HomeMy WebLinkAboutCCRes_88-21 No. P.-88-21 CITY OF FALCON HEIGHTS • C O U N C I L R E S O L U T I O N Date October 26, 1988 RESOLUTION REGARDING PROPERTY TAX REFORM y~EREAS March 1 1988 gg use ~f,Reghresentativ~$ research su~ e~~s that althou~h 64 percent of the state revenue is coI~ecte in e metropo itan area, on ~ percent is r turned to the metropolitan area, and this disparity is growing at about two percent per year; and WHEREAS, March 15, 1988 House of Representatives research indicates that property tax payers (at all income levels) in the Twin Cities metropolitan area pay higher property taxes than property taxpayers (at all income levels) outstate; and WHEREAS, many outstate needy people have relocated to the metropolitan area; and WHEREAS, prior state attempts at tax reform have re-distributed dollars to geographic areas as opposed to individuals in need; and WHEREAS, redistributed state dollars should be received by those in need, and not just redistributed to geographic areas and all those living in those areas; and WHEREAS, the cost of living in the metropolitan area is much higher than outstate, and these costs are reflected in higher property taxes; and WHEREAS, the higher living costs within the metropolitan area increases the burden to the taxpayer, local governments and school districts to deliver equal services, and are compounded by higher property taxes paid by metropolitan properties; and WHEREAS, a further shift of resources limits the ability of the metropolitan cities to provide and to maintain the necessary infrastructure and services already existing; in urban and outstate cities; and, WHEREAS, the higher housing costs in the metropolitan area increase the burden of local governments and school districts to deliver equal services, and would be compounded by higher property taxes paid by metropolitan properties; NOW, THEREFORE, BE IT RESOLVED by the members of the Ramsey County League of Local Moved by Bat Bush YEAS Nays BALDWIN GIERNIA CHENOWETH WALLIN • BUSH 5 in Favor 0 Against ~~ Approved by ~~+ ~~'~°~~~''-v Mayor October 26, 1988 Date Attested b ~,, City Administrator October 26, 1988 Date Adopted by Council October 26, 1988 Governments .that the Minnesota Legislature take legislative action. that will eliminate any further shift of resources from the metropolitan area. BE IT FURTHER RESOLVED that state aid be targeted to those in need, rather than those who Simply reside in a geographic area. BE IT STILL FURTHER RESOLVED that the Legislature provide total state financial support to pay for mandated welfare and social service costs incurred by counties, cities and school districts. .7 •
