• REGULAR PLANNING COMMISSION MEETING
January 27, 1992

Meeting was called to order at 7:30 p.m. by Lee Barry in the
absence of Chair Len Boche.

The commissioners will receive an updated zoning code book which
contains the rules and regulations regarding land use in the city
as soon as the updating is completed.
INTRODUCTIONS/WELCOME TO NEW MEMBERS:
Three new members, Marie Furton, Steve Huso, and Ken Salzberg
were introduced and welcomed to the commission. Huso will serve
a three year term to expire 12/31/94, Salzberg and Furton will
each serve two year terms to expire 12/31/93.
SELECTION OF CHAIR:
Len Boche will be completing the term of Jan Gibson Talbot which
will expire 12/31/92.
Caroline Nestingen moved to nominate Lee Barry for chairperson of
the planning commission. The motion carried unanimously.
STAFF UPDATE'
City Comprehensive Plan for 2000:
• A copy of the draft plan was given to the new members. This
draft plan has been submitted to the Metropolitan Council for

their review and will not be finalized until final approval is
given by the Metropolitan Council. Hoyt will be getting back to
the commission with any sections that need change.
Hoyt reported that building permit activity in 1991 was down from
1990. By the end of 1991, 113 building permits were issued,
which had a construction value of $864,000 in the city.
Cleveland Avenue:
Ramsey County plans to reconstruct Cleveland Avenue this summer.
However, the county has not submitted the final plans to the
city. A pedestrian and slow bike trail will be made on the east
side and stop lights are to be installed at Cleveland and
Roselawn. A tree expert has checked some large oak trees on the
west side of Cleveland along the U golf course and determined
that because the increased road width, some of these oak trees
will need to be removed.
Storm sewers will be installed to drain all of Cleveland between
the two intersections. Presently, the runoff is going into the
fields and the wetland on the NW side of Roselawn & Cleveland. A
• new storm sewer will collect the water and pipe it into a newly
created wetland in a portion of Community Park. A portion of the
current wetland will be affected because a pathway will take up a
portion of that wetland. The wetland will be reconfigured.
Garden Avenue Stop Sians:
There was a brief discussion on the situation at the intersection
of Garden Avenue and Snelling Drive. Visibility is not good
because of the retaining walls and snow banks. The engineer
recommended putting up signs which read, "cross traffic does not
stop" on the Snelling Drive stop signs.
Proposed Development North of City Hall:
A prospective developer, Rottland Homes, is presently negotiating
with the bank to purchase the land north of city hall for 24
townhouse units.
Roseville/Falcon Heiahts Cooperative Study:
The citizens committee will be presenting a report on its
questions of the study to the joint city councils of Roseville
and Falcon Heights. Falcon Heights will hold a community meeting
to discuss this report with the residents of Falcon Heights and
provide them an opportunity to raise questions.

Ramsey County Local Government Services Study Commission(RCLGSSC)
This study commission was created by the state legislature to
look at the consolidation of certain services in Ramsey County.
Staff for this commission consists of the administrator and
managers of Ramsey County cities. The possible consolidation of
city & county health departments, Ramsey County & St. Paul
libraries, and the consolidation of roadways which would turn
many of the county roads back to municipalities (e.g. Hoyt,
Hamline, Fulham, Roselawn) has been discussed by the RCLGSSC.
The RCLGSSC will be making its recommendations on February 5 and
February 12.
The meeting was adjourned at 8:45.
