REGULAR MEETING, THURSDAY, SEPTEMBER 12, 1957
Meeting called to order at 7:00 P.M., the following council members being present:
William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;
Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Also present: William E.
Olsen, Treasurer; Frank N. Graham, Attorney.
Minutes of August 22, 1957 were ordered approved as submitted.
Hearing, The hearing to consider the making of an improvement on the North
Curbing Side of Hoyt Avenue between the Easterly line of Lot 10, ffi.ock 9,
Improvement, Northome Second Addition, and the Westerly line of Pascal Avenue,
resumed was resumed as provided for in the minutes of August 22, 1957.
Mylon J. Sheehan, Letter of September 12, 1957 from Mr. Sheehan was read, stating
1503 W. Hoyt Ave. that he ob3ected to the proposed curbing improvement because of
the excessive cost, and that he wished to be represented in the
matter by Mr, Paul Coppini.
Paul Coppini Mr. Coppini said he wanted the curb but wanted to know more about
1507 W. Hoyt the cost. Engineer L3ungren who was. present, gave a break-down
of the estimated cost of X3.85 per front foot with respect to
the concrede curb without gutter, catch basin and street repairs,
estimating the total cost of the improvement at X3,650.00.
R.J. Pugleasa, stated he did not think the petitioners should pay for street
1523 W. Hoyt repairs, and that he did not want the curb at X3.85 per front
foot. This lead to a discussion of similar improvements
previously petitioned for and assessed to benefited properties
and how. street repairs were included in the assessment. The
.matter of asking the City of St Paul to do the necessary street
work was discussed, and some of the petitioners indicated their
willingness to wait another year for the curbing improvemen t.
Hearing No one else wishing to be heard, Utecht moved that the hearing
recessed until be recessed until 7:00 P.M., September 26, 1957, with the understand-
? PM, Sept.26. ing that the engineer contact the City of Saint Paul in the meantime
to determine if that City will do the repair work necessary for
the said curbing installation, the work to be done early in 1958.

Alley Hearing The hearing was resumed at 7:50 F.M. In connection with the
recessed until proposed work ~ be done on the alley in Block 1, Northome
7 P.M., Sept. 26 Addition, Mr. Ringus and other property owners on the alley who
were present, were informed by Engineer Steffes that the
contractor, Jay W. Craig Company, should lx able to get in and
work on the alley the following week. On motion by Shavor,
seconded by Nilsen, it was. noted to recess the hearing until
7 P.M., September 26, 1957.
Merlin A. appeared before the council and discussed with Mr. Steffes
Ahlberg, their complaints regarding digging up of the boulevard,

it was moved by Utecht, seconded by Nilsen, that the ditch along
the west side of Hemline Avenue from the end of the present culvert

Bus Stops, After a discussion of the matter of bus stops along Hemline
Hemline Ave. Avenue, Nilsen moved that the matter of bus stops along Hemline
Avenue on the Falcon Heights side be referred to Police Commissioner
Arndt for investigation and report. Seconded by Warkentien and
motion carried unanimously.
Close ditch On recommendation of the engineer, Utecht moved to close the ditch
west side Hemline, along the west side of Hemline Avenue by the installation of an
install culvert 18-inch corrugated metal culvert from the end of the present culvert
at California Avenue to the alley south of Larpenteur, with install-
. ation of two catch basins and backfilling over the pipe, at an
estimated cost of ~~t5l~.00.
J.V. Lee, complained about the condition of his driveway and black dirt
18?~0 W. Larpenteur that. was hauled away by the sewer contractor, also said the
culvert at this address should be fixed this fall. Mr. Steffes
asked Mr. Lee to report these matters to the resident engineer,
Mr. Bentley, for inspection and handling.
Ralph H. Fulbright said they would not be able to get out of the mud if man holes
1610 Maple Knoll Dr, along Snelling were not installed, He was informed by Mr. Steffes
the street would be replaced and that it calls for one foot of
gravel. Mr. Steffes said it is not intended to replace the street
surface this fall but the streets will be re-oiled.
Truman Nodland, Letter from Truman Nodland was read complaining about the surer
17119 N. Fairview contractor removing taro to three felt of black dirt from in
front of his property which, he said, was replaced with sand
and gravel and less than two inches of black dirt. The matter-
was referred to Mr. Steffes.
Falcon Heights Letter of September 12, 195? from the Falcon Heights Congregational
Congregational Church Snlding Committee was read, requesting permission to move
Church Building the exising parsonage from its present location to Lot 22, Block
Committee 1, Barthel Villas. Mr. R. L. Johnson and Mr. L. H. Winfrey, members
request of the committee, spoke in behalf of the request. On advice of
the attorney that the council could make a determination that
granting of the permit for this particular lot does not interfere
with the natural drainage, Warkentien moved that the building
inspector be authorized to issue the necessary building permit.
Seconded by Utecht and motion carried unanimously. Prior to
the council's action letter was also read from En~ggineer Ljungren,
dated September 12, .957, stating in connection~~~,fie lot purchased
for the parsonage site that "Field inspection of this area revealed
that this should not have too much effect upon the drainage.."
Work Order - On motion by Nilsen, seconded by liarkentien, it was voted unanimously
Patch and seal to place work order with the County for patching and sealing alleys
Hollywood in the Hollywood Court Addition.

Engr's. report on Letter of September 10, 195?, from Mr. Steffes relative
inspection of to an inspection of the streets in which the sanitary
streets where sewer sewer and house stubs have been completed, was read.

Batley, the resident engineer, and Mr. Steffes, giving
their conclusions regarding the surfacing of said streets.
So that each member of the council and the Village Engineer
might have a copy of the letter, it was agreed to have
thtrmofax copies. made.
The engineer's recommendation to remove 6 inches of the
Engineer's top material on .Asbury between Garden and Ruggles to
recommendations permit of immediate oil stabilization, also his
recommendation that those streets not presently in
condition for surfacing this fall, be oiled with an
application of 0.10 to 0.15 gallons per sq. yd of It~C~
to act as a binder for the surface of the 12 inches of
granular material $$~a~ced~on these streets and that the
oil stabilization'be c~`e~ayed until the spring of 1958,
were discussed.
Recon~nendations Utecht moved ~pp~oval of the recommendations made in

by Stewart and motion carried unanimously.
Proposed drainage of Village Engineer L3ungren's letter of September 12
pond area, Snelling was read, reporting on information from the City of
and Idaho St Paul regarding the proposed construction of the
Hoyt Avenue storm sewer the plans for which he said
were in a very preliminary stage. Mr. L3ungren
stated the City of St Paul Engineer office informed
him that their preliminary plans indicate the man hole
at Snelling Drive and Hoyt will be at an elevation of
943.1, the elevation of Snelling Drive .opposite the
ponding area, 9l~0.0 and elevation of the low part of
said area, 935, making; a lift of approximately 8 feet
to get into the City manhole. The City, Mr. L~ungren
said, pointed out that their elevations and grades
are only tentative and may be changed when final
construction plans are prepared. The letter resulted
in considerable discussion of the matter.
Proposed storm sewer Engineer L3ungren's letter_of September 12, 195? was
construction along read in this connection, stating that the County
Larpenteur Avenue Engineer's office has included in their 1958 construction
budget enough money to reconstruct Larpenteur Avenue
from Fernwood to Snelling, including X25,000 in the
budget for construction of a pumping station in Gottfried
pit. He said construction of a pumping station is
estimated to cost l~50,000, and that about half of this
cost would be split between Roseville and Falcon Heights
based on the amount of storm water from each Village.
It was agreed to make thermofax copies of the letter
for each council member.

Surfacing Falcon Mr. Ljungren's letter of September 12, 1957 Was read,
Woods Addition relative to progress of the Work in connection With
streets Mr. Gage's efforts to surface the streets as required
in the Falcon Woods Addition. Preparations, he said,
were being made by the contractor for applying the
asphalt, but because of the rain the oiling would be
delayed.
Mail box locations Letter of September 12, 1957 from Engineer Ljungren Was
& delivery service read, reporting on information secured from the Falcon
Heights post office and the Downtown post office. regarding
mail box locations With reference to the street. The
Clerk also reported that in contacting the St Faul post
office he was informed that the council may file a
request for house or front door delivery service end
that the post office will check and advise if this can
be done.. Utecht moved that the Clerk be authorized
to Write the St Paul Post Office, requesting front door
delivery service on Tatum Street and Fairview Avenue.
Seconded by Warkentien and motion carried unanimously.
Garden & Rosela~rm Engineer Ljungren reported that Garden and Roselawn
Avenues not State Avenues were eliminated as State aid roads, but will
aid roads continue to be maintained by the County from the
County's road and bridge fund.
Permit for On motion by Utecht, seconded by Stewart, application
Pure Oil Co. of the Pure Oil Company to put up an iron and plastic

Larpenteur, was approved.
Payment to Fireman Letter of September ll, 1957 from Fire Chief Grumke was

the Fire Chief's recommendation and that Firemen Donald W.
Schoen and B. J, Slama be paid the difference between what
they received for sick leave time worked on August 6 and
August 8, 1957 and the approved. cornp~sation basis for
sick time. Seconded by Warkentien and motion carried
unanimously.
Fire Engineering Subscription to Fire Engineering magazine for Fire Chief
magazine Grumke through October 1958, at a cost of X3.50, was
authorized en motion by Warkentien, seconded by Nilsen.
PERA contribution Letter Was read from the County Auditor, dated September 6,
in 1957 tax levy 1957, stating that the 1957 levy should include a levy
for the Village's contribution for the Public Employees'
Retirement Fund, also for OASI if PERA members decide to
be covered by OASI. The Clerk was asked to refer the
letter to Treasurer Olsen.
Cloutier Accident The Attorney's letter of September 9, 19$7, was read,
settlemen reporting that the Mutual Service Casualty Company
to settle the matter Would pay a maximum of ~1 50 to
the Village. After discussion, Utecht moved that

Cloutier the ~i50 settlement offer be accepted and that the form
Accident of Release be executed on behalf of the Village. Nilsen
settlement seconded and motion carried unanimously.

Regn. #128 for steel case service unit, 1000 printed envelopes,
Clerk postage stamps, etc,, was approved on motion by Utecht,
seconded by Warkentien.
Reqn. #129 for disinfectant, sweeping compound, wiping rags, postage
Fire Dept. stamps and other supplies, was approved on motion by Nilsen,
seconded by Shavor.
Loading of The Clerk read a letter which he had written to Per. William
children on V. Chenoweth, Ramsey County Traffic Engineer, under date
school buses of September 7, 195?, requesting that the County install
on the south side of Ruggles Avenue at about the position
of each back stop, two no parking signs, reading "No Parking,
2:00 P.M. to 3:00 P.M., this in connection with the loading
of children on school buses. On motion by Warkentien,
seconded by Nilsen, the request as stated in the Clerk's
letter was approved.
Boy Scout Troop
#239 permitted Letter from John Rysgaard, Scout Master, requesting
to use Village permission to use the Village Hall Monday evenings
Hall, Mondays between b:30 P.M. and 8:15 P.M. for conducting Scout
Troop #239 meetings and for storing flags and stands
used in connection with such meetings, Mr. Rysgaard
explaining that this arrangement is desired until
facilities for the Troop are again available at the
Falcon Heights School. Utecht moved that said permission
be authorized. Seconded by Warkentien and so ordered.
Property on west Copy of letter dated August 30, 1957 from the W.F.Stepnitz
side of Arona Agency to Lametti & Son, Contractors, was read relative
between Larpenteur to the Lametti Company not complying with their request
and Idaho to repair damage to the grass and grounds when they moved
.their equipment onto the land without permission.
H.P.Bruncke letter Letter of August 28, 1957 from Mr. Bruncke was read
re annual sewage relative to annual sewage rental charges based on the
rental size of the water meter, and consideration he wished
on said charge in changing to a 3f4 inch meter. The
Clerk was instructed to advise Mr. Bruncke to take the
matter up with the City of Saint Paul Water Department.
Cigarette license- Application for cigarette license was received from
Lord Salisbury Donald ~:. Shields, of the Lord Salisbury Shoppe, 1526
Shoppe W. Larpen tour, together with check for #10.00 covering
prorated license fee to July 1, 1958, and same was
approved on motion by Warkentien, seconded by Utecht.
Sewer Installers' On motion by Warkentien, seconded by Utecht, the
licenses following licenses issued to seller installers were
approved:

Unpaid surer V~arkentien moved that the Clerk be authorized to take the
assessments necessary steps to certify to the County Auditor of Ramsey
to be certified County all unpaid sanitary sealer assessments as soon as
to Co. Auditor possible after September 16, 1957. Seconded by Nilsen and
motion carried unanimously.
