The following members were present: Mayor Warkentien, Eouncilmembers Chestovich, Eggert, Larson and Ciernia, and the following were absent: None. adoption: Councilmember Eggert introduced the following resolution and moved its RESOLUTION 83-$ A RESOLUTION CALLING A PUBLIC HEARING FOR MODIFICATION OF THE DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT N0. 1 AND THE ESTABLISH- MENT OF PROPOSED TAX INCREMENT DISTRICT N0. 1 AND THE ADOPTION OF A TAX INCREMENT FINANCING PLAN RELATING THERETO BE IT RESOLVED by the City Council (the "Council") of the City of Falcon Heights, Minnesota (the "city"), as follows: Section 1. Public Hearing. This Council shall meet on Wednesday April 20, 1983 at 10:00 p.m., to hold a public hearing on the following matters: (a) the modification of Development District No. 1 (the "Development District"~, (b) .the establishment of a proposed Tax Increment District No. 1 and the • adoption of a Financing Plan for Tax Increment District No. 1, all pursuant to and in accordance with Minnesota Statutes, Chapter 472A, as amended, and Minnesota Statutes, Sections 273.71 to 273.78, inclusive, as amended. Section 2. Notice of Hearing; Filing of Plans. The City Clerk- Administrator is authorized and directed to cause notice of hearing, substantially in the form attached hereto as Exhibit A, to be given as required by law, to .place a copy of-the modification of the Development Program for Development District No. 1 and the Tax Increment Financing Plan for proposed Tax Increment District No, l on file at the City Hall and to make such plans available for inspection by the public, commencing April 19, 1983. Section 3. Referral to P1ann.ing Commission. The City Clerk-Administrator is authorized and directed to transmit a copy of the documents cited in Section 2 above to the City's Planning Commission and to request the Planning Commission to consider and comment on whether the said documents are in accordance with the City's Comprehensive Plan. Warkentien, Mayor Regular City Council Meeting of March 23, 1983 ~ : J t • EXHIBIT A NOTICE OF PUBLIC HEARING CITY OF FALCON HEIGHTS COUNTY OF RAMSEY STATE OF MINNESOTA NOTICE IS HEREBY GIVEN that the City Council (the "Council) of the City of Falcon Heights, County of Ramsey, State of Minnesota, will hold a public hearing on Wednesday, April 20, 1983 at 10 o'clock p.m. at the City Hall, 2077 Larpenteur Avenue, Falcon Heights, Minnesota, relating to the modification by the Council of Development District No. 1 (the "Development District") pursuant to Minnesota Statutes., Chapter 472A, as amended, and Minnesota Statutes, Sections 273.71 to 273.78, inclusive, as amended. The hearing is also relative to establishment of Tax Increment District PJo. 1 and a proposed Tax Increment Financing Plan for Tax Increment District No. 1, copies of which will be on file and available for public inspection at the City Hall not later than April, 9, 1983. The. Development Program for Development District No. 1, adopted by the City Council on September 22 198 2 (the "Original Plan") is hereby modified to reflect the following changes: 1. The geographic area of Tax Increment Development District No. 1 shall be enlarged by the addition of the following:; Beginning at the southwest corner. of the City Ball property and extending. west along the north R of W of Larpenteur Avenue to Fulham South on Fulham to Hoyt and east to the east right of way of Cleveland, then north to the south right of way of •Larpenteur, then east to the west right of way of Gortner Avenue. The parcels to be included in Tax Increment District No. 1 are within the Development District and are more specifically described in the proposed Tax Increment Financing Plan for Tax Increment District No; 1.
