NO PARKING ALONG GARDEN AVENUE BETWEEN PASCAL AND
Mr. West, representing the Falcon Heights United Church of
Christ, asked the commission that "no parking" be extended the
entire length of Garden between Holton and Pascal, and that the
signs be placed perpendicular to the street so they face the
traffic rather than parallel thus making them much easier to read
as indicated in the planner's report. This additional parking
space will allow cars to drop off passengers directly in front of
the main church entrance.
Carolyn Nestingen moved to approve the request. Passed with four
aye votes and one abstention (Barry, since he is on the church
board) .
PLANNING COMMISSION/COUNCIL WORKSHOP TO DISCUSS THE DRAFT
COMPREHENSIVE LAND USE PLAN
Fred Hoisington thoroughly reviewed the entire draft of the
comprehensive land use plan with the commission and council
members. After recommending a few minor additions and deletions,
the commission set November 20, 7:30 p.m. for a public hearing on
the plan and recommended it go to the city council on the
November 27 meeting agenda.

REQUEST FOR A "NO PARKING HERE TO CORNER" SIGN OR DESIGNATION OF
THE EAST 30 FEET OF HOYT AVENUE BETWEEN CLEVELAND AND FOLWELL
Hoyt reported that residents of the University Grove area have
called city hall regarding a traffic hazard created by cars
parking to close to Cleveland Avenue along the northside of Hoyt.
Although legally cars cannot park within 30 feet of an
intersection, this location gets a substantial amount of parking
from the staff at the University. Although cars have been
ticketed and towed, it does not prevent safety problems, as many
are not aware of the 30 foot regulation. The recommendations
made were to put up a "no parking from here to corner" sign 30
ft. along the northside of Hoyt to the west of the intersection
or to paint this 30 ft. section of curb yellow. Talbot moved to
put up the signs. It was unanimously approved.
PROPOSED CODE REVISIONS TO ELIMINATE PLANNING COMMISSION AND CITY
COUNCIL REVIEW OF THE DETACHED ACCESSORY STRUCTURES IN 9-4.01

Hoyt explained that presently structures under 90 sq ft require
only a $25 permitted accessory use permit. Those over 90 sq ft
require both a permitted accessory use permit of about $25 and a
building permit of $35.00. If the permitted accessory use permit
is eliminated all structures will require a building permit.
This cost would range from $23 to $40 for the structures which
tend to be utility sheds. Staff recommends that a building
permit be required for all such structures and be inspected by
the building official to assure that these structures are soundly
constructed. Commission concurred with staff and moved to accept
the recommendation. Unanimously approved.
9-4.01[3](1) will be changed to read:
Accessory buildings other than detached private garages as

some very preliminary plans to upgrade the station along
Larpenteur and Snelling. These improvements may require the city
to grant an easement on Snelling Service Drive after the state
turns the road over to city control.
A more aggressive marketing approach for the development of the
Stratford vacant parcels is being undertaken by staff.
