Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee; Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Also present: William E. Olsen, Treasurer;-Frank N. Graham, Attorney. Minutes of Special Meeting, November 7, 1957, Aare ordered approved as submitted. Sewer Installers' issued to Wallace H. Johnson Plumbing, of Minneapolis, and Licenses #8 & #9 Crogness Construction Company, of Minneapolis, respectively, were approved on motion by Stewart, seconded by Shavor. Master Plumber's issued to Francis T. Wagner, 1125 W. County Road B.,~St Paul, License #7 approved on motion by Nilsen, seconded by Shavor. Water Agreement, On motion by Nilsen, seconded by Warkentien, the Clerk Farmers Union was authorised to write the Farmera Union Grain Terminal Association that the Village desires to renew for a further period of one year the agreement between the Farmers Union Grain Terminal Association and the Village for the water extension from GTA property to the Village Hall; and further, that the Mayor and Clerk be authorized to execute said agreement for the Village subject to approval by the Village Attorney. James Boyd, The Clerk stated that the Village Plumbing Inspector reported 1788 N. Albert h® had informed Mr. Boyd to discontinue running water from an electric appliance onto his driveway, but that recently .when house connection wad made to the sewer at this address that Mr. Boyd was asked again but failed to have the matter taken care of. Agreed that Trustee Warkentien should call on Mr. Boyd in this connection. 1 1 ffi10,000 deposit The Attorney's letter was read relative to the State of with State Highway Minnesota offering to release X6,000 of the !610,000 deposit Department made hbout June 15, 1957, in connection with putting the sanitary sewer across and under Snelling Avenue. After discussion of the two alternatives detailed in the Attorney's letter of November 12, Warkentien moved that the Village leave the entire X610,000 deposit with the State of Minnesota and arrange with the Falcon Heights State Bank to get interest at the rate of 3~ on this sum for additional periods of three months until the entire deposit with the State is released to the Village. Seconded by Stewart and motion carried unanimously. Alley, Block 1, Payment for repairing the alley in Block 1, Northome Addition, Northome Addn., was discussed with Mr. John G. Ringus, 13b7 Larpenteur Avenue payt. for repairs West, one of the petitioners. On motion by Stewart, seconded by Warkentien, the following resolution was adopted by a unanimous votes RESOLVED, that the Clerk and Treasurer be authorized to pay the Jay W. Craig Company~~656.50 for work done on the alley in Block 1, Northome Addition, upon the receipt of that sum from the petitioners. r~ ~ti9 Culvert Culvert thawing equipment was discussed with Engineer L~ungren. the~+ring: He stated that the Village of Maplewood had arranged for a equipment demonstration of the Mulberry make of equipment of this type and that he would report on this later. Insurance The Cle rk reported that insurance policy No. OC 16 829 of Casualty coverage Underxriters, Inc., dated December 1, 1956, insured the Village against fire and lightning and extended coverage and vandalism and malicious mischief for a period of five years, expiring Deeemaber 1, 1961. Also that policy No. CGL-6-961381, Comprehensive General Liability coverage, dated December !~, 1956, was for a three-rear period ending December 1, 1959. He said that the following policies insure the Village from December 1, 1956 to December 1, 1957 Policy No. WC 30100l~58 of Iowa National Mutual Insurance Company, Standard Workmen's Compensation and Employers' Liability Policy. Policy No. CAL-6-961383 of Mutual Service Casualty Insurance Company, Comprehensive General Automobile Liability coverage. Policy No. AF-6-961382 of Mutual Service Casualty Insurance Company, Fire, Theft and Wind coverage. 1 1 After discussion, Shavor moved that each of the three policies Policies expiring as of December 1, 1957 be reneged for one year with the renewed same insurance companies as at present. Seconded by Warkentien and motion carried unanimously. Holton Street Mayor Utecht announced that in accord with the action taken at petition our November 7, 1957 meeting, the Village Engineer and the Pro3ect Engineers had checked the drainage situation with respect to each of the petitioners' properties and had prepared a profile showing each individual situation. About 25 persons were in the audience. Engineers' Vernon L. L3ungren, of our Village Engineer's staff, explained report that the former Holton street cospared with the new type of street section, consisted of blacktopping over a number of years with ditches, etc. He said that he and the project engineers had met regarding the petitioners' request; that they had surveyed the area and got a few additional levels in front of and back of the houses, including in some cases the back lot line. The engineers' conclusions, he said, were that the grade on Holton as set at present should not be changed. He said that the center of the street at present is 3 to 6 inches higher than the designed grade; that the gutter along the edges of the street was deepened to carry off the water, and that dirt has been brat into the center of the street to provide more of a crown. L~ungren said that if the street is regraded according to the engineers' recommen- dation, the center of the street will probably be lowered 3 to 6 inches. Each property The engineers, including Robert Greiling, K. Betley and Vernon L~ungren, considered then discussed with the petitioners what the profile showed as to grades and drainage for each property. It wasconcluded there was no water problem except at 1891 Holton where Mr. McDonough, the owner, was advised that about an 18-inch sgale section about 6 inches deep and 18 inches wide would suffice to carry off the water from hie property. It was also reported that Holton Street was in suitable condition for going thrn the winter, but that some boulevards should r :' 9~0 Holton be rained now if possible. Petitioners who were heard included Street John McDonough, 1891 Holton; Mr. and Mrs. William C. Reeves, 1877 (cont'd) Holton, and Richard Stoss, 1869 Holton. Will consider No one else wishing to be heard, Stewart moved that the council take next spring the Holton street matter under consideration with the idea of working out the best possible solution for next spring with the assistance of our engineers. Seconded by Utecht acid motion carried unanimously. Concrete post Letter of November 7, 1957, from the Drivers License Director, Department damage, 1565 N. of Highways, was read, requesting the Village to advise the Department Hemline whether damage to the concrete post (1565 N. Hemline) amounted to more than X100. Engineer Batley reported he had examined the poet and. that the damage was nominal, requiring a little mortar on the corner of the base that the post is mounted on. The letter was referred to the attorney so that he may check as to the name and address of the owner of the car involved. Street Water pockets and other trouble spots ~on our streets were discussed trouble with the engineers. On the engineers' recommendation, Utecht moved spots that the Village Engineer be authorized to secure the services of a qualified photographer for the purpose of having said trouble spots photographed. Seconded by Shavor and motion carried unanimously. with Don Julen Northome Trustee VParkentien reported he had discussed]/the drainage matter on Shopping the Northome Shopping Center property bordering Arona on the west between Center Larpenteur and Idaho Avenues. He said Julen reported that a meeting had property on been held with the oRner of the property and that arrangements must be Arona made to divert water from Village and County streets along streets and not onto their land. In the discussion that followed, our attorney stated that the owners. of the property had filled in the area and that it was their responsibility to provide for channeling off the water. The Village Engineer will keep in touch with the County on the matter. Streets, Letter of November Ili, 1957 from the Village Engineer was read, Falcon Woods relating to the Village Engineer's inspection of the streets in Falcon Addition Woods Addition for compliance with specifications for street construction and his finding that the candition.of these streets at present is equal to or better than the other streets constructed after the sewer installation. On recommendation of the Village Engineer, Nilsen moved that said streetsbe accepted for maintenance by the Village and that the. Clerk be instructed to advise the United Pacific Insurance Company that conditions of the bond, dated January 13, 1956, in the amount of ~lt,000 on behalf of the B.L.Gage Construction Companyy, have been met and that the bond may be terminated. Seconded by Warkentien and motion carried unanimously. J 1~ ;: ~3l Police car, Police Commissioner Arndt appear'before the council regarding Garage question the proposal to garage the police car at the Standard Oil Filling Station. He said the filling station's eloors were locked for period of 5 hours daily, and that the police car should be kept on Village property where it would be available at all times. Construction of a double garage, 2ltx2l~, for the police car and for storage purposes was discussed. Police Commissioner Arndt and Trustee Nilsen were asked to meet with the Fire Chief and see what can be worked out. Meeting with Letter from the Technical Committee, City of St Paul, City of St Paul was read, regarding a conference scheduled for Monday, . re seller charges November 18, in the City of St Paul Council Chambers, for the purpose of explaining plans for increasing sewer maintenance charges in five areas suburban to St Paul, including Fal con Heights. The Village attorney and Project engineer will attend. Meeting date Utecht moved that th~regular meeting of the council scheduled changed for November 28, 1957 ~ changed to December 5, 195?, beginning at 7s30 P.M. Seconded by Shavor and so ordered. Meeting date ~Ifarkentien moved that the date of the regular meeting scheduled changed .for December 12, 1957 be changed to Thursday, December I9, 1957, beginning at 7:30 P.M.
