Shavor, Trustee; Harold C. Nilsen, Trustee; Willis Warkentien, Trustee; Clyde J. Sterwart, Clerk. Also present: William E. r Olsen, Treasurer; Frank N. Graham, Attorney. Hearing - Minutes of August 8, 1957 xere ordered corrected to show on Curbing page 885 the amount of the Deputy Village Treasurer's bond Improvement to be $10,000. instead of ffi25,000. The said minutes xere then approved as corrected. The minutes of August 15, 1957 xere approved as submitted. The Mayor declared the hearing open at 7:12 P.M., stating it xas being held to consider the making of an improvement on the North Side of Hoyt Avenue betNreen the Easterly line of Lot 10, Hlock 9, Northome Second Addition, and the Westerly line of Pascal Avenue, by the installation of curbing in accord xith the notice published in The Rose Tribune. Engineer's V. L. L~ungren, Village Engineer, reported that the engineer's Report preliminary estimate indicates an approximate estimate of l~3.85 per front foot of assessable property for the construction of the proposed curbing improvement, including concrete curb xithout gutter, a-catch basin and street repairs resulting . from the curb construction. Total cost of the improvement xas estimated at $3,650.00. • H. N. Gammell, appeared do be the only petitioning property owner present. 1535 W. Hoyt The matter xas discussed xith Mr. Gammell xho indicated he xas not authorized to speak for the other property oeners concerned. Hearing Shavor moved that the hearing be continued to September 12, Continued 1957, and that the Clerk publishthe figures in The Rose Tribune in order to publicise the amount of the assessment. Seconded by Nilsen and motion carried unanimously. L. Rosner, inquired and xas advised as to procedure for prepaying his 1362 W. Larpenteur sanitary sewer assessment on or before September 16, 1957 and regarding payment of assessment subsequent to that date xith interest. Mr. Rosner raised the point that his assessment did not include street resurfacing as xas being done on Iowa and Idaho Avenues. This and the proposed xidening of Larpenteur Avenue x@pediscussed xath Mr. Rosner. L. W. Lewis, Mr. Lewis inquired as to making house connection to the 135h W. Idaho sewer in the street. He xas informed that his area had been approved for such connections and xas also informed as to the procedure. Sewer Assessment, Messrs. S.E. Anderson, 1930 Autumn and R.H. Rust, 1922 lots, Falcon Wds. Autumn, xere informed that the sexer assessments on pie-shaped Addition lots. in the Falcon Woods Addition xere figured in accord xith assessment roll practices folloxed in the City of Saint Paul. X94 Stabilization of Engineer L~ungren's letter of August 22, 1957 was read relative Falcon 1Noods Add'n. to the findings of our Sanitary Sewer Engineer's and the Twin Streets City Testing Company that the materials placed on Falcon Woods Addition streets were suitable for stabilization, also check and inspection of these streets by the Village Engineer, showing the materials to be unsuitable to receive bituminous stabilization. The letter also stated that Mr. Gage, the developer, had contacted the Ray Sina Construction Company and Jay W. Craig, bituminous contractors, who informed Mr. Gage that the materials in the streets were not of such caliber that they would consider stabilizing said streets. Based on his findings, Engineer L~ungren recommended that the material in the top !t inches of the streets be removed and replaced with ', a more suitable material. Gage asked to After discussion, Stewart moved that the Village Engineer be resurface streets authorized to inform Mr. Gage in writing that it has been per Village definitely determined that the Sewer Contractor has completed requirements axxi met his obligations in relationship to street resurfacing in Falcon Woods Addition, and it is therefore Mr. Gage's responsibility to resurface the streets in accordance with Village requirements and to proceed immediately so that the work will be completed no later than the 15th of September, 1957. Seconded by Utecht and motion carried unanimously. Falcon Woods Report was received that there are manytrees in addition Add'n. boulevard to whams there should be on boulevards in the Falcon Woods ,~ trees Addition. The council discussed the matter with Mr. Otto • Bonestroo who was present. It was then agreed that Trustee Nilsen should ask Idr. Parker Anderson, forestry expert, to check into the matter and submit a recommendation. Ponding area, Drainage and other matters pertaining to the ponding area Idaho & Snelling at Idaho and Snelling Avenues, were discussed with Mr. J.E. Garske and A. Carl Kaechele, representing the coffinittee appointed at the July 18, 1957 meeting. On the .basis of Messrs. Garske's and Kaechele's recommendation, Nilsen moved that our Village Engineer be requested to consult with Mr. Steffen regarding the possibilities and ultimate plans for draining the ponding area into the Saint Paul storm sewer when it is installed, with the view of exploring a controlled gravity system, and that a written report be obtained from Mr. Steffen regarding details of this arrangement previously discussed with the City of Saint Paul. Seconded by Stewart and motion carried unanimously. Larpenteur Avenue Engineer L~ungren reported that the County hopes to have storm sewer itn proposed storm sewer on Larpenteur completed to Snelling Avenue by 1958 or 1959. An over-all study of drainage problems in the Vila ge was Suggested by l~r. L~ungren. It was agreed he should ask the County for something in writing regarding the County's storm sewer plans. Culverts needed Mr. Steffen' letter of August 22, 1957 was read with regard on west side of to review of drainage conditions on west side of Hamline Avenue Hamline from alley from the alley south of Larpen tear to the catch basin at Hoyt south of Larpenteur and Iawa and his recommendation that culvert replacements be to catch basin at ordered and installed at locations as listed in his letter Hoyt and Iowa. Removal of rocks, .Mrs. Steffes' letter of August 22, 1957 xas read relative Snelling Service to removal of large rocks xhich became a problem xhen drives stabilized, backfilling started, also reporting that the zest Snelling FA-2 or FA-4 type service drives have been stabilized and surfaced, and east coverage over large Snelling drives have been from Larpenteur to Hoyt, and rocks in Ioxa Ave. recommending Minnesota Highxay Department aggregate of the FA-2 or FA-!t type for coverage over large rocks embedded in Ioxa Avenue from Arona to Hemline, brooming the aggregate over the street surface and following xith a steel flat tired roller. Shavor moved approval for use of FA-2 or FA-!t type on_Iowa Avenue as stated in the letter. Seconded by Nilsen and motion carried unanimously. Street resurfacing It xas agreed to ask Mr. Steffes to meet the council at inspection by the Village Hall at 6:00 P.M., Monday, August 26, 1957, Council for the purpose of making an inspection of street resurfacing conditions in the Village to date. Installation Copy of Mr. Steffes' letter to the resident engineer of Street Stubs relative to the installation of street/ stubs at distances from the property line so as to clear a surfaced streets, xas read and discussed. Instructions to Utecht moved that all surer installers be instructed that Barret Installers the only time that sexer installation equipment of any type be alloxed to operate in the center 32 feet of the street (16 feet on either side of the canter line) is while that equipment is being moved from one location to another, anti in the event that it is necessary to turn the equipment around, no pivoting or skidding of xheels is permitted. Sewer Installer's Approval of the issuance of Sewer Installer's License No. 1, License No. 1 to Ken Schurhamer, of K & S Sanitation Service, St Paul, xas voted on motion by Warkentien, seconded by Utecht. Extra Order No. !~ Extra Order No. 4, dated August 13, 1957, to the Peter Lametti to Sewer Contractor Construction Company for removing one additional foot of top surface from the streets as listed therein and replacing with granular material meeting the specification requirements, a total estimated extra of x].,500., xas considered. On motion by Utecht, seconded by Warkentien, it xas voted unanimously to authorize Extra Order No. It. State aid highway Letter of August 15, 195T from the Board~of-8a~eyCaunt~ designation by Connefssioners relative to the Board designating State aid County Board highways sub3ect to the approval of the Commissioner of High- xays, and the required concurrences of Cities and Villages in this connection, xas read and discussed. Shavor moved that the matter be referred to the Village Engineer for recommendation. Utecht seconded and motion carried unanimously. 896 Requisition covering office supplies needed by Clerk was approved on motion No. 127 by Utecht, seconded by Warkentien. Ramsey County Copy of Attorney Graham's letter of August lb, reporting on Governmental legislation providing for the appointment by the County Board Study of a Governmental Study Commission consisting of about t~2 Commission members, was read. The letter stated the Commission is directed to conduct a complete investigation into the land use programs, the boundary, organization and functions of the several municipal subdivisions, municipal corporations and school districts in the County and to conduct hearings, investigate facts and law for the purpose of advising the County Board and the legislature concerning the developments of the governmental structure, the providing of governmental services and the organization of municipal subdivisions within the County. The Commission is directed to make its report to the County Board and to the legislature on or before January 1, 1959, including recommendations for action to be taken by the County Board and .the legislature and drafts of recommended legislation. It was further stated that the law provides that the Ramsey County Board shall appoint the Commission and that it shall include one from the Village Council of each Village in the County, and that the Falcon Heights Village Council is asked to nominate one member of the Council for membership on the Commission. Trustee After discussion, Nilsen moved that Trustee Shavor be apmimated Shavor for appointment to the Ramsey County Governmental Study Commission nominated and that the Cler k write a letter to the Board of Ramsey County Commissioners, advising the Board of said nomination. Seconded by Warkentien and motion carried unanimously. Sanitary Copy of the attorney's letter of August 22, 1957 to Land Commissioner, Sewer St Paul, was read, relating to adoption of special assessment for Assessment- Sanitary Sewer System Improvement No. 1, a portion of which is a Barthel lien upon Lot 15, Block 1 of Barthel Villas which has apparently Villas lot been forfeited to the State of Minnesota for taxes. X88,000 payment Ordinance No. 10829 of the City of Saint Paul, approved September for connecting 11t, 1956, granting permission to the Village of Falcon Heights Village sanitary to connect to their public sewer system to the City of Saint Paul sewer to St Paul system provided in Section 2 thereof that the Village should pay system. to the City of Saint Paul on or before September 1, 1957, the sum of X88,000. On motion by Utecht, seconded by Warkentien, it was voted unanimously to authorize said payment. - Fuel oil In connection with fuel oil requirements at the Village Hall and bide, 1957-58 Fire Station for the 1957-58 heating season, i~ letters bidding season on same were received from taro oil companies, one from The Pure Oil Company, quoting a price of .129¢ per gallon on No. 2 fuel oil delivered on a keep-fill basis, and one from Thorne Coal & Oil Company, quoting .118¢ per gallon for No. 2 fuel oil delivered on a keep-fill basis. Utechtmoved approval of the low bid submitted by Thorne Coal & Oil Company. Seconded by Warkentien and motion carried. unanimously. ~9~ Minors, Flaherty Warkentien reported that automatic pin setting machines Lanes - Repaint had been installed at Flaherty Lanes ao as to meet the cross xalk complaint about employing minors, and that the Police Commissioner recommended dropping of the complaint in this connection. Warkentien also reported on the need for repainting of the cross Walk in the business area, which was ordered done. County to Engineer L~ungren reported that the County would start start oiling s~reeping, oiling and sanding the improved alleys the & sanding following week. He also discussed drainage conditions alleys at Tatum and Roselawn, and a report that had been prepared by Carley Engineering in this connection. Vacations - Fire Chief Grumke's la tter of August 21 was read relative Firemen to Fireman B.J. Slams taking his vacation the first two weeks in September. Also Fireman Schultz' request for accumulating vacation time in vier of Mrs. Schultz' illness or continue working with vacation pay allowance. After discussion, ~arkentien moved that in view of the illness of Mrs. Schultz and the exceptional circumstances surrounding the request, the Village would pay Fireman Schultz for his vacation and allow him to work this year, it being understood that this action of the Council is not in any way to be considered a precedent, but is due entirely to the particular circumstances of this case. Seconded by Nilsen and carried unanimously, PERA members to The Clerk summarized a circular letter received from vote on question the State Commissioner of Administration relative to of Social Security the referendum of the m®mbe rs of the Publie Employees coverage Retirement Association to be conducted on the question of Social Security coverage. Distribution of Engineer L3ungren reported on the distribution of high:ray users highway users funds to municipalities under and over funds 5000 population.
