Pursuant to due call and notice thereof, a regular meeting of-the
City Council of the City of Falcon Heights, Minnesota was held on the 27th
day of May, 1981.
• The following members were present: Mayor Warkentien, Council-
members Steele, Brown, Eggert and Larson, and the following members were
absent: None. Councilmember Eggert introduced the following resolution and
moved its adoption:
RESOLUTION 81- b
A RESOLUTION ADOPTING A REQUEST FOR PROPOSALS FOR
A CABLE COMMUNICATIONS SYSTEM FOR THE CITY OF FALCON
HEIGHTS
WHEREAS, the City of Falcon Heights has resolved that the develop-
ment of a joint cable television system is in the best interest of the City,
and
WHEREAS, the City has received a study report assessing communications
needs, and has determined to continue the cable franchising process., and
WHEREAS, the City of Falcon Heights has participated in the North
Suburban Cable Commission, and
WHEREAS, the Commission was delegated the responsibility to prepare
and adopt and did prepare and adopt a Request for Proposals (RFP) and a pre-
liminary draft franchise ordinance for a cable communications system for the
• City of Falcon Heights along with the Cities of Arden Hills, Lauderdale, Little
Canada, Mounds View, New Brighton, North Oaks, Roseville, St. Anthony and
Shoreview, Minnesota, and
WHEREAS, the City is the franchising authority, and
WHEREAS, section 4.140 (d) (1) of the Official Rules of-the Minnesota
Cable Communications Board requires that the franchising authority shall adopt
in a public hearing the Request for Proposals, and
WHEREAS, notice of said public hearing was published in the official
newspaper of the City of Falcon Heights on May 19, 1981, and
WHEREAS, members of the public have been affored a reasonable oppor-
tunity to be heard.

NOW THEREFORE, be it resolved by the Falcon Heights City Council as
1. The City of Falcon Heights adopts the RFP and receives the draft
preliminary franchise ordinance.
2. The RFP accompanied by a draft of :the preliminary franchise ordi-
nance shall be issued by the Commission on behalf of the City of
Falcon Heights on or before April 22, 1981, and shall be on file
• in the City Clerk's Office of the City of Falcon Heights.

3. The City of Falcon Heights hereby delegates to the Commission
• the responsibility to perform on behalf of the City all tasks
incident to the issuance of the RFP as required by the Official
Rules of the Minnesota Cable Communications Board.
4. The City of Falcon heights hereby delegates to the Commission
the responsibility to perform on behalf of the City all tasks
incident to the receipt and evaluation of any proposals received
by the Commission, to culminate in the recommendation to the City
by the Commission of a cable company and a final franchise ordi-
nance to be considered by the City in its regular ordinance pro-
cedures.
The motion for. the adoption of the foregoing resolution was duly
seconded by Councilmember Larson and upon vote being taken thereon, the follow-
ing voted in favor thereof: Mayor Warkentien, Councilmembers Brown, Eggert
and Larson, and the following voted against the same: Councilmember Steele,
whereupon said resolution was passed this 27th day of May, 1981.
