The following members were present: Mayor Warkentien, Council- members Chestovich, Larson-and Eggert and the following were absent: Ciernia. adoption: Mayor Warkentien introduced the following resolution and moved its RESOLUTION 82-41 RESOLUTION FORMING DEVELOPMENT DISTRICT N0. 1, ADOPTING DEVELOPMENT PROGRAM, DECLARING PUBLIC PURPOSE, AND PROVIDING FOR ADMINISTRATION WHEREAS: A. It has been proposed that the City of Falcon Heights form a development district and adopt a development program therefor under the provisions of Minnesota Statutes, Chapter 472 (the "Act"); and B. In accordance with the provisions of the Act, the Planning Commission had been consulted with concerning the proposal to forma develop- . went district; and C. A public hearing was duly held on said proposal on this date in accordance with the provisions of the Act; NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Falcon Heights as follows: 1. Development District. There is established in the City of Falcon Heights a development district to be known as "Development District No. l," the initial. boundaries of which are fixed and determined as shown on the attached Exhibit A incorporated herein by reference. 2. Development Program. The development program as set forth in the report entitled "Development District No. l", dated September 22, 1982, a copy of which is on file in the office of the City Clerk, is adopted as the Development Program for Development District No. 1. 3. Public Purpose. The formation of Development District No.l and adoption of the Development Program conform in all respects to the requirements of the Act and will help fulfill a need to develop an area of the City which is already built up to provide employment opportunities to improve the tax base and to improve the general economy of the State and thereby serves a public purpose. • 4. Administration. The administration of Development District No.l is assigned to the Clerk/Administrator who shall from time to time be granted such powers and duties pursuant to Minnesota Statutes, Sections 472A.09 and 472A.10 as the City Council may deem appropriate. The motion for the foregoing resolution was duly seconded by Councilmember Larson and upon a vote being taken the following voted in favor thereof: Mayor Warkentien, Councilmembers Chestovich, Larson, and Eggert, and the following voted against the same: None.
