HomeMy WebLinkAboutCCRes_81-15CITY OF FALCON HEIGHTS Pursuant to due call and notice thereof, a special meeting of the City • Council of the City of Falcon Heights, Minnesota was held on the 7th day of October, 1981. The following members were present: Mayor Warkentien, Councilmembers Brown, Eggert and Larson and the following were absent: Council- member Steele. Councilmember Larson introduced the following resolution and moved its adoption •. RESOLUTION 81-15 A RESOLUTION ADOPTING THE COMPREHENSIVE CITY PLAN, PROVIDING FOR THE PERIODIC REVIEW THERE- OF, AND PROVIDING FOR THE INTEGRATION OF CAPITAL IMPROVEMENT PROGRAMMING AND PHYSICAL DEVELOP- - MENT THEREWITH WHEREAS, the City Planning Commission has outlined goals and policies that the Community should set for itself within the foreseeable future; and WHEREAS, the Metropolitan Land Planning Act has required that the City prepare a Comprehensive City Plan and submit same for review by the Metropolitan Council; and • WHEREAS, the Planning Commission after study and review has developed a comprehensive, long-range plan to 1990 and beyond in accordance with provisions of the Metropolitan Land Planning Act, Systems Statement, and Plan Content Guidelines developed by the Metropolitan Council; and WHEREAS, the Comprehensive City Plan has been adopted by the Planning Commission following a public hearing with the required legal notice; and WHEREAS, the City Plan was transmitted to adjacent and affected public jurisdictions for review and comment per time and legal requirements; and WHEREAS, the City Plan has previously been considered bit not officially adopted by the City Council; and _ WHEREAS, the City Council recognizes the need for a Plan which will serve as a guide for better maintenance and development of the Community; and WHEREAS, the City Council has carefully considered this general Plan and finds that it constitutes a suitable, logical, and timely Plan which will ad- vance the Community towards the achievement of its goals and policy for preser- vation, maintenance, renewal, development and economic stability; and WHEREAS, the City Plan has been transmitted to the Chairman of the Metro- politan Council for review under Section 473. 175 of the Metropolitan Land Planning Act; and WHEREAS, the Plan has been found consistent with the requirements of the Metropolitan Land Planning Act, Systems Statement, and Metropolitan Develop- ment Guide by resolution of the Metropolitan Council; and WHEREAS, the City Council has reviewed and approved of certain comments including the staff review suggestions contained in the approval resolution of the Metropolitan Council; and WHEREAS, the City Council is cognizant of certain additional actions that must be taken prior to the end of 1981 including the updating and addition of certain codes and ordinances and taking certain steps towards the implementation of the City Plan with same being submitted to the Metropolitan Council for review; and WHEREAS, tht City Council welcomes and is appreciative of the assistance pro- vided by the Planning Commission in matters of policy relating to the preservation, renewal, and development of the Community; now therefore be it RESOLVED: that the City Council of the City of Falcon Heights hereby approves and adopts the Comprehensive City Plan as found consistent with the Metro- politan Development Guide by resolution with the Metropolitan Council; FURTHER RESOLVED: that in order for the City Plan to at all time be current with the needs and desires of the citizens and shall represent the best think- ing of the governing body and Planning Commission in the light of changing conditions and trends, the Planning Commission shall periodically review the Plan for updating needs but not less than once each five years or as may be required by Law; FURTHER RESOLVED: that the Capital Improvements Program and Budget shall be updated each year such that proposed and desired potential capital expendi- tures and possible method of financing are always projected at least five years into the future or as may otherwise be required by Law; .FURTHER RESOLVED: that the City shall comply with Metropolitan Council Guidelines for Reviewing Local Comprehensive Plan Amendments to the City Plan prepared under the 1976 Metropolitan Land Planning Act. The far.~egaY.ng resolution was duly seconded by Mayor Warkentien and upon a vote being taken thereon the following voted in favor thereof: Mayor Warkentien, Councilmembers Brown, Eggert and Larson, and the following voted against same: None.
