EXTRACT OF MINUTES OF MEETING Or' THE
CITY COUNCIL OF THE CITY
OF FALCOLd HEIGHTS, MINNESOTA
HELD: AUGUST 8, 1984
Pursuant to due call and notice thereof, a regular
meeting of the City Council of the City of Falcon Heights,
Ramsey County, Minnesota, cvas duly held at 7:00 o'clock p.m.
.The following members of the Council were present:
Mayor Eggert, Councilmembers Hard, Chestovich, Ciernia and Baldwin,
and the following were absent: None.

RESOLUTION REQUESTING REPORT OF PLANNING
COMMISSION ON PROPOSAL TO FORM A TAX INCREMENT
FINANCING DISTRICT AND ADOPT
• A TAX INCREMENT FINANCING PLAN AND CALLING
FOR CONSULTATION tti1ITH OTHER AFFECTED
JURISDICTIONS AND PUBLIC HEARING
WHEREAS:
A. A development program and a development district
within the City under the provisions of T~I.i.nnesota Statutes,
Section 273.71 to 273.78 and Chapter 472A (collectively the
"Act") ("Development District No. 2") were adopted by the City
Council of the City of Falcon .Heights on July 11, 1984 ~ A
proposal to form a tax increment financing istret and tax
increment financing plan within such Development District No. 2
is being referred to the Planning Commission for review and
comment ten days before the public hearing;
B. At the tune of the public hearing, the City
Planning Commission will file its report on said proposal with
the City Council and have an opportunity to comment on said
proposal;
C. The Act requires that prior to formation of such
a tax increment financing district the City Council shall
• provide a reasonable opportunity to members of the County Board
of Commissioners of the County of Ramsey and the members of the
School Board of Independent School District No. 623 and the
members of the. School Board of Special Intermediate School
District No. 916 to meet with the City Council and~that the
City Council shall fully inform the members of the County Board
and School Board of the. fiscal and economic implications of the
proposed development district;
D. The City Council invites the County Board and
School Board to review and comment on the tax increment
financing district and tax increment financing plan at the
public hearing to be held thereon;

E. The Act further requires that prior to the
formation of a tax increment financing district and adoption of
a tax increment financing plan a public hearing shall be held
thereon;
NOVA THEREFORE BE IT RESOLVED by the City Council of
the. City of Falcon Heights as follows:
1. The proposal. to be referred to the Planning
Commission to form a tax increment financing district within
Development District No. ?_ of the City of Falcon Heights and to
adopt a tax increment financing plan therefor is incorporated
herein by reference and given preliminary approval (subject to
the following modifications: Indicate any changes deemed
appropriate by the City Council).
2. The City Clerk is authorized and directed to make
available to each member of the County Board of Commissioners
of Ramsey County, the School Board of Independent School
District No. 623 and the School Board of Special Intermediate
School District No. 916 a copy of this resolution, together
with a copy of the proposal given preliminary approval herein,
and to invite each such member to meet with the City Council to
discuss said proposal on the 5th day of September, 1984, at
x:15 o'clock p.m. at the City Ha11.
3. A gublic hearing on said proposal will be held at
the time and glace set forth in the Notice of Hearing hereto
attached and incorporated herein by reference. The City Clerk
is authorized and directed to cause said Notice of Hearing to

be published in the local official newspaper and, if the local
newspaper does not have general circulation, in a newspaper of
• general circulation in the City at least once not less than 10
days nor more than 30 days prior to the date of hearing and to
cause a copy of said notice to be mailed to the County Auditor
of Ramsey County and the School Board Clerks of Independent
School District No. 623 and Special Intermediate School
District No. 916.
The motion for the adoption of the foregoing
resolution was duly seconded by member and upon vote being
taken thereon, the following voted in favor thereof:
Mayor Eggert, Councilmembers Hard, Chestovich, Ciernia and Baldwin,
and the following voted against the same: None.
Whereupon said resolution was declared duly passed
and adopted..
