REGULAR MEETING, THURSDAY, DECEMBER 5, 1957
Meeting called to order at 7:35 P.M., the following council members being present:
William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;

Olsen, Treasurer; Bernard P. Friel, Attorney. Absent: Frank N. Graham, Attorney.
The minutes of November 1l~, 1957 were ordered approved as submitted.
Gas Service Engineer Ljungren's letter of December 5, 1957, was read
installations relative to the Village Engineer's inspection of gas service
connections since October 1, 1957, with the report that said
connections on surfaced and uesurfaced streets as listed in
the letter, have been satisfactorily backfilled and resurfaced
or patched as necessary. The condition of the gas main trench
adjacent to the alley bounded by California, Larpenteur, Pascal
and Albert, was discussed, with the understanding that Engineer

He said the County was in the process of making surveys, and

County on drainage for our area, it was suggested that th e
Village might-make some preliminary studies of areas xhich
cou]d be drained into Larpenteur Avenue and the Gottfried pit
and submit a report.
Village maps Mr. Ljungren presented 10 Village maps which he made up,
darkening lines and putting in house numbers at street
intersections, also a large Village map. The latter xaa
turned over to Trustee Shavor. After discussion, 'the
Village Engineer xas authorized to order 15 additional
prints of the smaller Village map, on motion by Warkentien,
seconded by Shavor.
Dentist office On motion by Utech t, seconded by Stewart, the application of
signs Dr. A.T. Gibbons for permission to install two metal signs,
one at the entrance to his dental office, 1673 Arona, and
the other to project from the building at Arona and Larpenteur,
waa approved.
Trustee vacancy- Messrs. William B. Korstad and Paul Coppini, representatives
recommendation for oP a Citizens' Committee, appeased before the council to
appointment recommend that the council consider for appointment to the
Trustee vacancy xhich will occur in January 1958 as a result
of Trustee Nilsen's election to the office of Mayor, either
of the following, who they said were selected by the Committee
on the basis of their qualifications:

The council thanked the committee for its recommendations.
Mr. Steffes reported on furnishing to the City of Saint Paul
a map showing sanitary suers and service connections in the
Village as of October 1, 195?, and again as of December 31,
1957.
Lametti Contract, Mr. Steffes' letter of December 5, 1957, was read relative to
recommendation the sanitary server engineers' inspection of the streets in
to reduce retained which sanitary servers were installed,fhe inspection being
percentage for the purpose of determining the amount of work remaining
to be done or which may require correction in the spring of
1958, with the recommendation that the retained percentage
on the contract of the Peter Lametti Construction Company
be reduced to $30,000. and that this amount be retained until
all ofthe work is completed to the satisfaction of the engineers
and the Village council in the spring of 1958, amounts to be
retained as follows: (1) The deposit xith the State Highway
for replacing surfacing on Snelling Drive from Hoyt to Roselawn,
X10,000.; (2) For maintenance of streets not resurfaced and for
corrective work, spring of 1958, X15,000.; (3) For seeding and
sodding, pruning of trees, driveway repair, miscellaneous
corrective work, X5,000.
Resolution: After discussion, Nilsen moved that the Clerk be authorized
to sign Extra Order No. 11 in the amount of ~533.tt1; Extra
Order No. 12 in the amount of ~66,102.l~5; Extra Order No. 13
in the amount of ~i89.l~0; and Credit Memo No. 1 in the amount
of ~1ltlt., and release the retained percentage to the amount
of 930,000., which shall be retained until the final certificate
is issued for payment to the Contractor. Seconded by Shavor
and motion carried unanimously.

RESOLVED, that the amount of work on the Peter Lametti
Construction Company contract and a release of the retained

total payment of X109,057.31, be made to the Peter Lametti
Construction Company, in accordance with Certificate No. 6,
dated December 5, 1957, issued by the engineers, certifying
as to the amounts due the contractor, sub3ect to the Village
attorney's report on the Contractor's bond.
Craig Contract Mr. Steffes reported on the Street Resurfacing contract with
for Street Resur- the Jay W, Craig Company for the period ending October 32,

estimated there would be an over-run on the Craig contract of

be directed to survey the drainage system north of Larpenteur
and make recommendation as to what street surfacing work should
not be done until Larpenteur Avenue is completed.

Fry Street victor J. Lametti, 1725 St Marys. Avenue, appeared before the
skating rink council in connection with flooding a lot he has back of his
home for a neighborhood skating rink, and asked that Stanley
Schultz be given permission to use the tank truck for this
purpose. Mr. Lametti and Mr. Steirnrorth stated they xvuld
donate their services in assisting Mr. Schultz. Utecht
Resolution moved that the Fire Chief be asked to make arrangements for
Stanley Schultz to use the tank truck to flood the Lametti
lot as requested. Seconded by Stewart and motion carried
unanimously.
Other skating Utecht moved that Bernard Rechtiene, Chairman, Parks & Play-
rinks ordered grounds Committee, be requested to go ahead and arrange for
installed the installation of the two local skating rinks and have
Baden do the necessary plowing and repair the hockey net,
and that Stanley Schultz be authorized to haul out the boards
and help install them at ~i2.00 an hour. Seconded by Shavor
and motion carried unanimously.
Folice Car - Iti connection with the Police Car being equipped with snow
snow tires tires; Warkentien moved that Police Commissioner Arndt be
instructed to leave the snow tires on the present rims and
buy near wheels in the Spring of 1958• Seconded by Stewart
and motion carried unanimously.
Reqn. #134 covering office supplies needed for the Deputy Village
Clerk and Village election supplies, was approved on motion
by Wa'rkentien, seconded by Nilsen.
St Paul Seger Letter of December 2, 195? from David P. Cartwright, a member
Rental Charges - of our Committee who met with Mr. Seamer recently regarding
St Paul sewer rental charges, was read. Mr. Cartxright's
Cartxright's position, as stated in the letter, is that the Village should
letter not agree willingly to any increase in rates and should 3oin
with the other effected suburbs in objecting to the rate
increas®. After discussion of the matter with Mr. Cartwright
Resolution - who was present, Utecht moved that the 1 etter be referred to
the Village Attorney with the understanding that the Council
is in agreement with the letter, although we will accede to a
reasonable and uniform increase; and further, that the attorney
be instructed to loin with the other suburbs involved to protest
the contemplated action by the City of St Paul. Seconded by

Bills -Carley Referring to tiro bills submitted by Milner W. Carley & Associates,
Engineering one for engineering services for October 1957 in th~amount of
X6210.00, and one for engineering services for November, 1957,
in the amount of X260.00, 11Parkentien moved that the two bills
be paid subject to the engineer furnishing the Village with an
itemized statement for each bill for that portion of the bill
over and above the minimum engineering charge. Seconded by
Utecht and motion carried unanimously.
2~ prem=. tax The Clerk submitted a written report on his attendance of a
meeting held November 10, 1957 in the office of the Commissioner
of Insurance, relative to proposals for effecting a proper
allocation of the 2~ premiums tax on fire insurance and related
policies payable to firetowns.

Xmas Tree On motion by Utecht, seconded b3' Shavor, the application of
License #59 Severin Hanson, of St Paul, to operate a Christmas tree lot
at the northwest corner of Snelling and Larpenteur Aeenue,
and issuance of license, were approved.
Xmas tree issued to Wm. E. Stafki, of St Paul, to operate a Christmas
License No. 60 tree lot on the northwest corner of Hemline and Lar penteur
Avenues, was approved on motion by Utecht, seconded by Stuart.
Xmas tree issued to Richard Peters, of St Paul, to operate a Christmas
License No. 61 tree lot at the Fal con Heights Cities Service Station, Snelling
and Larpenteur, approved on motion by Sterrett, seconded by
Utecht. '
Master Gas Issuance of Master Gas Installers License #106 to the Lorch
Installer's Brothers Plumbing and Heating Company, of St Paul, was approved
License No. 106 on motion by Utecht, seconded by Stewart.
Master Plumber's issued to George B. Waterman, of St Paul, was approved on
License #8 motion by Warkentien, seconded by Utecht.
Northome Letter from the Northome Shopping Center, Inc., by D.O. Julen,
Shopping Center, under date of November 15, 1957, relative to the water problem
Inc. re water on their land to the rear of their shopping center, was
on property read. Trustee Warkentien will discuss the matter with Mr.
Julep.

Ave. Improvement. In connection xith the proposed improveanen t of Larpenteur Avenue
from Ferrn+rood to Snelling Avenue for 1958, Utecht moved that
Letter to County the Clerk xrite a letter to the County Engineer recording the
Engr. Village as favoring the same type of construction used in
improving Larpenteur Avenue from Dale to Ferrnrood for improving
the stretch from Ferrnrood to Snelling Avenue, but that xe xish
to consider the matter of such a highxay being divided throughout
its entire length because xe are not satisfied at this time
that a divided highxay xould be desirable for the entire distance.
Seconded by Nilsen and motion carried unanimously.
Accident - Attorney Graham's letter of November 27 xas read, relative
Ccncrete post, to driver and oxner of the car responsible for damage to
1565 N. Hamline said concrete post installed by the Vila ge in connection
xith its parshall flume. The Clerk reported that the
building inspector found the mortar repairs could not be
made until suitable xeather next spring and suggested that
he xould get an estimate of the cost of the xork xhich could
be forwarded to the Insurance Company for payment.

Treasurer requests Treasurer Ols en requested that he be authorized to purchase
e~upplies & rental needed supplies for preparing the Treasurer's annual statement,
of typewriter and that he xished to rent a typewriter in this connection.
Utecht moved approval of the request. Seconded. by Nils en and
so ordered.
Fire Dept. request, Request that the Fire Department personnel be authorized to
tetanus shots & receive tetanus shots and physical examinations, xas discussed.
