EXTRACT OF MINUTES OF MEETING OF THE
CITY COUNCIL OF THE CITY
OF FALCON HEIGHTS, MINNESOTA
HELD: June 12 , 1984
Pursuant to due call and notice thereof,. a special
meeting of the City Council of the City of Falcon Heights,
Ramsey County, Minnesota, caas duly held on ,T,,,,P i , 1984 at
~.nn o'clock p.m.
The following members of the Council were present:
Mayor Eggert, Councilmembers Ciernia, Baldwin, Hard, and Chestovich,-
and the following were absent: None.
Member. Hard introduced the following
resolution and moved ~.ts adoption:
RESOLUTION 84-18
RESOLUTION RECEIVING REPORT OF PLANNING
• COMP~IISSION ON PROPOSAL TO FORM A DEVELOPMENT
DISTRICT AND ADOPT DEVELOPA4ENT PROGRAM
AND CALLING FOR CONSULTATION WITH OTHER AFFECTED
JURISDICTIONS AND PUBLIC HEARING
WHEREAS:
A. A proposal to foam a development district within
the City under the provisions of Minnesota Statutes, Section
273.71 to 273.78 and Chapter 472A (collectively the "Act") and
to adopt a development program was heretofore referred to the
Planning Commission for review and comment;
B. The City Planning Commission has filed its report
on said proposal with the City Council;
C. The Act requires. that prior to formation of such
a development district the City Council shall provide a
reasonable opportunity to members of the County Board of
Commissioners of the County of Ramsey and the members of the

School Board of Independent School District 110. 623 and the
members of the School Board of Special Intermediate School
District Pdo. 916 to meet with .the City Council and that the
• City Council shall fully inform the members of the County Board
and School Board of the fiscal and economic implications of the
proposed development district;
D. The Act further requires that prior to the
formation of a development district a public hearing shall be
held thereon;
NOW THEREFORE BE IT RESOLVED by the City Council of
the. City of Falcon. Heights as follows:
1. The proposal heretofore referred to the Planning
Commission to form a development district within the City of
Falcon Heights and to adopt a development program is
incorporated herein by reference and given preliminary
approval.
2. The City Clerk is authorized and directed to make
available to each member of the County Board of Commissioners
of Ramsey County and of the School Board of Independent School
District No..623 and of the Special Intermediate School
District No. 916 a copy of this resolution, together with a
copy of the proposal given preliminary approval herein, and to
invite each such member to meet with the City Council to
discuss said proposal on the llthday of July 1984 at 7:30
• o'clock P.m. at the City Hall.
3. A public hearing on said proposal will be held at
the time and place set forth in the Notice of Hearing hereto
attached and incorporated herein by reference. The City Clerk
is authorized and directed to cause said Notice of Hearing to
be published in the local official newspaper and, if the local
newspaper does not have general. circulation, in a newspaper of
general circulation in the City at least once not less than 10
days nor more than 30 days prior to the date of hearing and to
cause a copy of said notice to be mailed to the County Auditor
of Ramsey County and the School Board Clerk of Independent
School District No. 623 and Special Intermediate School
District No. 916.
The motion for the adoption of the foregoing
resolution was duly seconded by member Chestovic-h and upon
vote being taken thereon, the following voted in favor thereof:
Mayor Eggert, Councilmembers Ciernia, Baldwin, Hard, and Chestovich,
and the following voted against the sane: None.
Whereupon said resolution was declared duly passed
and adopted.
