COUNCIL RESOLUTION

ARESOLUTION RELATED TO LOCATION OF POOL HALLS AND BILLIARD PARLORS
WHEREAS, the City of Falcon Heights planning commission and city council
have discussed the possible impacts from a pool halls or billiard parlors use in a B-3
zone.
NOW, THEREFORE, BE IT RESOLVED that the city council of the City of
Falcon Heights finds:
1. That it is the City of Falcon Heights' responsibility to protect the health, safety,
and welfare of the citizens of Falcon Heights.
2. That pool hall/billiard parlor uses can create nuisances in a community, including
increased crime and increased harassment of neighborhood residents. The city
experienced this impact several years ago when a conditional use permit for a pool
hall/billiard parlor use was revoked due to an extraordinarily high number of police
calls to an establishment in a B-3 zone.
3. That all commercially zoned districts in the City of Falcon Heights directly abut
residentially zoned districts. All commercial buildings are within approximately
250 feet of residential dwellings and most are within 40 to 100 feet of residential
property, and therefore, would be negatively impacted by the nuisances created
by a pool hall/billiard parlor use.
4. That there is no space to create a physical buffer between the commercial and
residential areas to ameliorate the negative impacts that might result from a pool
hall/billiard parlor use. The residential and commercial areas are typically
separated by a limited space, usually a fifteen foot wide alley which must remain
open for access.
5. That the image of the City of Falcon Heights as a pleasant and safe place to
reside will be adversely affected by any negative impacts associated with a pool
hall/billiard parlor use in close proximity to its residential neighborhoods.
6. That pool hall/billiard parlors are available businesses in adjacent cities within two
. to four miles of Falcon Heights and within a five to ten minute drive from the City
of Falcon Heights.
• NOW,THEREFORE, BE IT RESOLVED that the city council of the City of
Falcon Heights finds that pool halls/billiard parlors would jeopardize the health,
safety, and welfare or the citizens of the City of Falcon Heights.
