REGULAR PLANNING COMMISSION MEETING
MARCH 25, 1991
7:30 p.m.
Meeting was called to order by Chairperson Boche.

APPROVAL OF MINUTES
Because there was no quorum, approval of minutes will be
postponed to the April 22 meeting.
REPORT ON PROPOSED CONDITIONS TO GOVERN AMUSEMENT ESTABLISHMENTS
INCLUDING POOL HALLS AND GAME ARCADES IN SECTION 9-10.01 SUB

A brief discussion was held on possible conditions for amusement
establishments as drafted by Tim Malloy, Consulting Planner. It
was agreed that Condition E which reads in part,
• Adequate adult supervision will be required including a
minimum of two employees on the premises during all hours
of operation and until 1/2 hour after closing.

Commisioner Barry expressed concern that perhaps some conditions
may be impossible to meet. Commissioner Daykin asked whether
variances can be granted from these conditions. Hoyt answered
yes they could. She also reported that conditional use permits
go with the land not the business owner.
Chairman Boche suggested that operation of the business should
be governed by a license rather than a conditional use permit
since the license does not stay with the land and can be
revoked. Hoyt mentioned Little Canada and Roseville were
considering a licensing procedure. Councilman Ciernia suggested
we talk to the attorney for legal advise on this issue. Hoyt
will report back at the next meeting.

DISCUSSION OF THE ZONING CODE REGULATIONS GOVERNING DRIVEWAYS
AND OFF STREET PARKING REQUIREMENTS IN R-1 ZONES
Hoyt mentioned that last year she received many requests for
additional off street parking in R-1 zones. The zoning code
allows four off street parking spaces, however, the code does
not clearly define how to calculate this space. The zoning code
also needs revised driveway standards according to Terry Mauer,
the City Engineer. The Planning Commission recommended that
planner, Tim Malloy, be asked to assist with these code
revisions.
