing was being held in accord
Proposed with the published notice to consider the making of an
North Snelling improvement by the installation of a sanitary sewer on the
Sewer Impvt. west side of Snelling Avenue south from Roselawn to Maple
Knoll.
Costs There was considerable discussion of the engineer's estimated
discussed total project cost of ~C20,000. and the estimated per front
foot cost of $22.23 based on the estimated assessable frontage
of 900 feet. Mr. Steffes explained the engineer's estimated
cost figures.
X15.35 front foot The proposal to apply 69~ of the X20,000 against the assessable
figure considered frontage, making the cost per front foot X15.35, and applying
-the balance against general taxation, was also considered.
Correspondence Correspondence with Mr. W.H. Deubner was read, in v~h ich he
with Deubner read stated "that if the cost of the project will work a hardship
on the neighbors and they do not want a sewer at this time
that he would go along with their wishes." Affected property
owners who were present were then asked if they favored gong
.. ahead with the proposed sanitary sewer improvement:
Property owners Messrs. E. R. Westin, Louis E, Gilbert, Karl E, Deppe and
vote John E. Malloy voted No, Earl Grumke said he favored the
proposal at an assessed front foot cost of X15.35. Mrs.
Richard A, Pantzar was recorded as not voting.
No council action, Utecht then moved that no action on the matter be taken.
Hearing closed. Seconded by Shavor, motion carried unanimously, and the
hearing declared closed at 8:30 P.M.
Fence - Shell Oil Building Inspection Christensen reported that the new
Company fence at +..he Shell Oil Company station was constructed
contrary to the ordinance with the smooth side of the
fencing on the inside. He also stated the contractor
informed him that the Shell Oil Company requested that
the fence be constructed that way. After discussion,
Stewart moved that Trustee Warkentien inform the Shell
Oil Company that a variance request in writing is required.
Seconded by Utecht and motion carried unanimously.
Drainage matter, The Street Commissioner reported on a drainage problem
Roselawn & Albert at Roselawn and Albert caused by grading of the road and
requiring relocating of the culvert or building up the
boulevard. Utecht moved that the Village Engineer take
the matter up with the County and bring in a recommendation.
Seconded by Nilsen and motion carried unanimously.

Tastee Freez The Building Inspector reported on a proposed sign to be
Sign approved placed on top of building occupied by Marvin Norm's Tastee
Freez, 1702 N. Snelling Avenue. Shavor moved approval of
the sign, seconded by Nilsen, and motion carried unanimously.
VYater in i~dr. J. E. Garske, 1576 North Snelling Avenue, and some nine
Drainage hole other residents of the area near Idaho and Snelling, appeared
area considered before the council regarding the hazards to small children
hazardous because of accumulation of storm water in the drainage hole.
Pir. Garske, speaking for the group, named the families and
the number of small children in each of the families concerned.
Mr. J. E. Garske ~qr. Garske asked the council what could be done to eliminate
the water hazard. Mr. Garske also inquired as to improving
the appearance of the drainage area and referred to his
suggestion of some time ago about planting trees. He reported
the water was stagnant and a breeding place for mosquitoes.
Atty. Wm. R. Busch I~'Ir. William R. Busch, St Paul attorney, representing the
group, pointed out that what happened near the Rose Vista
Apartments near Hamline and Larpenteur, in Roseville, could
happen at the Idaho-Snelling drainage area which he said
is much larger. He spoke of the Village's responsibility
in the matter and said he did not know if the area is
legally required as a drainage area.
State has easement Village Attorney Graham called attention to the fact that
across drainage the State of Minnesota has easements across the drainage
hole lots hole lots for drainage purposes on Snelling Avenue.
The proposal to pump water from the drainage hole into the
Pumping proposal sewer system of the City of St Paul was discussed with
Mr. Steffes, and it was agreed that he and the Village
Attorney should contact the St Paul City engineer as soon
as possible regarding the matter and report results to
Fire Chief Grumke.
Committee to Utecht then moved that a committee considting of the
study matter following members be appointed to study the matter and
report back to the council: J. E. Garske, Chairman;
Fire Chief Earl Grumke, Police Commissioner Donald Arndt,
Village Engineer Vernon Ljungren, Trustee Harold C. Nilsen
and~A. Carl Kaechele. Seconded by Stewart and motion carried
unanimously.
Closesrpolicing Utecht also moved that the Police Commissioner be instructed
of area ordered. to have the drainage hole .area patrolled more closely each
day during the period when water in the area is considered
dangerous. Seconded by Shavor and motion carried unanimously.
Sewer Bond Village Attorney Graham reported that the money from the
funds to be sale of the Sanitary Sewer System Improvement No. 1 Bonds,
invested amounting to X6901,880.63 with accrued interest,,.had been
deposited in the Construction Account in The First National
Bank of Saint Paul, and that out of this amount about
x].75,000. will be paid out during the next week. In order
to help cut down costs, the balance could be invested until
needed. He said the Bank was asked if they would help us
on the investment of surplus funds in our Construction account

Seger Bond and submitted a proposed schedule which Mr. S, R, Manske,
funds to be of The First National .Bank of Saint Paul, had prepared on
invested the basis of figures furnished by our sanitary sever
(cont'd) engineers.
After carefully considering and discussing the proposed
schedule, Stewart introduced and moved adoption of the
following resolution:
Resolution RESOLVED, that The First National Bank of Saint Paul, St Paul,
Minnesota, be directed to purchase out of the funds in our
Sanitary Sewer System Improvement No. 1 Fund, Construction
Account, the U.S. Treasury Bi11s maturing as shown on the
following schedule:
1. X155,000 U.S. Treasury Bills due August 22, 1957
2. X90,000 U.S. Treasury Bills due August 29, 1957
3. ~200,000.U.S. Treasury Bills due September 23, 1957
!~. X105,000 U.S. Treasury Bills due October 17, 1957
5• X175,000 U.S. Treasury Bills due October 2I~, 1957
Seconded by Warkentien and motion carried by a unanimous
vote.
Payment of On motion by Utecht, seconded by Warkentien, the Clerk was
Sewer bills authorized to prepare checks on the Sanitary Sewer System
approved Improvement No. 1 Fund, Construction Account, for payment

Sewer Progress Letter of July 18 from our Sanitary Sewer Engineers, together
map and report with a progress map showing the extent of the construction of
the Sanitary Sewer System as of July 18, 19$7, was submitted
to the council.

United Letter was read from the Minnesota United Nations
Nations Association; Rdinneapolis, relative to every nation
Week making October 2L~ a day of study and world. recognition
Committee of the United Nations, with. request to appoint an
able person to be in charge of UN Day and week activities
in each Community. Utecht moved the appointment of
Trustee Warkentien. Seconded by Stewart and motion
carried unanimously.-
Water main, Copy of a letter dated July 17, 1957 to the Board of Plater
E. Snelling Dr., Comn-issioners, St Paul, was read confirming the fact that
north of Crawford the St Paul Water Department was asked to raise the water
main on the East Service Drive of Snelling Avenue 1~0 feet
north of Crawford Street and to bill the Village for the
cost of the work estimated at 9325.00. Approval of the
letter was ordered on motion by Utecht, seconded by
Warkentien.
Competitive Copy of Attorney Graham's latter of July 15, 1957,
bidding relativ~ to competitive bidding. The 1957 amendment
to the statute, he said, means th3 t the Village is not
required to call for bids if the expenditure will be
less than $1000. Prior to April 13, 1957, the limit
was 9500.
Cloutier damage The attorney's report was received relative to hearing
to police squad from the Mutual Service Casualty Company as to their
car position with reference to claim for damages to our
police car on May 28, 1957, in which the automobile of
Lillian E. Cloutier, their insured, was involved. After
discussion, Utecht moved that the attorney be instructed
to try and collect the full amount of the damages (~~.1I~.70).
Seconded by Warkentien and motion carried unanimously.
Alley, Block 1, .Letter of July 17, 1957 from Engineer Ljungren was read
Northome Add'n. regarding his meetings with Prir. Berthiaume of the County
Engineer's staff regarding the cost of the work to be
done on the alley in Block 1, Northome Addi tion, agreeing
on an estimate of ~,1t60. He said this includes scarifying
and reshaping the alley, adding gravel where necessary
and dust coating, also furnishing of a set of grade stakes
for the bounty to work by. Trustee Nilsen was asked
to inform Engineer Ljungren about the work to be done
in connection with the alley under the direction of Mr.
Steffen and Mr. Barney and our desire to see how this works
out.
On motion by Stewart, seconded by Nilsen, application of
Standard Service Allan C. Fritsche to operate a gasoline filling station
Station license (Standard) at 1691 N. Snelling Avenue, was approved subject
to inspection by the Fire Chief.
Police matters Warkentien reported that Police Commissioner Arndt was on
vacation and, upon his return would take care of Flaherty
Bowling Lanes matter involving minors. Warkentien also
reported on an automobile accidaz6,t near his home involving
no personal injuries. The question of Officer Dachtera

Police matters answering such calls when serving also as a fireman was
(continued) .discussed. r,iarkentien reported on one instance where
no officer was on duty when Dachtera visited with i~Irs.
Dachtera at the hospital. In answering an emergency call
recently, it was necessary for Earl Grumke to use his
own automobile to transport a heart patient to a hospital
account the police squad car not being availabYe, V~arkentien
said. It was agreed to refer these matters to Police
Commissioner Arndt and ask for his recommendations.
