Mayor Gehrz convened the regular City Council meeting at 7:00 PM.
PRESENT: Mayor Sue Gehrz, Council members Laura Kuettel, Robert Lamb,
Peter Lindstrom and Richard Talbot

APPROVAL OF MINUTES: The minutes dated February 23, 2005 were unanimously approved
as submitted.

CONSENT AGENDA:
Kuettel moved approval of the Consent Agenda, as outlined below. The motion was
unanimously approved.

POLICY AGENDA:
Consideration of an amended interim use permit for a farmer's market at 2025 West
Larpenteur Avenue
Administrator Worthington said that the Planning Commission, at their regular February 22"d
meeting, held a public hearing to reconsider the Interim Use Permit for the Farmer's Market
located at Twin City Co-ops Federal Credit Union (TCCFCU). Two residents testified they had
concerns regarding trash blowing into their yards, and trucks parked on the cul-de-sac on Prior
Avenue around 6:00-6:30 a.m. with their engines idling. They were also very effusive in their
praise for the Farmer's Market, and emphasized that they very much enjoyed having it in the
community. The Planning Commission had an in-depth conversation regarding their concerns,
. and Cindy Hartley, of Twin City Co-ops Federal Credit Union, said they will allow access to
their south parking lot for vendors arriving before the 6:30 a.m. set-up time.

Administrator Worthington said that vendors who arrive before 6:30 a.m.will need to park in the
south parking lot (Larpenteur side). In addition, Twin City Co-ops will monitor the trash issue
closely to ensure that this problem is addressed. The Planning Commission voted to add the
following provision:
• The property owner will allow access to its south parking lot for vendors arriving before
the 6:30 a.m. set-up time. Vendors who arrive before 6:30 a.m. must park in the south
parking lot (Larpenteur side).
This provision addressed the two residents' concerns, and they were amenable to the IUP going
forward as amended.
Administrator Worthington utilized the LCD projector to give a brief historical perspective of the
two years the Farmer's Market has been at the Twin City Co-ops site in Falcon Heights, the
• current interim use permit and the modifications being proposed to said permit.
Two representatives for the Twin City Co-ops Federal Credit Union were in attendance,
Cindy Hartley and Todd Barduson. Ms. Hartley said the Farmer's Market is a great asset to the
City of Falcon Heights. Everyone comes over and enjoys it. This year it will open on Tuesday,
May 3, right before Mother's Day, enabling people to purchase bedding plants. Todd Barduson
travels the perimeter of the property to make sure there is regular cleanup.
Mayor Gehrz thanked Twin City Co-ops Federal Credit Union and its staff for their ongoing
involvement and participation in the Falcon Heights community.
Lamb moved affirmation of the Planning Commission's recommendations, and approval of the
amended Interim Use Permit for the Farmer's Market at 2025 West Larpenteur Avenue,
including the additional provision regarding vendor access appended by the Planning
Commission, as outlined below. The motion was unanimously approved.

INTERIM USE PERMIT
1. Permit. Subject to the terms and conditions set forth herein, the City of Falcon Heights
• ("City") hereby grants an Interim Use Permit ("IUP") to allow a Farmer's Market at Twin
Cities Cooperative Federal Credit Union, 2025 W. Larpenteur Avenue, Falcon Heights
operated by the St. Paul Farmer's Market.

Subject Property. The IUP is for that certain real property located in Ramsey County,
Minnesota, commonly referred to as 2025 W. Larpenteur Avenue, Falcon Heights, MN
and legally described as follows:
The South 765 feet of the parcel of land which consists of the West 20 acres of the East
half of the Southwest Quarter and the East 15 acres of the West half of the Southwest
Quarter, all in Section 16, Township 29, Range 23 of Ramsey County, Minnesota; except
the East 131 feet of the South 186 feet of said West 20 acres and except the West 60
feet of said East 15 acres (subject to roads and easements)
And
Except the South 765 feet of the part East of the West 60 feet and except the South 522
feet of the West 60 feet of the following described tract:
The South 15 acres of West 20 acres of the East half of the Southwest Quarter and the
East 15 acres of the West half of the Southwest Quarter (subject to roads and
easements) in Section 16, Township 29, Range 23 of Ramsey County, Minnesota
3. Conditions. The IUP is granted subject to the following conditions:
^ Market may only be open to the public between the hours of 7:30 a.m. and Noon
local time on Tuesdays.
^ Set-up will begin no earlier than 6:30 a.m., and the market must be taken down and
all vendors must have vacated the Location no later than 1:30 p.m. local time.
^ The property owner will allow access to its south parking lot for vendors arriving
before the 6:30 a.m. set-up time. Vendors who arrive before 6:30 a.m. must park in
the south parking lot (Larpenteur side).
^ There may not be any sales prior to 7:30 a.m.
^ There may not be more than 60 selling stalls.
^ The Farmer's Market may be held on the Property during the months of May through
October.
^ The vendors may not occupy more than 75 parking places at the Location, for selling
stalls and parking.
^ No fewer than 181 parking spaces must be available at the Location for customer
parking.
^ Property owner must provide at least 160 parking spaces for its employees during the
hours of the Farmer' Market, either at the Location or another location to be specified.
^ Vendors are responsible for leaving the area clean when they leave.
^ The Location and all adjoining land must be free of any trash or debris which results
from the Market or is reasonably attributed to the Market.
^ Vendors will sell only what they grow or produce themselves.
^ Items for sale will be limited to fruit, vegetables, flowers and decorative plants,
bedding plants, meat and dairy products, honey, baked goods, salsa, jams,
preserves and similar products, all of which shall be subject to and must comply with
applicable local, state and federal health and safety and food rules, regulations and
laws, and the rules of the St. Paul Farmer's Market.
^ No sound amplification devices may be used during the Farmer's Market by the
Market or by vendors.

• The Property Owner's Director of Facilities will be the managing agent responsible for
the conduct of the vendors in compliance with the conditions of the Interim Use Permit.
• Use of the Location must be pursuant to a written agreement between the owner of the
Location and the St. Paul Farmer's Market.
• The owner of the Location must make the St. Paul Farmer's Market aware of this Permit
and require the St. Paul Farmer's Market to comply with all applicable terms and
conditions of this Permit.
• The owner of the Location shall be obligated to make sure that a policy or policies of
insurance of the proper type, kind and amount are in place to cover any injuries or
damages to individuals and property which may occur at, during or as a result of the
operation of the Market at this Location.
• Reasonable and appropriate measures must be taken to prevent unreasonable
disturbance to adjacent properties, such as trash or debris finding its way onto the
adjacent properties, and not being removed, or customers of the Market crossing over
adjacent properties without permission of the owner.
• The owner of the Location shall take reasonable and a ro riate measures to ensure
that the St. Paul Farmer's Market does not disturb adjacent property owners with
• excessive noise.
4. Termination of Permit. The Permit shall terminate upon the occurrence of any of the
following events, whichever first occurs.
a• Sale of the Subject Property or any part thereof.
b. A lease of the Subject Property, or any part thereof, if Twin Cities Cooperative
Federal Credit Union is no longer a primary tenant of the Subject Property.
c• Violation of any of the conditions set forth herein.
d. A change in the zoning ordinance which no longer allows the use.

Administrator Worthington said staff is seeking authorization to solicit bids for a new f
pumper. This truck is budgeted in the 2005 Capital Improvement Budget and will replace the
1978 LaFrance pumper the City currently owns. That vehicle's transmission is no lon
reliable, and its "in-service" hours have been severely limited in the last year. Staff wger
bid documents, bid notifications, and utilize a competitive bidding process as defined ~ 1 prepare
statute. This process will begin in mid-March, and the hope is to bring bids back to the Coun
for consideration in late April. cil

Authorization for staff to solicit bids for the purchase of a fire pumper (continued)
Council member Kuettel asked about combining the bid with bids the State of Minnesota
or Saint Paul might be doing for fire equipment. Administrator Worthington said the State
doesn't purchase fire trucks. Fire Chief Kurhajetz said Saint Paul isn't purchasing any pumpers
this year.
Mayor Gehrz asked Fire Chief Kurhajetz to describe the current pumper for the viewing
audience. Fire Chief Kurhajetz said it is a 1978 LaFrance that was built in New York and
purchased new for $65,000. Members of the Fire Department went out to New York to drive it
back. The Department rebuilt the transmission in 1991, but it is hard to find replacement parts
for it anymore.
Talbot moved authorization for staff to solicit bids for the purchase of a fire pumper. The motion
was unanimously approved.
Appointment of Dan Johnson-Powers and Greg Hoa a~puty Emergency Managers
Administrator Worthington said that by City Council direction, the City Administrator serves as
the City's Emergency Management Director. It is prudent to appoint two staff members to serve
as deputy emergency managers in the event that the City Administrator is not present for an
emergency, or is incapacitated and cannot serve in that function.
Greg Hoag is the City's Public Works Director, and also serves as a Fire Captain with the
Roseville Fire Department. He brings 15 years of experience in first response as a firefighter,
and has considerable emergency management skills. He also brings expertise about public works
functions and their role in emergency response. Dan Johnson-Powers is a Fire Captain with the
Falcon Heights Fire Department, is the City's primary CERT trainer, and is pursuing
certification in emergency management through the State of Minnesota. He has assisted the City
in planning and executing emergency drills and exercises, and serves as a liaison to county and
state agencies that are interested in CERT planning. These two have agreed to serve in this role
as part of their regular staff duties with the City. In the event of an emergency, they will be
compensated for their time, per City policy.
Kuettel moved approval of the appointment of Greg Hoag and Dan Johnson-Powers as Deputy
Emergency Managers for the City of Falcon Heights. The motion was unanimously approved.
Step increase and title change for Gre Hoag, Director of Public Works
Administrator Worthington said that Greg Hoag has completed his six-month employment
probation with the City, and has had excellent performance during this period.

Administrator Worthington said that Greg has become an integral member of the management
team at the City, and his exemplary performance has been invaluable to the City's residents,
employees, and business and institutional property owners. He has shown excellent judgment,
a strong work ethic, and a willingness to take on new duties and responsibilities as needed. She
said she was recommending a 5% step increase for Greg and a title change to Director of Parks
and Public Works to better reflect his job duties and responsibilities.
Lamb moved approval of the 5% step increase for Greg Hoag and a title change to Director
of Parks and Public Works. The motion was unanimously approved.
REPORTS FROM COUNCIL MEMBERS: None
INFORMATION AND ANNOUNCEMENTS:
Council member Kuettel reminded the viewing audience that the second annual food drive will
be taking place during the latter part of March and finish up on Saturday, April 2. Right now
food drop off sites are being recruited. The Falcon Heights Elementary School is on board, as is
City Hall. Residents can either give food products or checks, which can be made out to
Keystone Community Services.
Council member Talbot reminded the viewing audience that each year, the North Suburban
Communications Commission and Comcast give scholarships to students majoring in
communications and who live in one of the ten cities serviced by the Commission. Applicants
must have completed at least one year of college or vocational training. Applications are
available at city halls, high school counseling and college financial aid offices, libraries in the
10-city area; at the NSCC website: www.nsccmn.or~, or by calling the NSCC office at
651-792-7500. Completed applications must be returned no later than 4:00 PM, April 15,
to the NSCC office.
The regular City Council meeting was adjourned at 7:35 PM.

EXPLANATION:
Summary: The council is being asked to approve the hire of Lisa Anderson as Parks and
Recreation Supervisor/Administrative Assistant. This position was vacated when Ann Davy, our
previous Supervisor, took a job with the city of Minnetonka in late February.
Lisa comes to us from the cities of Brooklyn Park and Roseville, where she has held numerous
recreation programming and supervisory positions. Lisa is currently apart-time staffer in the
Roseville Parks and Recreation office, and has a Bachelor's degree from the University of
Minnesota in Leisure, Parks and Recreation Studies.
Lisa will begin with the city at a yearly salary of $34,000, non-exempt. She is eligible for
performance-based increases at six and eighteen months, as well as a yearly cost of living
increase. She will also be eligible for medical, dental, and tuition benefits, as with other full-
time employees.
Lisa's time will be divided roughly 40% administrative, and 60% recreation. She will office
here at city hall, and spend time in the parks and supervising coaching staff during our recreation
season. In the Fall and Winter months, she will assist residents in providing administrative
support for the front desk, deputy clerk, city administrator, and other staff.

PRIMARY OBJECTIVE OF POSITION
Development and implementation of the recreation program for the city of Falcon Heights, and
to provide clerical, and technical support to other City staff.
MAJOR DUTIES AND RESPONSIBILITIES

6. Prepare the operating budget for recreation programs, and review the financial status of
programs to ensure proper financial control.
7. Assist the Public Works Director with the Parks Capital improvement program and
budget.
8. Stay abreast of new developments in recreation and leisure time activities as they
. relate to potential application in Falcon Heights.
9. Keep the Public Works Director informed on a timely basis of any issues and concerns in
the Recreation department.
