REGULAR PLANNING COMMISSION MEETING
November 20, 1991

Meeting was called to order by Chair Len Boche at 7:15 p.m.
APPROVAL OF MINUTES
Minutes of the October 28, 1991 meeting were unanimously approved
as written.
PUBLIC HEARING ON THE PROPOSED CHANGES TO 9-2.04f11(I) AND 9-
4.01[31(I~ OF THE ZONING CODE.
There being no comments or questions from the public, it was
moved, seconded, and unanimously passed by the commission to
recommend to the council to accept the changes made in the zoning
code as follows:

Accessory buildings other than detached private garages as
regulated herein. The design and placement of the accessory
buildings must be approved by t~i~-~ tj' ~__~:~i'_ ~`<~3'e' as
being in harmony with the surrounding residential neig~~orhood.

PUBLIC HEARING ON THE DRAFT COMPREHENSIVE LAND USE PLAN
Chair Boche called the public hearing on the comprehensive land
use plan to order at 7:30 p.m. He gave the appreciation of the
commission to the residents for their time spent in coming to the
land use forums and for their input in helping to draft the plan.
Boche then introduced Consultant Fred Hoisington. Mr. Hoisington
reviewed the plan with the public regarding the background of
Falcon Heights, population/housing/employment assumptions &
projections, community goals, land use which included
neighborhood housing, commercial/business areas, U of M and
• fairgrounds, and core area redevelopment.
At 8:10 the meeting was opened to questions and/or comments.
Q: How many cars now use Larpenteur? Snelling?
A: Larpenteur, 13,000 in 1989 and Snelling 32,000.
Q: How can you anticipate that households will go up?
A: Due to two possible areas for development - north of city hall
and north of Garden Avenue.
Q: Will there be a bike trail along Roselawn?
A: The plan calls for a bike trail along Roselawn.
Q: Is there anything covering what University land can be used
for? Can they sell it?
A: Yes, there are no known deed restrictions.
Q: With all this talk about the possible merger between Falcon
Heights and Roseville, isn't this plan a lot of work and
expense for nothing?
A: No. If a merger should occur, Falcon Heights would need a
plan and so would Roseville. The two cities could then work
together to incorporate the two separate plans into one new
plan.

attending, and the public hearing portion was closed at 8:15 p.m.
