REGULAR MEETING, THURSDAY, AUGUST 8, 1957
Meeting called to order at 7:30 P.M., the folloxing council members being present:
William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;
Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Also present: William E.
Olsen, Treasurer. Bernard P. Friel, Attorney.
Minutes of Special meeting, August 1, 1957, approved as subanitted,
Cloutier Copy of a letter dated July 29, 1957, from the Mutual Service
Accident Casualty Company xas .read xith reference to the Cloutier
accident involving our police squad car. On motion by Shavor,
seconded by Utecht, the matter xas referred back to the Village
Attorney for further action.
Richard N. Franke Letter from Richard N. Franke, dated August 7, 1957, xas
re boulevard read relative to a hole in his boulevard at 1375 West Iowa,
hole xhich he said was caused by caving in after the serer xas
installed in the street and.. that the hole created a hazard.
Utecht moved that the letter be referred to the Sewer Contractor
xith copy to the Village Attorney. Seconded by Stewart and motion
carried unanimously.
K.M. Clark Letter of August 6, 1957 from the K.M. Clark Engineering Company,
Engineering of Minnesapolis, xas read relative to engineering services xhich
Company they are prepared tp furnish municipalities.
Sewer progress Our Sanitary Serer Engineers' letter of August 5, enclosing
report a progress report for the reek ending August 2, 1957, xas
read and the report studied. The report showed the area
connected. to the St Paul system. The report also indicated
house connections could be made to the .sewer in-the street
in the Northome area xhich had received a final inspection by
the engineers.
Reqn. #125 - covering postage stamps, 2Lt receipt books and 100 ledger sheets
Treas. needed by the Treasurer, xas approved on motion by Stewart,
seconded by Utecht.
Charles F. Letter from Charles F. Schrantz, dated August !~, 1957 xas read,
Schrantz relative to his plans for completing a 6 ft. 6 in. high screen
variance fence along the south side of his property at 1lt62 Craxford
Request Street, from the rest lot line to his garage, and his request
for a variance prom the building code in this connection.
After discussion and on motion by Utecht, seconded by Stewart,
the folloxing resolution xas adopted by a unanimous vote:
Resolution - WHEREAS, the Council feels that the request of Charles F. Schrantz
for a variance to the building code to permit the completion of
a screen fence 6 feet and 6 inches in height along the south side
of his property at 1162 Craxford Street, from the rest lot line
to his garage, does not materially affect adversely health, safety
or general xelfare, or public or private property.

Charles F. NOW THEREFORE, BE IT RESOLVED, that the Village Council, Village
Schrantz of Faleon Heights, grant the request of Charles F. Schrantz to
variance construct said fence at a height and in such manner as described
request in his letter dated August !t, 1957, requesting said variance.
Reported Letter dated August 5s 1957, was read from A.E. Gerald, 1lt78
damage West Idaho, relative to damage to his-drive when seller was
to drive installed in the street with request that the contractor be
by A.E.Gerald required to make suitable repairs. Utecht moved that the
matter be referred to Trustee Nilsen for investigation and
report. Seconded by Stewart and motion carried.
Elizabeth L. The matter of appointing a Deput~Village Treasurer to receive pre-
Steirnrall payments off Sanitary Surer System Improvement No. 1 assessments
appointed prior to certification of same to the County Auditor, was discussed.
Deputy Village On motion by Utecht, seconded by Stewart, the following resolution
Treasurer was adopted by a unanimous vote:
Resolution RESOLVED,~~t that appointment of Mrs. Elizabeth L. Steinwall
as Deputy Village Treasurer by Treasurer William E. Olsen, is
hereby approved, the employment of the said deputy Village
treasurer to be for the period August 15, 1957 to October 1,
1957, subject to the furnishing of a bond in the amount of
~%016~'a -$Q~A6~; and that the deputy Village treasurer's compensation
shall be determined by the Council.
Property south Letter from Ora C. Wood, 1525 W. Idaho Avenue, was read regarding
of Larpenteur the condition of the property to the north of their residence
along Arona and along Arona with request that-the owners cut the weeds, oil
and make other improvements as agreed to. After discussion,
Ora C. Wood and on motion by Shavor, seconded by Utecht, the Clerk was
complaint instructed to write a letter to Mr. Joseph Cohen, Northome
. Shopping Center, Inc., owner of the property, explaining our
agreement with Donald Julen, manager of the property, relating
to its maintenance and advising that the following improvements
as agreed to have not been accomplished to date:
1. Regrade borders beyond parking area and surface with black
dirt and plant to grass. (2) Revise grade on south side of
buffer zone to direct water away from the adjoining lots. (3)
Screen plant along Aroxaa. (It) Oil parking surface to eliminate
dust. (5) Eliminate weeds and keep grass cut.
Also to state in the letter to Mr. Cohen that since these
improvements as agreed to are long overdue, the Council rquests
they be accomplished by September 15, 1957 or it will be necessary
for the Council to invoke the Village ordinance which would prohibit
employee parking behind the business area. Copies of the letter
to be sent to Mr. Ora C. Wood and Mr. Albert Helbig.
M.G.I. License issued to the North Western Heating Engineers, Inc., of St Pahl,
No. 102 was approved on motion by Utecht, seconded by Warkentien.
Extra Order #3 Extra Order #3 to Peter Lametti Construction Co., dated July 31,
1957, in the amount of $83.73 for replacing sewer connection on
Hemline Avenue dust north of Iowa that was in line with main line
being laid on Hemline, was considered. Nilsen moved that the
Clerk b® authorized to execute said Order for the Village. Seconded
by Shavor and motion carried unanimously.

Mosquitoes- The Mayor reported receiving complaints regarding mosquitoes
drainage from the drainage area at Idaho and Snelling and danger of
area infections, suggesting that a low cost mixture of DDT and
three gallons of fuel oil as reco~nended by an etomologist
would cover the drainage pond effectively against mosquitoes.
Trustee Shavor will request the Fire Department to handle.
Ordinance No.ltlt After discussion, Shavor moved adoption of Ordinance No. !~l~,
AN~ORDINANCE REGULATING PLUMBING, REQUIRING A PERMIT FOR
PLUMBING WORK, ESTABLISHING MINIMUM PLUMBING STANDARDS, AND.
PROVIDING A PENALTY FOR THE VIOLATION THEREOF. Seconded by
Rarkentien and the following vote taken and recorded:

OR INSTALLING PLUMBING AND PROVIDING A PENALTY FOR THE VIOLATION

Ordinance No. !t6 After discussion, Warkentien moved adoption of Ordinance No. l:6,
AN ORDINANCE REGULATING THE OPERATION OF THE MUNICIPAL SANITARY
SEYPER SYSTEM: REQUIRING CONNECTIONS TO ~ MADE TO THE MUNICIPAL
SANITARY SEINER, SYSTEM, ESTABLISHING REGULATIONS AS TO TYPES AND
KINDS OF WASTES THAT MAY BE DISPOSED OF BY THE USE OF THE MUNI-
CIPAL SANITARY SEiIPER SYSTEM: PROHIBITING THE DISCHARGE OF ANY
TYPE OR KIND OF SURFACE WATERS INTO THE MUNICIPAL SANITARY SEWER
SYSTEM AND PRESCRIBING RATES AND CHARGES FOR DISPOSAL SERVICES.
Seconded by Stewart and the following vote taken and recorded:
Adopted - Ayes: Utecht, Shavor, Nilsen, Warkentien, Stewart
Nays: None

Ordinance No. !t7 After discussion,,Shavor moved adoption of Ordinance No. 1t7,
AN ORDINANCE REGULATING CONNECTIONS Ta THE MUNICIPAL SANITARY
SEINER SYSTEM, LICENSING SEYFER INSTALLERS, PRESCRIBING CERTAIN
MATERIALS AND METHODS TO BE USED FOR SAID CONNECTIONS AND
PRESCRIBING PENALTIES FOR THE VIOLATION OF SAME. Seconded by
Nilsen and the following vote taken and recorded:
Adopted - Ayes: Utecht, Shavor, Nilsen, Warkentien, Stewart
Nays: None
The Mayor declared Ordinance No. 47 duly adopted and ordered
publication of same.

Fireman Schultz Letter was read from Fire Chief Grumke, reporting that
on sick leave Firemen B. J. Slama axed D. Schoen are working an emergency
sick leave watch schedule every other day, account Fireman
Stanley Schultz on sick leave due to a throat infection.
Plumbing Inspector On motion by Shavor, seconded by Utecht, the appointment of
appointed Ernest J. Bossard as Village Plumbing Inspector was approved
by a unanimous vote.
Sanitary Sewer Stewart moved that Trustee Shavor be authorized to secure
forms the necessary sanitary seller application permit and record
forms. Seconded by Utecht and motion carried.
Application for Utecht moo®d that the Clerk be authorized to secure a
license and supply of forms covering application for sewer installer's
licensing forms license. and forms for licensing sewer installers. Seconded
by Warkentien and motion carried unanimously.
Deputy Village The need for appointing a Deputy Village Clerk with office
Clerk appointed- facilities at the Village Hall on a temporary basis to receive
Yrs. Ethel White and record requests for sewer connection, sewer permits
and installation, to issue permits, handle phone calls and
such other clerical work as required, was discussed. On motion
by Shavor, seconded by Warkentien, the following resolution
was passed by a unanimous vote:
Resolution - RESOLVED, that the appointment of Mrs. Ethel White as Deputy
Village Clerk by Clerk Clyde J, Stewart, on a temporary basis
not to exceed three months, at a rate of X1.25 per hour,
working hours to be from 8:00 A.M. to 12 Noon and from 1200 P.Y.
to 11:30 P.M., Monday through Friday, and from 8:00 A.Y. to
12 Noon on Saturdays,
Street lights The matter of County street lights within the Village area
on County roads was discussed. Trustee Nilsen will ask the County for a
list of such County street lights and where located.
