Home My WebLink AboutCCRes_77-26CITY OF FALCON HEIGHTS FALCON HEIGHTS, MINNESOTA At a regular Council meeting of the City of Falcon Heights held on October 27, 1977, the following resolution was introduced by Member Labalestra, seconded by Member Steele and unanimously passed. RESOLUTION NO. 77-26 A RESOLUTION IN OPPOSITION TO PLACEMENT OF A JOB CORPS TRAINING CENTER AT BETHEL COLLEGE, SAINT PAUL, MINNESOTA RESOLVED that the City Council of the City of Falcon Heights opposes-the proposed placement of a Job Corps .Training Center under the Comprehensive Employment and Training Act, at the site of Bethel College, Saint Paul, Minnesota. This resolution is based upon the following facts and testi- mony adduced at the hearing from a number of witnesses, all of whom appeared to voice objections to the Center. 1. The District No. 10 Community, by a vote of its general members, is totally opposed to the pro- ject; 2. The District No. 10 Community Council's power and credibility will be greatly undermined or even destroyed if its position is overruled; 3. The site does not appear suitable in regard to the criteria established by the Department of Labor that such sites be located in areas that have high concentration of disadvantaged young people and high percentages of unemployment. The City of Saint Paul, the adjoining City of Falcon Heights, and the immediate area surrounding the Bethel Col- lege site, do not meet these criteria; 4. The character of the surrounding neighborhood would be greatly affected by the placement of such a train- ing center, with a resulting decrease in property values particularly to the surrounding residential property. This would be especially critical to Falcon Heights in that there already exists a high percentage of tax-exempt property and any decrease in residential property values would have a tremen- dous effect on the tax base of Falcon Heights. 5• .There is total community opposition to placement of the Center at the Bethel College site. 6. There was no apparent consideration by the Depart- ment of Labor of alternative sites within the Twin Cities area or other locations in the state. 7• There was a lack of communication by the Department of Labor that the site was being considered, which has resulted in an inability by local government to effectively share in the decision-making process. 8. There is knowledge of community opposition that led to the closing of a similar facility near Isabella, Minnesota. 9. Falcon Heights contains the closest commercial and recreational area to the site and this area will un- doubtedly attract the trainees, creating additional supervision and possible crime problems for the City of Falcon Heights. 10. There are unresolved legal issues surrounding the proper zoning of the Property and whet~zer zoning • changes or variances will be required. Adopted this 27th day of October, 1977. ~~' /~ Willis C.
