• Park and Recreation Commission
December 8, 1986
Members Present: Bob Gehrz, Floyd Bedbury, Ardis Hutchins,
Tom Montain, Connie Lasser, Pat Bush and
Paul Ciernia, Couneil Liaison
Members Absent: Tom Amman, Leo & Jean Ohman, Paul Nelson
Meeting call to order at 7:00 p.m. by Connie Lasser, Chair.
Connie Lasser reported to the Commission the resignation of
Keith Maderson for personal reasons.
1. Winter Program - Flyer distrubuted through schools and
Roseville Review, also through the Grove Association, as
i~ B ~e ~s unable to .target the Falcon Heights area.
There was some discussion of the program cost of "When I'm
in Charge". The actual cost of the program to us through
the Red Cross is $5.50 per participant. The Commission feels
that perhaps we should subsidize some of the cost and we will
discuss this at a later meeting.
Pat Bush received a request from a resident who's child
attends Brimhall School, to be paid the non-resident reim-
bursement for the Roseville basketball program because it
is inconvenient for the parent to get the child over to
Falcon Heights School for our program. Our policy states
that we will not reimburse the non-resident fee for any
activity offered by Falcon Heights Recreation and the
Commission agreed to abide by this policy. Pat Bush will
document any other si~ilar requests and keep the Commission
informed.
2. Rinks- Pat Bush has hired all the rink attendants and is
scheduled to meet with them December 9. Most are returning
employees and all are college age. Signs are to be posted
inside and outside warming houses stating hours.
There will be a rink at Grove Park this year. Bob Gehrz
reported that the residents do not want a security light
that remains on during the hours of darkness. They do want a
light similar to what they had and they want it to operate on
a timing mechanism similar to the tennis court lights at the
Community Park.

2. Rinks Cont. - Connie Lasser and Pat Bush met at the school
rink area with Vince of the maintainance staff. We decided
the rink was at its maximum size due to the grade and the
Commission decided to operate it the same as last season
unless pro blems arise.
3. State Park & Recreat~7n Meeting Report - Pat Bush reported on
the meeting she attended in Duluth in September. Some of the
highlights were ways of keeping current participants involved,
perhaps by an incentive program such as with 5 paid activities
the sixth would be free. This would be similar to the Frequent
Flyer Program but called Frequent Player Program. The Commission
also discussed using cable TV for adult recreation programs,
since adults are the hardest age group to attract to programs.
The Commission was interested in new ideas and somethings
similar may be tried in the future.
4. Bike/Walking Paths - Pat Bush and Connie Lasser met with the
Planning Commission December 1, and discussed the possible need
for bike/walking paths. Steve Black, Chairman, suggested that
perhaps a citizen advisory group should be formed. Ardis
Hutchins, Bob Gehrz and Connie Lasser volunteered from the
Commission to participate in this. Connie Lasser is to call
Dave Black and tell him of the interest shown. Paul Ciernia
said he will approach the City Council on the citizens advisory
committee.
5. The Commission decided to recommend an increase in Pat Bush's
wage to $10.00 per hour based upon her jab performance.
