HomeMy WebLinkAboutPCMin_90Nov13_SpecialC MINUTES SPECIAL PLANNING COMMISSION MEETING NOVEMBER 13, 1990 6 p.m. Meeting was called to order by E. Finegan at 6:10 p.m. PRESENT: E. ~`inegan, J. Duncan, L. Barry, C. Nestingen, J. Gibson Talbot ABSENT: L. Boche, D. Daykin Fred Hoisington, Planning Consultant, reviewed the concept plan prior to the third community land use forum (attachemnt 1). Mr. Hoisington stated it was very general purposely because we don't want to get involved with the exact locations of apartments and other uses at this time. The discussion focused on "neighborhoods" , the sense of neighborhoods, what comprises neighborhoods in a rather broad fashion. Neighborhoods consist of single family homes, apartments, retail on a very limited scale and schools, parks. • There probably won't be a good deal of change in the configuration of the neighborhoods. The basic boundaries are going to remain the same and we will try to protect the edges because they are most vulnerable as time passes. Draft Concept Plan The draft concept plan identifies areas for residential, commercial and institutional uses (see attached). Mr. Hoisington explained that the proposed changes on the existing land use includes: 1. Identifying the residential area on the southside of Larpenteur where Hermes and Guardian Photo are 2. Locating a neighborhood commercial center somewhere between Fairview and Lindig 3. Expanding the light business area with Stratford to include City Hall land 4. No strip development along Larpenteur University of Minnesota and State Fair Lands Mr. Hoisington explained that there were no planned changes in University of Minnesota and Minnesota State Fair lands. However, if a change occurred, the City would encourage the • • University of Minnesota to hold onto the land south of Larpenteur for agricultural research due to its one hundred year historic significance and valuable open space for the City. He also said that if the University proposed to sell the land to the north of Larpenteur, he recommends that the land bordered by Fairview, Roselawn and Larpenteur be used primarily for single family residential. He suggested that the land bordered by Cleveland, Roselawn and Larpenteur might be used for light business. He said that if the Minnesota State Fair land adjacent to Hollywood Court was ever sold, it might be a good place to expand the Larpenteur/Snelling commercial area. Questions/Comments Commissioners inquired about the City's authority over state- owned land. Mr. Hoisington explained that the City has no control, but it can have policies to address these lands. Commissioners questioned the desirability of a neighborhood commercial center along Lindig Street. Commissioner Barry suggested that many residents did not support more neighborhood commercial centers in the draft goal statements. Commissioners also discussed the proposed access to the University of Minnesota campus from Hoyt and Snelling Avenues. The University proposes to promote this entrance, but it did not • appear reasonable to commissioners. Commissioners asked about the value of a policy limiting development to three stories in height due to the pro osed developments at the SE corner of Larpenteur and Snelling. Mr. Hoisington said that this would likely be the only corner where an increase in height might be necessary or desirable. He said that the policy could be three stories with the idea that an exception be negotiated for the SE corner, or the policy could be revised.
