Pursuant to due call and notice thereof, a Regular Meeting of the City
Council of the City of Falcon Heights, Minnesota was held on the 13th day
of August, 1980.
The following members were present: Mayor Warkentien, Councilmembers
Eggert and Larson, and the following were absent: Councilmebers Steele and
Brown. Mayor Warkentien introduced the following resolution and moved its
adoption.
RESOLUTION 80-20
A RESOLUTION ADOPTING AN 8% INCREASE OVER THE BASE
AUTHORIZED BY PRIOR LAW AND AN ADDITIONAL 10% ONE TIME
INCREASE AUTHORIZED BY LAWS, 1980, CHAPTER 607, ARTICLE
II, SECTION 21
WHEREAS the City of Falcon Heights i~ in need of additional tax revenue
for police and fire protection, street maintenance, maintenance of the park
and other properties of the City, and other governmental purposes; and
WHEREAS the present levy limit base payable in 1980 was $400,853 based
on a population of 5,770 persons; and
WHEREAS the City of Falcon Heights would be able to increase its levy limit
by 8 per cent of this levy limit base for taxes levied in 1980 and payable in 1981;
and
WHEREAS the Minnesota Legislature has enacted a statute authorizing a one-
• time levy adjustment in the levy limit base of an additional 10 per cent and this
law is known as Laws, 1980, Chapter 607, Article II, Section 21, and
WHEREAS it appears to be in the best interests of the City to raise additional
revenues by making use of the statutory authority to raise these additional funds
on a one-time adjustment to the levy limit base, and
WHEREAS the Resolution proposing an increase in the levy limit base has
been published for four (4) successive weeks in the official newspaper of Falcon
Heights, and
WHEREAS a public hearing on the proposed increase occurred August 13, 1980
at a regular meeting of the City Council of Falcon Heights,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Falcon
Heights as follows:
The City Council shall raise the levy limit base of the City of
Falcon Heights from its present base of $400,853.00. The increase
shall be $72,153.00 which consists of an 8 per cent increase over
the base authorized by prior law and an additional one-time in-
crease of 10 per cent authorized by Laws, 1980, Chapter 607,
Article II, Section 21. The increase shall be for taxes levied
in 1980, payable in 1981. The total levy limit base after the
proposed increase shall be $473.006.00
. This Resolution shall become effective following its publication and
subject to compliance. with the provisions contained in Laws, 1980, Chapter 607,
Article II, Section 21.
The motion fox the adoption of the foregoing resolution was duly seconded
by Councilmember Larson and upon a vote being taken thereon, the following voted.
in favor thereof: Mayor Warkentien, Councilmembers Eggert and Larson, and the
following voted against same: None.
WHEREUPON, the Resolution was declared duly passed and adopted.
