SPECIAL MEETING, THURSDAY, AUGUST 1, 1957
Meeting called to order at 7:00 P.M., the following council members being present:
William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;
Clyde J. Stewart, Clerk. Absent: Willis Warkentien, Trustee. Also present:

Alley In connection with the work in the Alley, Block 1, Northome
Hearing Addition, it was reported that the affected property owners
recessed to wished to postpone the hearing further until they could
9-12-57 determine better how the improvement works out. Utecht moved
that the hearing be recessed until 7:00 P.M., Thursday,
September 12, 1957• Seconded by Nilsen and so ordered.
Variance Letter from the Shell Oil Company, dated July 22, 195?, relative
request, to their plans for building a wood rambler fence along the north
Shell Oil. and westerly property lines at 1lt07 best Larpenteur, with the
finished side of the fence toward their service station and
their request for variance from the building code in this connection,
was read. After discussion, and on nation by Shavor, seconded by
Utecht, the following resolution was adopted by a unanimous vote:
Resolution - 1N'HEREAS, the Council feels that the request of Shell
Oil Compat~r for a variance in the building code to permit the
finished side of the fence to face toward the service station
at 1107 West Larpenteur, does. not materially affect adversely
health, safety or general welfare, or public or private
Property.
NOW THEREFORE, BE IT RESOLVED, that the Village Council,
Village of Falcon Heights, grant the request of Shell Oil
Company to construct its fence in such a manner as set out in
the Co~apany's letter dated July 22, 1957, requesting said
variance.
Bank The .Village Treasurer reported that Sanitary Sewer Improvement No. 1
Transfer bills amounting to #17,157.62, had been paid with Village funds
~1?,157.62 not a part of 5'anitary Sewer Improvement No. 1 Fund, Construction
Account, now established at The First National Bank of Saint Paul
for payment. of such bills. The Treasurer asked that the Council
authorize the necessary bank transfer of the X17,157.62. Utecht
moved approval of the request, seconded by Shavor, and motion
carried unanimously.
Rocks on Letter of July 25, 1957 from the Gage Construction Company was
Autumn St., read, stating that they would remove all rocks placed on Prior
Falcon Wds and Autumn Avenues and that our Sanitary Sewer Engineers should
be so advised.
Sign - On motion by Shavor, seconded by Nilsen, it was voted to approve
Exchange the request of the Exchange Club of Midway St Paul for the placing
Club of of a sign regarding the meeting place and time of said Club, on
Midway the boulevard adjacent to the fence alongside of the Highway Building

Linda At 7125 P.M., the Mayor announced that arrangements had been made
Keyes by our Fire Department to recognize in an appropriate manner the
courageous action of Linda Keye, 4 year old daughter of Mr. and
Mrs. W. R. Keyel!<26 California Avenue West, for her part in
preventing a serious fire and tragedy at her home the night of
July !t, 1957• Fire Chief Grumke presented Linda with a suitable
badge and certificate, making her an honorary member of the Falcon
Heights Fire Department. Man3r of Linda's playmates and their
parents xere present. Also present xere the volunteer Firemen
in uniform. A photographer from KSTP TV and a representative of
The Rose Tribune xere present. A letter of thanks for the competent
manner in xhich the Falcon Heights Fire Department handled the
July 1i fire at their home xas read from Mr. and Mrs. W.R. Keye.
Fire Dept. Letter of July 28, 1957, from Mrs. Le Roy Davis, 1358 West California,
thanked by thanking the Fire Department for their promptness and courtesy in
Yrs. Davis .answering an emergency call at the Davis home the night of July 7,
1957, xas read.
Lord Salis- Building.Inspector Christensen presented an application for permit

sign "Just Good Food" sign, 1nc7, in front of the building at 1528

on motion by Shavor, seconded by Utecht.

Also present were Messrs. A. M. Steffes and E. C. Barney, of our
• Sanitary Sewer Engineers.
Mosquito Mr. Otto Bonestroo, member of the Governo~t's Advisory Committee on
Abatement Suburban Problems, and Mr. J. R. Sandve, Assistant.State Entomologist,
Program appeared before the Council in connection xith a proposed Mosquito
Abatement Program in five counties. Letter of July 23, 1957 from
the Seasdyof Ramsey County Commissioners, advising that the estimated
cost of a Mosquito Abatement Program in Hennepin, Ramsey, Washington,
Anoka and Dakota Counties xould be X606,000; that on the basis of 50¢
per capita, the levy permitted by lax, the five counties could raise
X575,528, of which Ramsey County's share xould be X177,666. The County
asked to be advised by resolution as to the thinking of Falcon Heights
regarding the Mosquito Abatement Program. After discussion, Shavor

introduced and moved adoption of the following resolution -
RESOLVED, that the Clerk be authorized to write to
the Board of Ramsey County Commissioners, advising them
that the Village Council, Village of Falcon Heights, hereby
goes on record as supporting the Mosquito Control Program
of the Minnesota Department of Agriculture,. and hereby
requests the Board of Ramsey County Commissioners to take
.appropriate steps to 3oin such an abatement program along
with the Boards of Hennepin, Washington, Anoka snd Dakota
Counties.
Seconded by Utecht aryl mss carried unanimously.
Mr. A.M. Steffes reported on an investigation of soil editions
on a number of Village streets by the Twin City Testing and
Engineering Laboratory, Inc., of St Paul, to determine the
suitability, as subgrade for roadway construction, of the soils
present. Streets investigated were: Arona, Larpenteur, Idaho,
California, Arona Avenue to Hamiine Avenue; and Idaho Avenue and
Iowa Avenue, from Snelling to Hamline. After discussion of
said conditions and on recommendation of Alr. Steffes, Mayor
Utecht moved that the engineer be authorized to negotiate
with the contractor tp place an additional foot of granular
material over that specified on Arona Avenue, Idaho Avenue
and California Avenue, where tests of the TRin City Testing
and Engineering Laboratory, Inc., indicate two feet of
granular material stabilised in .place will be required due
to condition of the .top soil; also to negotiate with the.
contractor to place 1,000 cubic yards of granular material
at the bid price of X1.20 per foot, or since this is extra
work, at not to exceed X1.50 per cubic yard. Seconded by
Nilsen and motion carried unanimously.

Underground Letter of July 29, 1957, by Mr. R. J. Luey, of the W. F.
storm sewer Stepnitz Agency, was read, requesting. assistance of the
behind Natl Fire Department in putting water pressure at the manhole
Tea. behind the Flameburger as a means of opening the drainage
system running from behind the National Tea Store out to
and south of Larpenteur. After discussion, Utecht moved
that the Clerk be authorised to inform the W.F. Stepnitz
Agency if they will assunee all responsibility for any damages
which may result from flooding, the Council will authorize
the Fire Department to try and open up the said drainage
system with water pressure. Seconded by Stewart and motion
carried unanimously.
