CITY COUNCIL MINUTES
October 12, 2005
Mayor Gehrz convened the regular City Council meeting at 7:00 PM. She noted that the
information and announcements banner would be displayed throughout the entire
broadcast of the meeting due to technical difficulties.
PRESENT: Mayor Sue Gehrz, Councilmembers Laura Kuettel, Robert Lamb,
Peter Lindstrom and Richard Talbot. Also present: City .Administrator Heather
Worthington, and Deputy Clerk Stacey Kreuser.
COMMUNITY FORUM: None.
PRESENTATIONS: Cindy Hartley of the Twin Cities Co-op Federal Credit Union will
reschedule her presentation on the Co-op's donation to the Fire Department.
Mayor Gehrz asked for council approval to make an addendum to the agenda. A
resolution to approve the Ramsey County Dispatch Consolidation terms became Policy
Item H3, and was inserted for approval.

CONSENT AGENDA: Councilmember Kuettel moved to approve the following seven
items on the consent agenda, and the motion was unanimously approved:

POLICY AGENDA:
1. Resolution to Participate in the Countywide All-Hazards Mitigation Plan
Administrator Worthington began the item by explaining the resolution adopts the county
plan as the city plan. She further explained that "all-hazards" means a plan and process is
in place for the handling and prevention of all disasters, and gave the example of a non-
functioning lift station. The lift station mitigation strategy would include installing a
generator specifically for lift station use to pump waste in the event of a power failure.
She explained that rather than having each city adopt their own plan, Ramsey County
wrote the plan for cities to adopt. Administrator Worthington also noted the mitigation
plan can be found for view on the web; however some sensitive information is omitted in
• the online public copy.
• Councilmember Kuettel added that the City can make additional plans, and noted the
resolution from the County allows for add-ons.
Councilmember Lindstrom asked whether the City has any mitigation additions,
strategies or plans to supplement the resolution. Administrator Worthington replied that
the lift station scenario has been included in discussions, and the City has been looking at
funding for this. She added that a permanent generator would be better than a mobile
one, and would eliminate any struggles with generator priority in the event of a disaster.
She noted that Falcon Heights is unique because of the other neighbors we have here -
including the State Fair and the U of M, and that this process is ongoing.
Councilmember Talbot asked how long the lift station would pump after an outage before
there would be a back-up. Administrator Worthington answered that it really depends on
the number of flushes before the City can notify residents not to flush. The City would
use methods like door-knocking and the police to notify residents. Councilmember
Talbot then asked what the City's liability would be in this type of situation, and
Administrator Worthington replied the City has no-fault sewer back-up insurance.
Councilmember Lindstrom stated he was surprised at the plan's notation of 1 l different
emergencies that could potentially affect Ramsey County, and was glad to know that
there are plans in place to take care of emergency situations.
Mayor Gehrz added that Falcon Heights' portion of the Ramsey County plan looked
complicated because of the boundaries of the City including the State Fair, U of M, and
the difference in police and fire protection for those areas. She also noted that public
education through the Neighborhood Liaisons and CERT are most useful in preparing for
disasters and evacuation planning. She stated that evacuation planning would likely be
the next topic of consideration for the CERT group.
Councilmember Talbot asked about the headway made on the donation of the old fire
truck. Administrator Worthington answered that she had been in contact with a city that
was interested, and is waiting to hear back from them. She mentioned that most cities are
still in the recovery stage, and perhaps are not ready to rebuild their fire departments.
Mayor Gehrz asked for a motion, and Kuettel moved to adopt the resolution 2005-14,
adopting the all-hazards mitigation plan. Motion passed unanimously.
2. Variance Request for 1347 Larpenteur Ave
Administrator Worthington began by giving an overview of the property. She explained
the findings of fact and gave an overview of the planning commission's decision to
approve the variance for an entry on the Hamline side of the building by a 5-2 vote.
Dr. Omar Awad and project architect Ari Awad were present, and answered that a
purchase agreement had been signed when asked by Councilmember Talbot. They plan
to change the clinic to eye care from its previous use as a chiropractic office.

Councilmember Lindstrom noted that the 2 "no" votes on the planning commission were
due to changes available for the design. He added that the rest of the planning
commission and the neighbors of the property would rather not have the entrance on the
north side of the building. Lindstrom explained the clinic now has parking on the north
side of the building, while the entrance is on the south side. He stated the majority of the
planning commission agreed an entrance on the east would be a nice welcome to the
community and would make sense.
Councilmember Kuettel expressed her excitement to have the clinic in Falcon Heights
and welcomed the doctor to the community.
Councilmember Lamb and Mayor Gehrz both added that they were in support of the new
entrance, and that changing the location makes sense to avoid walking around the
building to reach the entrance. Gehrz added the new entrance on the Hamline side will
be more structurally attractive. She then asked whether the 3-foot overhang is counted in
the variance request. Administrator Worthington replied that it is counted as an
encroachment.
Mr. Awad presented graphics to the council and stated that the building will have a 3-foot
overhang, a 4-foot foyer, and the clinic will install a fireplace in the lobby at a later date.
Mayor Gehrz asked about the landscaping of the building, and Mr. Awad assured her
more aesthetically pleasing landscaping will be planted in the future.
Mayor Gehrz asked for a motion, and Councilmember Lindstrom moved to adopt
resolution 2005-15 for a variance at 1347 Larpenteur Ave W. Motion passed
unanimously.
3. Resolution to Approve Ramse~ountY Dispatch Consolidation
Mayor Gehrz introduced the item by stating that Ramsey County has 4 dispatch centers,
including the Ramsey County and St. Paul centers that are in need of major repair. She
stated that originally the Ramsey County Board was initiating a funding plan that was
unacceptable to the suburban communities by placing a large portion of the St. Paul costs
on the suburban communities. The new coordinated centers would be funded, through
the new plan, with 60% based on the tax base and 40% on call volume. She explained
that there will be a tax increase due to the new dispatch center, and also noted that the
40% on call volume is a very good compromise that Falcon Heights is happy with. She
stated that Maplewood and White Bear Lake have both adopted this resolution that, in
concept, approves the 60%-40% split. She noted that St. Paul City Council will approve
the plan once it is approved by the Ramsey County Board on October 18.
Councilmember Lamb explained how long the process took for finding the funding
formula, and meets the goal of consolidating the dispatch. He stated that consolidating is
the best thing for citizens, and fosters expertise in the field. He made one addition to the
resolution, to state that Al should be amended to read "including call definition." He
stated that call definition should include only emergency calls, and not other
administrative calls that come into the dispatch center, especially since the funding is
based on call volume.
Mayor Gehrz added that the resolution looked like it attempted to define emergency calls.
Councilmember Lamb explained the need to educate the populace about who to call
when administrative type questions are asked, and not to call the dispatch center for this
type of question. He added that the old funding formula had shifted almost entirely on
property values, and almost nothing on call volume. Falcon Heights was the city to
suggest the call volume enter into the funding equation since the property values here are
high. He stated that the consolidated dispatch will be more professional, timely, and will
provide a better resource for citizens.
Councilmember Lindstrom voiced his approval of adding the call definition to the
resolution.
Councilmember Talbot asked where property owners will see this on a bill. Mayor Gehrz
answered that it will be seen on property taxes on the county portion, and also the 800
Mhz in the county portion. She added that the city would pay its share of the dispatching
costs through the contract with Saint Anthony Police Department.
Councilmember Lamb explained all the different communication systems used by
emergency departments cause the types of problems we've seen in New Orleans, and
while they've served us well while they were current, the 800 MHZ system will allow
Ramsey County, Hennepin County, and other communities to communicate together
without going through dozens of channels. He explained the new 800MHZ system will
alleviate any communication problems, while the new consolidated dispatch center will
increase the ability to respond to emergencies. He noted that while we will pay more, it
is well worth the expense.
Mayor Gehrz stated that the agreement is something we can all live with, and that is what
compromise is all about.
Councilmember Lindstrom and Kuettel thanked Mayor Gehrz, Councilmember Lamb,
and Administrator Worthington for a major improvement, and for their hard work on 800
Mhz and consolidated dispatch.
The motion was made by Lamb to adopt resolution 2005-16 for a consolidated dispatch
center, with the inclusion of the language as structured by Councilmember Lamb.
Motion passed unanimously.
Information/Announcements:
Councilmember Lindstrom stated that he passed on to the planning commission the
suggestion of taking action on each variance request separately, rather than deciding on
' all variances in an application at one time. The commission was fine with that change.
Councilmember Lamb explained that Waste Management's contract with the City
includes the collection of batteries and waste oil. He noted that even though there have
been some minor problems in the past, the transition has gotten better over the past few
weeks. He also stated the recycling contact in 2006 changes the recycling day from the
first and third Friday to simply every other Friday beginning the first week in January
2006.
Councilmember Talbot also noted that tires will be taken by Metropolitan Mosquito
Patrol, just call and they will pick them up.
Mayor Gehrz suggested reviving the recycling captains that can put out signs in
neighborhood to remind residents of the recycling changes in 2006.
Councilmember Lamb added that in conjunction with the Neighborhood Commission,
perhaps new yard signs can be made for this purpose.
Mayor Gehrz announced the second Bell Museum meeting will be on 10/18 at 7:00 p.m.
at City Hall. She said the League of Women Voters will hold a candidate's forum on
10/19 at 7:00 p.m. at City Hall. She announced the grand opening of the multi-family
building on 11/15 from 4:30 to 7:00 p.m. with the theme of "A Taste of Falcon Heights"
with invitations mailed to residents.
. Administrator Worthington explained the flooding at Curtiss Field was due to a 100-year
storm, which dumped 6 inches of rain in a 24 hour period. The pond there was built to
hold a 10-year storm. She stated that the pond performed as they had hoped it would,
with waters receding within the days after the storm. She added that it's very helpful to
keep catch basins in your area cleaned in order to prevent backups in the storm sewer
system.
Mayor Gehrz adjourned the regular City Council meeting at 8:25 p.m.

EXPLANATION:
Summary: Due to the recent interest in our city fields by local athletic association we
feel there is a need for an up-to-date policy on the use of the fields and fee structure.
We also felt that a "use" policy or guideline of some sort would be beneficial for the
scheduling of the fields to make sure we were keeping our residents, programs and fields
themselves in best interest.
At this time, a comparison of park building rentals was done to verify that current rental
fees were comparable to surrounding cities. We found that our current rates are in line
with our neighbors with similar facilities. We also added the rental of the picnic area near
• the Community Park building and also the pavilion shelter south of the building. This
gives the public access to an outdoor area with a roof and more opportunities for rentals.
We also created a similar "use" policy or guideline for the use of park buildings. This
policy ensures that the city is clear about the use of public facilities.
New to the fee structure is a "Play Kit" rental. Recently we have had request by renters
for particular recreation equipment that we own but have never rented out. By offering
this we are utilizing our equipment and providing recreational serves to our renters and
potentially covering equipment replacement cost. Both of these proposed policies have
been revised and were unanimously supported by the Parks and Recreation Commission.

Buildings and City Hall Facilities
Priority for Scheduling Facilities
A. Puraose Statement- Due to the interest and request for the City's park buildings
and city hall facilities, it is necessary to establish a priority system to insure that
the City's facilities are made available in an equitable manner to best meet
community needs.
B. Priorities- Listed below are the priorities for use of City buildings.
1. All City activities or recreation programs;
2. Residents and community groups including athletic associations, churches, or
civic organizations that provide recreation opportunities to Falcon Heights
residents;
3. School District # 623 and University of Minnesota activities and programs;
4. All other individuals or groups including non-resident, commercial and private
membership groups.
5. See appendix A for the list of local service organizations eligible for free use of
facilities. •
C. Permits
In order to receive exclusive use of any City facilities, groups or organizations
must follow the application guidelines and policies established by the city, to
receive an appropriate permit.
D. Disclaimer
The City of Falcon Heights reserves the right to schedule park buildings and
facilities in a manner that best serves the City and its parks.
E. Dew
Building use requires the payment of a damage deposit in the amount of $200.00,
made payable on a separate check.

Groups Not Eligible For Free Use:
1. Private, business, political, or religious organizations.
2. Falcon Heights residents using the facility for a private use such as a party or
other private gathering. Such residents will be charged a fee for the use of the
facilities. Residents may not use the city hall for business or professional
purposes unless they represent a licensed Falcon Heights business.
3. Licensed Falcon Heights businesses and institutions. These businesses and
institutions will be charged a fee for the use of the facilities.
4. These guidelines do not apply to field use.
Rental Guidelines:
City Hall:
• No reservations on Tuesday or Wednesday evenings after 5:00 p.m.
• No group or individual may reserve for more than four weekdayper month; and
one weekm' ght (M-F) per month; and one weekend (Saturday and the following
Sunday or either day) per month.
• Reservations will be accepted no more than three months in advance. .
• Reservations will be accepted on a first-come, first-serve basis.
• Reservations are not considered fmal until the group has paid for their rental time,
if applicable.
• Note: The Mineral Club, and SPACE Club may continue their long-term, on-
going rental of one night per month. The Rosewood Girl Scout Troop may
reserve the facility for one year in advance.
• The City's priority use policy, as stated on page 1 of these guidelines, supersedes
these guidelines in all cases.
Park Buildings:
• May not be reserved by one group or individual for more than four weekdays per
month; and one weekm_~ (Monday-Friday) per month; and one weekend
(Saturday and the following Sunday, or either day), per month.
• Reservations will be accepted no more than six months in advance.
• Reservations will be accepted on a first-come, first-serve basis.
• Reservations are not considered final until the group has paid for their rental time,
if applicable.

These rules must be followed in all Falcon Heights
Parks:
1. Permit holder is responsible for facility clean-up. Waste
paper and trash should be deposited in refuse barrels. A
charge may be imposed if the facility is not left clean.
2. For safety reasons, glass containers are NOT allowed in
ANY Falcon Heights Park.
3. ALCOHOL IS PROHIBITED IN ALL FALCON
HEIGHTS PARKS.
4. Parking of motor vehicles allowed in designated areas only.
Vehicles shall NOT be driven or parked on any grass areas.
5. No pets are allowed in the park.
Opening the Building- Community Park
There are two exterior vestibule doors that can be opened with an assigned
key. This key will also open all assigned areas including kitchen, bathroom,
and utility room. Light switches for all-purpose room and bathrooms are
located on the wall in the utility room.
Curtiss Field Building
There are two doors located on the north and south end of the building. Key
assigned will open both doors.
Locking the Building
It is extremely important that the building be fully secured when
leaving. This includes locking the bathrooms, kitchen, and utility room. Be
certain that every door in the building is locked by physically pulling or
pushing on every door.
Cleaning Building After Use
Please see that the building is left clean and orderly after your use. Brooms, •
mops, sponges and detergent are available and can be found in the storage
area or under kitchen sink. The following is a checklist to assist you in
meeting your cleanup responsibilities:
See that all lights, faucets, oven/range are off.
Put all trash and garbage in available receptacles. Pick up trash and
spills from the floor. It is not necessary that you sweep or mop the
entire floor.
Wipe down kitchen counters and sink.
Leave dishwasher empty and vented.
Remove any leftover food or beverages from the refrigerator.
Secure building.
A clean-up fee will be deducted from the rental deposit should the
building be left in a disorderly fashion.
Keys
Please return keys to City Hall sometime during the two business days
following rental of building. Deposit will be available for return at the time .
the key is returned and building has been checked.
Emergency
We hope that your building rental experience is enjoyable and trouble-free.
Should you experience an emergency summon help by calling 911 and ask
to have a St. Anthony police officer dispatched. At Community Park there is
a phone located on the west wall of the Utility Room and another located at
the east end of the parking lot.

associations, community groups, and other organizations that provide recreation opportunities for residents
of Falcon Heights.

1. Meeting called to order 6:50 PM
Hoag requested to add Field and Facility Use in the agenda under Staff
Reports.
2. Approval of agenda as amended made by Evans seconded by Dolan. •
3. Approval of minutes August 8, 2005 made by Green and seconded by Dolan.
Evans asked about the consensus of not putting rink boards up at Grove Park
this winter as discussed. Kuettel also reiterated that the trail going around
Grove Park would also not be finished. As of right now there is not a need for it
so in turn saves money in the Capital budget.
4. Staff Report:
Anderson reported that the FaIlfWinter Activity Brochures have hit the
schools and the households. Starting this fall, an activity brochure will
be included in the City's Falcon Heights Newsletter that is sent to every
resident. By doing this we hope to reach those not in school and also
adults with the addition of adult art classes.

Active Living Ramsey County
Anderson announced an invite to an upcoming Active Living Ramsey
County Community Kick-off event that will be happening Thursday,
September 29th from 4:30-8:OOpm at the Family Service Center in New
Brighton. Here Anderson hopes to learn more about the project and
how we as a City are to become involved. Also included in the
invitation was a rough draft of the projects brochure outlining some of
their main goals. More information on this is still to come.
Fall Program Updates
Anderson reported that Fall Soccer had started last Saturday,
September 10th up at Community Park. We hired 3 coaches, all who
playing soccer or have experience in teaching soccer. Both Mini Soccer
and Super Soccer classes have well over 10 participants. Extreme
Soccer did not go as there was no one registered for the class. This
program will continue for 5 more weeks till October 15th. Anderson also
noted the next programs coming up are both youth and adult art
classes.
Field Use
Anderson noted that due to the city council wanting a comparison of the
city's fee schedule, field use and fees was the first item done in regards
to the interest local athletic associations are having in our fields.
Members were given a "draft" of guidelines for establishing priority for
• the use of the fields. Hoag stated that at this time park and recreation
departments cannot provide a sports service at the level the public
wants so instead of competing with them, we work with them by
facilitating fields they may need to service our residents. Anderson
referred to the hand out as a clear and simple way of stating how our
fields are assigned. By this residents will be able to see where they fall
on the priority list and also see that no one gets anything "free" or
special treatment. Long questioned the prices set for the field use and if
those would be set or if they could change. Hoag responded that it is
intended tQ be presented to the city council to treat both field and facility
rentals as pure guidelines rather than policy so we have flexibility to
change rates from year to year. Kuettel recommended that we possibly
look at our prices annually to keep up to date on rates and raise as
needed. Hoag then asked the commission if we had an agreement on
the field guideline. The commission recommended that staff work on
the final draft and present it to the City Council without further review
from the commission. There was no opposition to the proposed draft
from the Commission.
5. Park Tour: The commission decided not to tour the park due to the delay in
start of the meeting. Hoag pointed out amenities at Community Park that are i
due for replacement or fixing. Hoag stated that the park signs are due for
replacement in 2006. Long asked if that was a necessity at this time or if it
could be prolonged for another year when there is more money saved. It was
also discussed to not make any major Capital purchases until the park lease
agreement is finalized.
6. A motion to adjourn the meeting was made by Dolan and seconded by Evans.

ITEM: Adoption of the Ramsey County Emergency Operations Plan

EXPLANATION:
Summary: In early 2005, Ramsey County began work on the Countywide Emergency
Operations Plan. The intent of this plan is to provide a document that can guide
emergency operations countywide-across jurisdictional boundaries. This will be of
great use in disasters or emergencies that affect multiple communities, such as the recent
storms in September and early October.
The Federal Emergency Management Agency (FEMA), requires all cities to adopt an
Emergency Operations Plan, and the State of Minnesota requires that cities update that
plan periodically. Our current plan will be replaced by this plan, and Ramsey County
will ensure that the plan is updated per the State's requirements on an ongoing basis.
Staff will also be working on adding appendixes to this plan over the next several
months. These will include operational and informational details that will be tailored to
Falcon Heights. An example will be a CERT appendix, which will be developed working
in concert with the CERT teams themselves, outlining the working relationship between
CERTs and public safety, and their operational parameters.
The adoption of this plan marks a major step forward in better cross jurisdictional
working relationships, and continues the city's compliance with federal and state statutes.

ITEM: Sale of Radio

EXPLANATION:
Summary: The City received a donation of a Ham Radio from Ed Zimmer in 2005. This
radio is more technically complicated than the City needs to run their CERT
communications. The Communications group affiliated with CERT has recommended
that this radio be sold and the proceeds used to purchase a more suitable radio.
Mike Bagstad has offered to purchase the radio for $500.00. This is in the high-end of
the range for a radio like this, and will provide enough money to purchase a new radio,
antenna and other equipment needed to provide primary and backup communications
between CERTs and Ham Radio Operators.
ACTION REQUESTED:
• Authorize sale of Ham Radio to Mike Bagstad.
