Members present: Mayor Gehrz, Council members Kuettel, Harris, Lindstrom and Talbot, Administrator Miller, Assistant City Administrator/Deputy Clerk Kreuser, City Engineer Bloom.
Mayor Gehrz started the workshop at 6:30 p.m.
1. Draft Assessment Manual Discussion
Administrator Miller began by stating the attempt was to make the manual easier to read and shorten it in an effort to make it more easily understood. He added that staff had a few
struggles, namely on how to assess private streets. He also stated that the Assessment Policy would be termed as a manual rather than a policy, at the suggestion of the City Attorney.
The council read through the draft, prepared by Administrator Miller, and had discussion on several items. They were: the deferment policy on loans, a potential streetlight policy for
future use, the possibility of a utility bill add-on for future streetlight needs, and they saw an example of the math on the storm sewer assessment for the three types of properties
– residential, multi-unit residential, and commercial.
The council agreed to make it a goal for 2008 to create a streetlight policy, with regards to funding, assessments, and types.
The council instructed Administrator Miller to reevaluate the formula used to determine how much each type of property pays for storm sewer assessments. The council wanted to see tax-exempt
as a separate classification of property, and Administrator Miller will work on that.
Administrator Miller stated the manual would be brought before the council at a public hearing, which will be publicized.
The council also discussed the polling location for precinct two following the assessment item. Assistant City Administrator/Deputy Clerk Kreuser explained that Falcon Heights Elementary
notified the City earlier this week that they are seeing increased enrollment, and hosting of the election is beginning to be a burden. The Council discussed the possibilities for other
locations, namely the FHUCC, and agreed to send a letter to Principal Charest, urging him to reconsider.
The workshop ended at 7:50 p.m.
