EXTRACT OF MINUTES OF SPECIAL MEETING
OF THE VILLAGE COUNCIL OF
THE VILLAGE OF FALCON HEIGHTS, MINNESOTA
Held on March 1, 1973
Pursuant to due call and notice thereof, a special meeting
of the Village Council of the Village of Falcon Heights,
Minnesota, was duly held at the Village Hall in said Village
on the first day of March, 1973, at 7;30 o'clock p.m.
The following members were present: Mayor Warkentien,
Councilman Stone, Councilman Black, Councilman Eklund, and
Councilwoman :>tocker. The following members were absent:
None .
Member Stocker introduced the following Resolution and
moved its adoption:
RESOLUTION N0. 73-6
VILLAGE OF FALCON HEIGHTS
A RESOLUTION APPROVING A PLAN OF CONSTRUCTION FOR THE
LARPENTEUR-HAMLINE INTERSECTION, UNDER THE "TOPICS" PROGRAM
WHEREAS, in January, 1972, the Ramsey County Board of
Commissioners instituted the "Topics" Program with state
and federal funding, to improve Larpenteur Avenue from
Fulham to Hamline Avenues in the Village of Falcon Heights;

WHEREAS, the Village Council by resolution, dated January
27, 1972, approved of the project;
WHEREAS, the Village Council of the Village of Falcon
Heights on September 12, 1972, rescinded the prior reso-
lution;
WHEREAS, the present traffic situation on Larpenteur
Avenue in the area of the proposed improvement is causing
great inconvenience and possible d anger to the citizens
of Falcon Heights;
WHEREAS, the Ramsey County Engineer has submitted two
alternate plans for the Larpenteur-Hamline interchange,
one calling for no median on Hamline Avenue, with two lanes
• north and. two lanes south of the intersection, and no left
turn lanes, the other plan calling for a median on Hamline
Avenue, with one through lane north, one through lane south,
and lef t turn lanes;
WHEREAS, under both plans, no trees on Hamline Avenue or
Larpenteur Avenue are to be cut down;
WHEREAS, the "median plan" will be fully funded by federal
and state. aid under the "Topics" Program;
WHEREAS, the "no median plan".will. not be fully funded by
state or federal aid, but may require Village funds or
individual assessments to cornplete;

• WHEREAS, the Ramsey County Engineer .indicated that if the
"median plan" is approved, a temporary curb cut could be
placed in the south median between Larpenteur and California
Avenues, thereby allowing better access to residential and
commercial establishments to the south of Larpenteur Avenue;
WHEREAS, various persons attended the special meeting who
own residential and commercial property in the vicinity of
the interchange, and fully discussed the merits and objec-
bons of both plans;
WHEREAS, the Council fully considered the merits and objec-
tions of both plans, in light of the r reds of the immediate
property owners, the health and safety of all the residents
• of the Village, and the financial difficulties that might
result if the Village were to be required to fund part of
the construction costs.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL
FOR THE VILLAGE OF FALCON HEIGHTS AS FOLLOWS:
The "median plan" is hereby approved, as set forth on
the attached Exhibit "A", provided that no trees are removed
in the vicinity of the interchange, and a temporary curb
cut of approximately twenty (20) feet be installed in the
median to allow access to the alley between Larpenteur and
California Avenues. The curb cut is noted in black on the
attached Exhibit "A".

'~ , ~ ~ The motion for the adoption of the foregoing Resolution was
seconded by Member Ecklund, and upon a vote being taken thereon,
the following voted in favor thereof : Mayor Z~Jarkentien,
Member Stone, Member Ecklund, Member Stocker.
The following voted against: Member Black.
Wherefore said Resolution was declared duly passed and adopted.
