EXTRACT OF MINUTES OF MEETING
OF THE CITY COUNCIL OF THE
CITY OF FALCON HEIGHTS:, MINNESOTA
HELD: November 14, 1974
Pursuant to due call and notice thereof, a regular
meeting of the City Council of the City of Falcon Heights,
Minnesota was. duly held at the City Hall in said City on
the 14th day of November, 1974, commencing at 7:30 p.m.
The following members were present: Mayor Warkentien,
members Black, Ecklund, Steele. and Labalestra, and the
fallowing members were absent: None.
Member Black introduced the following Resolution and
moved its adoption:

RESOLUTION RECOMMENDING
GERALDINE S. JENKINS TO FILL
A VACANCY FOR DISTRICT NO. 2 FOR THE
REDISTRICTED METROPOLITAN COUNCIL
WHEREAS, the City Council of the City of Falcon Heights
is aware that there is a vacant seat on the redistricted
Metropolitan Council relating to District No. 2, which dis-
trict includes the City of Falcon Heights;
WHEREAS, Geraldine S. Jenkins, 2252 Folwell Street,
Falcon Heights, Minnesota, 55108, is a resident of the City
and eligible as a candidate for the District No. 2 seat;
WHEREAS, Geraldine S. Jenkins has resided in the Twin
Cities metropolitan area since 1947, and has an awareness
and understanding of the area-wide governmental problems
facing the metropolitan area;
WHEREAS, Geraldine S. Jenkins has been extremely
active in volunteer activities in the metropolitan area,
including the following:

1. League of Women Voters of Minnesota.
a. joined 1.947;
b. local League President - 1962 through 1964;
c. local Item Chairman - Village planning -
two years;
d. Editor - Minnesota Voter - 1965 through 1968;
e. Editor - Capitol Letter - 1967;
f. Field Service Chairman - 1969 through 1973;
g. Second Vice-President -.1971 through the
present;
h. delegate to National Convention - 1958 and
National Council - 1973, 1974; and
i. participate in Council of Metropolitan Area
Leagues - 1961 through the present.
2. Board of Directors - Guthrie Theatre - 1964 through
1972. _
3. Parent-Teacher Student Association.
a. Parent-Teacher Student Association Area Council -
1971 through 1972; and
b. Parent-Teacher Student Association President,
Alexander-Ramsey High School - 1971 through 1972.
4. University of Minnesota Faculty Women's Club.
a. Board of Directors - 1957 through 1958; and
b. President - Young Marrieds, Drama. Section.
5. St. Matthew's Episcopal Church.
a. member of the choir - 1955 through 1971; and
b. .member of the Vestry - 1968 through 1971.
6. University of Minnesota Grove Home Owners Association.
a. Co-founder - 1959;
b. Vice-President - 1974; and

c. President - 1974 through 1975.
• 7. Citizens League.
WHEREAS, Geraldine S. Jenkins has been active in various
political activities including:
1. DFL legislative assistant - State Legislature - 1969;
2. DFL candidate for Representative in State Legis-
lature - 1968;
3. DFL precinct Chairman - 1971 through 1972;
4. delegate to Legislative District Convention - 1971
through 1974; and
WHEREAS, Geraldine S. Jenkins has been active in local
government, including the following:
1. Falcon Heights Planning Commission (appointed
position) - 1974 through 1975;
2. Adhoc Committee, co-curricular activities, ISD #
623 (appointed position) - 1972 through 1973; and

WHEREAS, Geraldine S. Jenkins is a recipient in 1.973 of
the Hope Washburn Award, Minnesota League of Women Voters,
which is an annual award for outstanding service in Minne-
sots; and
WHEREAS, Geraldine S. Jenkins has clearly demonstrated
qualities of leadership in all these various activities; and
WHEREAS, Geraldine S. Jenkins is willing to make
substantial amounts of time available for the work of the
Metropolitan Council; and
WHEREAS, Geraldine S. Jenkins has no apparent conflicts
of interest which would impede her abilities to represent
District No. 2 of the Metropolitan Council; and
WHEREAS, Geraldine S. Jenkins fulfills all of the Citi-
zens League criteria for appointments to metropolitan positions,

NOW, THEREFORE, the
Heights hereby recommends
Anderson, Governor of the
S. Jenkins be appointed t~
No. 2 of the redistricted
City Council of the City of Falcon
to the Honorable Wendell R.
State of Minnesota, that Geraldine
~ fill the vacant seat for District
Metropolitan Council.
The motion for the adoption of the foregoing Resolu-
tion was duly seconded by Mayor Warkentien, and upon the
vote being taken thereon the following voted in favor
thereof: All, and the following voted against the same:
None.
Whereupon said Resolution was declared duly passed and
adopted.

of the meeting of the City Council held on the date therein
indicated, which are on file and of record in my office, and
the same is a full, true and complete transcript thereof;
insofar as the same re3.ates to a Resolution Recommending...
the Appointment of Geraldine S. Jenkins to the Metropolitan
Council.
