Meeting was called to order by Donna Daykin at 7:30 p.m. in the
absence of Chairman Boche
APPROVAL OF MINUTES:
Minutes of the June 24, 1991 were unanimously approved as
written.
A REQUEST FOR A VARIANCE FROM SECTION 9-2 06(F)(4) IN THE ZONING
CODE RELATING TO FENCE HEIGHT BY MR. DAVID BOWERS PROPERTY OWNER
AT 1530 IOWA STREET IN AN R-1 ZONE.
City Planner Hoyt briefed the commission on a request from Mr.
David Bowers for a variance of an eight foot high fence from the
six foot maximum height in 9-2.06(f)(4) of the zoning code. The
variance is requested to allow him to install an eight foot fence
alongside the westside of his deck for 24 ft, where his property
is within 16 ft of his neighbor's house. The remaining fence
would be within the regulation height of six ft.
Mr. Bowers explained there is currently a line of shrubs between
the properties, but because of the seasonal nature of these
shrubs, it does not provide year round privacy as the proposed
fence would do. A cedar wood fencing material would be used for
the entire fence. He contacted the bordering neighbors and they
have no objection to the fence.
After discussion, the commission agreed all criteria for granting
a variance had been met. In particular, the variance would allow
the property owner to enjoy the privacy of his deck.
Commissioner Duncan moved to grant the variance. The motion
carried unanimously.
REVIEW OF THE COMPREHENSIVE PLANNING POLICIES
• Comprehensive plan policies were discussed. Commission members
reviewed sections of the plan with suggestions and
recommendations for revisions. These included:
• 1. The elimination of a general reference to the Park &
Recreation Plan and the exclusion of the Garden Park
and Lindig Linear Park as part of the comprehensive
plan due to the revocation of the Garden Park lease and
the difficulty and expense of acquiring the Lindig
property.
2. Due to the tenuousness of the LRT planning at this
stage, the elimination of the LRT overlay zone with a
reference that the proposed LRT stop at Snelling and
Larpenteur be done in conjunction with the State Fair
property.
3. A reference to reviewing the possibility of an LRT
overlay zone within five years after the plan's
adoption when the LRT plans are more solidified.
4. The exclusion of housing policies that allow for
smaller lot sizes and small cottages because the
existing city lots are small and homes are modest
sized.
5. To include a statement commenting on the city's intent
to house people with a variety of family arrangements.
These revisions will be incorporated into the plan and reviewed
again at the August meeting.
