APPROVAL OF MINUTES February 25 minutes approved as written. PUBLIC HEARING Vice Chair Barry moved to cancel the public hearing because the person requesting the conditional use permit to operate an amusement establishment in Bullseye Plaza was not present at the • meeting, and because the necessary information accompanying the application was not complete. The motion was approved unanimously. REPORT ON PROPOSED CONDITIONS TO GOVERN THE OPERATION OF S MEN ESTABLISHMEN IN -2 ON S Planner Hoyt reported on the reasonableness of putting proposed conditions to govern the operation of amusement establishments into a license rather than a conditional use permit. She said that both Planner Malloy and Attorney Gedde recommended these conditions be in the zoning code as a conditional use permit. Without a conditional use requirement, these establishments would be permitted uses, and not require Planning Commission review and Council approval. Hoyt said both Malloy and Gedde concurred that a condition that terminates the conditional use permit with a change in business ownership is appropriate and legal in a conditional use permit governing amusement establishments where ownership and management are extremely important. After a brief discussion and review of the proposed language revisions to the zoning code, the Commission scheduled a public hearing on the proposed zoning code for May 20, 1991. UPDATE ON COMPREHENSIVE PLAN Fred Hoisington, Planning Consultant, is in the process of preparing a draft of the comprehensive plan. He expects to present some material at the May 22 Planning Commission meeting. n U Minutes 4/22/91 Page 2 SUMMARY OF CITY'S FIVE YEAR STREET IMPROVEMENT PROGRAM Planner Hoyt briefly summarized the five year street improvement program. She explained there are three ways to obtain financing for the street work: 1) assess the property owner, 2) a general tax, and 3) utility aid and state aid. Reconstruction is scheduled to start in June, 1991 for the 1991 street improvements. REPORT ON PROPOSED STUDY TO CONSOLIDATE SOME SERVICES IN RAMSEY CO T The Commission discussed the state proposals to consolidate services in Ramsey County. The original proposal was directed at the consolidation of the police/sheriff services. Duncan commented that many north suburban cities are now looking at ways to consolidate services.
