Pursuant to due call and notice thereof, a regular meeting of the City
Council of the City of Falcon Heights, Minnesota, was held on the 10th day of
April , 1975.
The following members were present: Mayor Warkentien, Councilmen Black,
Ecklund, Steele, and Labalestra, and the following were absent: None.
Mayor T~?arkentien introduced the following Resolution, and moved its
adoption:
RESOLUTION #75-13
A RESOLUTION SUPPORTIP'C7 LEGISLATION PROPOSED BY
GO~JERNOR ANDERSON TO DISTRIBUTE RAILROAD AND
TELEPHONE GROSS EARNINGS TAXES TO COUD?TIES,
CITIES, AND TOWNSHIPS
WHE'-ZEAS, property taxes tend to be highest and most burdensome in cities,
and in the absence of some action by the state legislature, municipal property taxes
in the City of Falcon Heights will increase in 1976 and 1977, and

WHEREAS, the City Council of Falcon Heights strongly favors the reduction
of municipal property taxes, and the most feasible way of accomplishing this without
drastically reducing essential municipal services is through the distribution of rail-
road and telephone gross earnings taxes to cities as proposed by Governor Anderson, and
WHEREAS, local units of government receive no property taxes or other taxes
. from railroad or telephone property, and the City o_f_ Falcon Heights will receive
approximately $28,51.87 under the proposed distribution of telephone and railroad
gross earnings in 1976, and
WHEREAS, this method of tax reduction is preferable to other alternatives
being considered,
NOW THEREFORE, 8E IT HEREBY RESOLVED, that the City Council of the City of
Falcon Heights respectfully urges the Minnesota State Legislature to distribute all of
the telephone and railroad gross earnings taxes, amounting to $1~6 million in 1976, and
$~.9 million in 1977, to local units of government as proposed by Governor Anderson, and
BE IT FURTHER RESOLVED, that copies of this Resolution be transmitted to the
Governor of the State of Minnesota, Members of the State Legislature, and the League
of Minnesota Municipalities.
The motion for the adoption of the foregoing Resolution was seconded by
Councilman Steele, and upon a vote being taken, the following voted in favor thereof;
Mayor Warkentien, Councilmen Black, Stee1~~, and Labalestra, and the following voted
against the same: Councilman Ecklund.
WHEREUPON, the Resolution was declared duly passed and adopted.
Passed by the City Council this 10th ay of April, 1975.
