Meeting called to order at 7:00 P.PA., the following council members being
present: George J. Shavor, Acting Mayor; Harold C. Nilsen, Trustee; Clyde J.
Stewart, Clerk. Absent: William R. Utecht, Mayor, and Willis Warkentien,
Trustee. Also present: William E. Olsen, Treasurer and Frank N. Graham,
Attorney.
Alley Hearing It was reported that the work in the Alley, Block 1,
reconvened- Northome Addition, was being done under the direction
and recessed. of Mr. Steffes and that the affected property owners
wished to postpone the hearing until they could determine
how the iunprovement worked out. On motion by Nilsen,
.seconded by Stewart, the hearing was recessed until 7:00 P.M.,
August .3~ 1957.
Fuel oil The Clerk reported that the total fuel oil consumption at
the Village Hall and Fire Station during the 1956-57 heating
season, was 6,123 gallons at a cost of $729.00
P.E.R.A Letter of July 12, 1957, from the State Commissioner of
Administration, relative to a referendum of members of
the Public Employees Retirement Association-on the question
of Social Security coverage scheduled for October 15, 1957,
was read. Also read was a copy of the C]e rk's letter to
the Commissioner listing employees of the Village of
Falcon Heights who are members of P.E.R.A.
Pumping Water, The attorney's letter of July 19, 1957, relating to the
Drainage Hole drainage hole at Idaho and Snelling and authority received
from the City of St Paul, permitting the Village to pump
the water out of this hole into the St Paul storm sewer at
off-peak periods, providing that the matter was cleared
with Mr. Shepard's office,_also providing that the Village
furnish data to the City of St Paul on the amount of water
pumped and agree to pay the City of St Paul 7.5 cents per
100 cubic feet, the rate set up in our connection ordinance,
was discussed.

Fire Dept. In this connection, the Fire Chief's report df July 25, 1957,
was read, estimating that I~00 gallons per minutes were pumped,
the actual pumping time being 33 hours with gallonage estimated
at 792,000 gallons of drainage water pumped into the City sewers.
St Paul advised Shavor moved that the Clerk be authorized to write to Mr.
George Pd. Shepherd, City of St Paul Engineering Department,
advising him of our estimate of the number of gallons pumped
and the time involved. Seconded by Nilsen and motion carried
unanimously.
Air conditioning Following a discussion of the air conditioning water from
water the Rees business property into the drainage hole, Shavor
moved that the Fire Chief be requested to determine the
rate of flow from the Rees property into the drainage area.
Seconded by Stewart and motion carried unanimously.
Martin sewer Frederick Pdartin, 1717 N. Pascal, inquired as to where he
connection would be permitted to connect to the sewer. He was informed

Sam Dabruzzi, Suburban Piping Co., St Paul, ®ewer installer,
inquired regarding ordinan ce requirements for house connections.
He was informed that said ordinances were in the process of
being drafted. House connection matters were discussed with
Mr. Dabruzzi.
Double bungalow John Rief, 2429 Emerson South, Minneapolis, and W, Mold, of
proposed the M. 14 W. Realty, of Minneapolis, asked for permission to
build a double bungalow on two lots, 75x123 each, at Tatum
and Larpenteur. They were informed the property was zoned
Class "A" Residence and would have to be rezoned to Residence
District "B" for their purpose, the procedure being set out
in Ordinance No. 8 as to submitting a petition of 50 per cent
by number of the property. owners within 500 ft. of the property
to be affected. Mr. Rief was furnished with a copy of
Ordinance No. 8.
North Snelling Costs for servicing with sanitary sewer the area on the
severer matter west side of Snelling from Roselawn to Maplewood were
discussed v~d th Earl Grumke.
Curbing - Hoyt Engineer V.L. Ljungren's ~epbrt of July 25, 1957, was
Avenue read relative to the proposed concrete curb improvement
on Hoyt Avenue from the southwestern corner of Lot 1, Blk 8,
Northome Second Addition to Pascal Ave. On the engineer's recom-
mendation,this was consolidated into Curbing Improvement No. 1.
Resolution - WHEREAS, pursuant to resolution of the Council adopted
.Moved by Shavor, July 11, 1957, a report has been prepared by Engineer V.L.
seconded by Nilsen, Ljungren with reference to the improvement of the North side
and adopted: of Hoyt Avenue between the Easterly line of Lot 10, Block 9,
Northome Second Addition and the Westerly line of Pascal t~ve~ue,
by the installation of curbing, and his report tivas received
by the council on July 25, 197. -

NOW THEN.~;NOt~', BE TT RESOLVED by the Village Council, Village
of Falcon Heights, r,4innesota:
(1) The council will consider the improvement of said street
in accordance with the report and the assessment of abutting
property for all or a portion of the cost of the improvement,
pursuant to M.S.A. Secs, 429.011 to 429.111 at an estimated
total cost of the .improvement of X5,050.
Hearing, (2) A public hearing shall be held on such proposed improve-

in the Village Hall, at 7:00 P.M., and the Clerk shall give
Sewer ordinances published notice of such hearing as required by law.
The proposed sewer ordinance providing for house connections
and other proposed sever ordinances were discussed and
referred to the Pillage Attorney.
Special Meeting, On motion by Shavor, seconded by Nilsen, it was voted to

Sanitary Sewer Following a report on preparation of a proposed assessment
Assessment roll in connection with Sanitary Sewer System Improvement No. 1,
the following resolution was introduced and moved by Trustee
Nilsen:
Resolution WHEREAS, by resolution passed by the Council on Tuesday,
July 25, 1957, the Village Clerk was directed to prepare a
proposed assessment for X620,000 of the cost of the Sanitary
Sewer System Improvement No. l; and
WHEREAS, the Clerk has notified the council that such proposed
assessment has been completed and filed in his office for
public inspection.
N~ THEREFORE, BE IT RESOLVES by the Village of Falcon Heights:
(1) A hearing shall be held on the 15th day of August in
the Village Hall at 7:00 P.Pd., to pass upon such proposed
assessment, and at such time and place the persons owning
the property affected by such improvement will be given an
opportunity to be heard with reference to such assessment .
(2) The Village Clerk is hereby directed to cause a notice
of the hearing on the proposed assessment to be published
once in the official newspaper at least two weeks prior to
the hearing, and he skh.].1 state in the notice the total cost
of the assessment.
Seconded by Shavor and said resolution adopted by a unanimous
vote.
Extra Order #2 Extra order No. 2 to Peter Lametti Construction Compar~r, dated
approved July 18, 1957, in the amount of ~7?.70 for locating Sanitary
Sewer Connection from Village Hall and Fire Station, was
submitted. Shavor moved that the Cb rk be authorized to
execute said Order for the Village. Seconded by Nilsen
and motion carried.
Installing sewer The Clerk reported receiving a phone call from ~2r. V4'.N. Brisley,
within 10 feet of of Grudem Company, asking that the Grudem Company be permitted
building at 1790 to have the sewer brought within 10 feet of the building at
Larpenteur,authorized 1790 Larpentesur. After discussion and on motion by Shavor,
seconded by Nilsen, the following resolution was adopted:
Resolution RESOLVED, that the Clerk be authorized to advise Rdr. Biisley
that at their own expense the council will permit them to
have the sewer brought within 10 feet of the said building,
all work to be inspected and approved for the Village by the
Resident Engineer „ and that they agree to pay all costs
in connection with the work and to pay the Village permit fee
when established by Ordinance, also to agree not to use the
sewer until authorized by the Council for any purpose.

County Street Village Engineer Ljungren reported on meeting of July 15,
Lighting plan 1957 on the County's plan for street lighting, and the
article in The Rose Tribune of July 25, 1957 in this
connection, was discussed.
Broken Boulevard Report was received from Frances Leyh, 180 regarding a
tree broken tree on the boulevard at Snelling Drive and Ruggles.
The matter 'ras referred to Trustee Nilsen to take up with
the Resident Engineer.

Compaction tests After discussion, 5havor moved that the Village Engineer,
ordered together with Mr. Steffes, prior to commencement of the
bituminous stabilizing operations be authorized to make
the necessary tests as directed by the Village Engineer
to determine the percentage of compaction obtained. Seconded
by Nilsen and motion carried.
Electrical Inspector Copy of letter to Stan Sayre from the State Board of Electricity
under date of July 18, 1957, certifying ~Ir. Sayre as a duly
qualified municipal electrical inspector for Falcon Heights
and certain other suburban municipalities.
Adjournment: On motion, the meeting adjourned at 11:55 P.M.
