HomeMy WebLinkAboutPCMin_90Mar26MINUTES REGULAR PLANNING COMMISSION MEETING MARCH 26, 1990 • Chairman Boche called the meeting to order at 7:30 P.M. PRESENT Barry, Boche, Daykin, Duncan, Finegan and Nestingen. Also Present was Council Liaison Ciernia and Planner Susan Hoyt Taff. ABSENT None FEBRUARY 5, 1990 MINUTES APPROVED Minutes were approved noting Duncan's arrival time by unanimous consent. SUSAN MCALLISTER, 1513 WEST CALIFORNIA, REQUESTS A NO PARKING ZONE ALONG THE EAST SIDE OF ARONA BETWEEN LARPENTEUR AND CALIFORNIA AVENUE ADJACENT TO HER HOME Susan McAllister outlined her concerns regarding problems they have encountered with parking adjacent to their home. They include: trampling of grass/flowers/trees; cars being parked on the street during snow plowing/street sweeping causing street not being properly cleaned; trash being deposited on their property; and obstruction of their driveway access by cars owned by tenants of apartment building directly to the north. They do not have a sidewalk along the Arona side of their property. Ms. McAllister noted that Arona is posted no parking south of California. Chairman Boche asked for a new member to join the Parking Committee since two of its members left the Commission. Commissioner Daykin volunteered. Discussion ensued regarding the parking requirements on Minnesota State Aid streets. Staff was directed to review whether Arona should be posted no parking from Larpenteur to California. Chairman Boche referred the McAllister no parking request to the Parking Committee for a report at the April 23rd meeting. PLANNING COMMISSION STANDING RULES Barry moved adoption of the Planning Commission Standing Rules as presented. Motion carried unanimously. 1990 MINNESOTA STATE PLANNING COMFERENCE Planner Susan Hoyt Taff distributed the Planning Conference program. She asked that Commissioners interested contact Kitty or her so that the registration form can be mailed in by April 13. r1 L J MINUTES REGULAR PLANNING COMMISSION MEETING March 26, 1990 • REVIEW OF PROPOSALS FOR COMPREHENSIVE PLAN UPDATE Planner Susan Hoyt Taff reviewed the process for requesting proposals. She said three proposals were received. All were from well-qualified firms. Boche reported that the City Administrator requested the Planning Commission to make a recommendation on a consultant to the City Council by its April 25, 1990 meeting. He requested input from Commissioners as to what process they wished to use to make such recommendation. After a discussion, Commissioners agreed to invite each consultant to make a ten minute presentation with a five minute question and answer period at the April 23rd Commission meeting. Following these, the Planning Commission will make a recommendation to the City Council. The Comprehensive Plan needs updating and revising with a focus on land use issues in inner-ring suburbs. The Metropolitan Council concern regarding storm water and traffic could be addressed in the first part of the process. PLANNING REPORT ON THE LAND USE CONTROLS GOVERNING THE UNIVERSITY GROVE NEIGHBORHOOD Planner Susan Hoyt Taff explained that residents of the University Grove neighborhood requested the staff to prepare information • on the two sets of land use controls governing the University Grove so residents can determine what regulations may cease to exist if the University of Minnesota is no longer the lessor of all University Grove property. This information was submitted for information only. PROFESSIONAL VENTURES PROPOSAL Professional Ventures, a firm proposing redevelopment of the southeast corner of Larpenteur/Snelling has requested the return of $7,000 of a preliminary development agreement fee due to a delay in carrying out its redevelopment plans.
