C O U N C I L R E S O L U T I O N
Date: April 8, 1992
A RESOLUTION GRANTING A CONDITIONAL USE
PERMIT FOR OPERATION OF A VETERINARY CLINIC
AT 1553 W. LARPENTEUR IN A B-2 DISTRICT
WHEREAS, the City of Falcon Heights received an application
from Dr. Douglas LeMay for the issuance of a conditional use permit to
establish a veterinary clinic in Bullseye Plaza at 1553 W. Larpenteur Ave.;
and
WHEREAS, the City Council did carefully consider the request as
well as the recommendations made by the city's planning commission after
holding the required public hearing;
NOW, THEREFORE, BE IT RESOLVED by the city council of the City of
Falcon Heights that. a conditional use permit for the establishment of a
veterinary clinic at 1553 W. Larpenteur Ave. be subject to the following
conditions:
1. Operate a veterinary clinic with grooming as a secondary
use with a maximum of seven full-time equivalent employees.
2. Adhere to all animal welfare laws in Chapter 343 of the
Minnesota state statutes.
3. Maintain a clean environment inside and outside the business
with sanitary disposal of all wastes, cleaning up after
clients on the walk and in the parking lot as necessary.
4. Keep the business within the building except for the coming
and going of clientele. No outside cages, kennels, or
exercising of animals.
5. Soundproof the common walls to adjacent businesses and the
kennel area and exam rooms.
6. Control odors in the kennel and dark room with separate
exhaust fans.
7. Limit hospital stays to recovering animals with a maximum
of 14 pets to stay.
M 8. Dispose of hazardous waste as regulated by the county and
state.

9. Set up and maintain the x-ray room with lead walls as
required by state statute.
10. Operated by a licensed veterinarian.
